LAKEVILLE COUNCIL MEETING OCTOBER 20, 1969
1. The meeting was called to`order by Mayor Aronson with Taft, Sullivan,
Mako and Jensen present. Also present were Pat Farrell, Village
attorney and Bob Frigaard, Village engineer.
2. Jensen made a motion seconded by Taft to approve the minutes of the
Oct. 13, 1969 meeting a read.. All for, motion carried.
3. Jensen made a motion seconded by Mako to pay the Village bills but to
hold out 4278 which was for street signs. This will be checked out with
old Village records to see if it has-been paid. All 4 for, motion carried.
4. It was decided that a couple members of the council and Jeff Puryear of
Valley Park would meet on Sat. in Valley Park to decide where the street
signs should be located..
5. Sullivan made a motion seconded by Taft to approve payment of the liquor
bills. A11 4:for, motion carried.
6. Jensen made a^~motion seconded by Sullivan to approve payment of
invoices from Fredrickson f xcavating for $1,192.50, Ace Electric for
$652.80, D.W. Hickey & Co. for $500.00 and J. A. Danenes & Sons for
$2,439.77. All 4 for, motion carried.
7. A motion by Mako seconded by Sullivan to .empower the .mayor to take
care of the transaction to buy the furnace for the pump house. was carded
with all in favor.
8. Bob Frigaard presented the final plans and specs for water and sewer in
Valley Park 3rd Addi~~fion.
Jensen made a motion that the plans and specs be approved. Mako
seconded the motion. All 4 for, motion carried.
9. The Basett Road Assessment hearing was opened. Mr. Bassett was present.
Pat Farrell, Village Attorney, advised the Village Council .that the
more land they could get under assessment the. better for the village.
It was recommended to take 8 low.under assessment with the assessments
running for 5 years. The unpaid balance would carry 6~ interest.
Mako made a motion to adopt the resolution as presented by Mr. Farrell
for the assessment of Bassett Road. Jensen seconded the motion. All 4
.for, motion carried. Resolution attached.
10. The hearing on Minnreg Road assessment was opened. Mr. Farrell explained
that the assessment was to run for 10 years with 6~ on the unpaid balance.
All the pro erty that is assessed and owned by Minnreg, Inc. is in
Dakota Couny. Minnreg has agreed to pay for half the cost of which
$20,000 has been paid. .The total and estimated cost. of the road is
.$81,178.80 plus the bill paid this evening which amounted to $2,439.77.
Several interested residents of Orchard Lake were present in the audience.
Mr. Bixby thought that Minnreg had. agreed to pay for the whole cost of the
road in exchange for the closing of Judicial Road.. Mr. John Raplinger
asked to have the old minutes checked to see if this was true.
Jensen moved to adopt the resolution presented by the Village attorney with
the proper corrections made. Sullivan seconded the motion. Ali 4 fvr,
motion carried. Resolution attached.

11. A letter from Mr. Kruse of the Freeway Realty was read to the
council. It requested the closing and discontinuing of the present
driveway on the Kenneth Conner residence. The access will
be provided through platted streets Sunset Drive and Orchard Lake
Lane in Ken Con Estates Second Addition in accordance wiah the
. attached drawing.
This. matter was tabled -until the Village engineer sees some document
that shows that this. area is platted and approved.
12. The deed to a parcel of land on the West side of Lake Marion was
presented to the Village by Oscar Ramberg. This land will be used
for parks.
13. Taft made a motion seconded by Sullivan to approve an additional
$2000 be added to the cash on hand at the liquor store. All 4 for,
motion carried.
14. The road whack runs from Viking Engineering to Highway 50 was
discussed. It was decided not to grade this road until it has
been accepted by the Village.
15. Mr. Stevens of the AutoAuction requested a letter from the Council
that he could present to his mortgage company for financing of this
project. This letter would state that a sewer survey had been made of
the Village and that when a trunk line is extended to this area,
it will be available to all property owners.
Jensen made a motion seconded by Mako to authorize the writing of
this letter and that the Mayor sign this. All 4 for, motion carried.
16. Mr. Farrellpresented the assessing contract to the Village .with the
proposed change of $50 per day per man instead of $50 per day.
Taft moved to authorize the mayor and the clerk to sign amended
assessing agreement with the county. Sullivan seconded the
motion. All for, the motion carried.
17. Sullivan moved to adjourn, Taft seconded and the meeting was adjourned.

RESOLUTION ADOPTING ASSESSMENT ROLL
FOR MINNREG ROAD
BE IT RESOLVED by the Village Council of the Village
of Lakeville, Minnesota, as follows:
1. The proposed assessment roll, a copy of which is
attached hereto, and made a part hereof, is hereby accepted and
shall constitute a special assessment against the lands named therein.
2. The amount proper and necessary to be specially
assessed at this time for Road Improvement on Minnreg Road against
every assessable lot, piece or parcel of land affected thereby has
been duly calculated upon the basis of benefits, without regard to
cash valuation, in accordance with the provisions of Minnesota
Statutes, Chapter 429, and notice has been duly published and mailed
as required by law, that this Council would meet to hear, consider,
and pass. upon all objections, if any, and said proposed assessment
has at all times since its filing been open for public inspection,
and an opportunity has been given to all interested persons to
present their objections, if any, to such proposed assessments.
3. This Council, having heard and considered all
objections so presented, and being fully advised in the premises,
finds that each of the lots, pieces and parcels of land enumerated
in the proposed assessment was and is specially benefited by the
construction of said improvement in not less than the amount of the
assessment set opposite the description of each lot, piece and
parcel of land, and such amount so set out is hereby levied against
each of the respective lots, pieces and parcels of land therein
described.
4. The assessment against each parcel, together with
.interest at the rate of 6~ per annum accruing on the full amount
thereof from time to time unpaid, shall be a lien concuKrent with

general taxes upon such parcel and all thereof. The total amount
of each such assessment shall be payable in equal annual principal
installments extending over a period of ten years, the first of
said installments, together with interest on the entire assessment
from the date hereof to December 31, 1969, to be collectible with
general taxes in the year .1970, and one of each of the remaining
installments, together with one year's interest on that and all
other unpaid installments, to be payable with general taxes in each.
consecutive year thereafter until the entire assessment is paid.
5. Prior to certification of the assessment to the
County Auditor, the owner of any lot, piece or parcel of land
assessed hereby may at any time pay the whole of such assessment,.
with interest to the date of payment, to the Village Treasurer but
no interest shall be charged if such payment is made within thirty
(30) days after the date of this resolution.
6. The Village Clerk shall, as soon as may be, prepare
and transmit to the County Auditor a certified duplicate of the
assessment. roll, with each installment and interest on each .unpaid
assessment set forth separately, to be extended upon the proper tax
lists of the County, and the County Auditor shall thereafter. collect
said assessments in the manner provided by law.
