~ • VILLAGE OF LAKEVILLE COUNCIL MEETING DECEMBER 1,_1969 1. The meeting was called to order by Mayor Aronson with Mako, Taft, Jensen and Sullivan present. Also present Pat Farrell and Bob Frigaard. 2. Sullivan made a motion seconded by Taft to accept the minutes of the Nov. 17, 1969 meeting as read. All in favor, motion carried. The minutes of the Nov. 25, 1969., Planning Commission meeting were read. 3. Sullivan made a motion re Stevens rezoning which was withdrawn. Mako moved that .upon proper application and notice being given that rezoning request of C. Stevens far property located in the W of Sec. 25, S i of SE ~ of Sec. 25 , all that part of the SW ~ of of the NE ~ lying southerly of Chicago, Milwaukee, St. Paul and Pacifice Railroad right of way and the NW ~ of the. SE all in Sec. 25, T 114, R 21 be granted the intention of this motion is to indicate the intent of the Village of Lakeville Council with respect of the rezoning to .Commercial industrial of said real estate and to alleviate any hard ship which may have .been caused by a clerical error in ;public notice dated Nov. 6, 1969. Taft seconded the motion. All 4 for, motion carried. 4. The bids for the front end loader were declared closed.. Three bids were received. 1. Ryan Equipment-- Base bid .$24,210.00 Maintenance 500.00 Total bid 24,710.00 Certified check for $1,250 enclosed.. Freeway Equipment $19,477.80 No bid. Total bid 19,477.80 Certified check for $974.00 enclosed. Zeigler $23,620.24 1,250.00 Total bid. $24,870.24 Certified check for $1,250 enclosed. The bids were referred to the Village Engineer for review. 5 The minutes of the Water and Sewer Committee for .Oct. 8 and Nov._19, 1969, were read by Don Fanum. Jensen moved seconded by Mako that the rate of $12.00 permonth be approved and established for Charles Wren to dump sewage into the Lakeville System. In favor, Sullivan, Mako and Jensen. Opposed Taft. Motion carried. 6. Mr. McGuire superintendent of School District 194, discussed the problem at the intersection of Holyoke and 210th St. W. He would like to have semaphores installed at this corner to control traffice. He also presented the council with a resolution that the Board of Education had passed. A motion by Sullivan seconded by Taft adopting the resolution of the Lakeville School District and recommends that .the County of Dakota and Commissioner of Highways take immediate steps to investigate the traffichazard at Holyoke Avenue and. 210th Street (County Rd 70 State and Highway No. 50). Further resolved that a copy of this resolution with. a copy of the resolution of the School Board be sent to the Dakota 'County Board of Commissioners, The Dakota County Traffic Engineer, the-State Highway • • ~ , • • • PAGE TWO LAKEVILLE COUNCIL MEETING DECEMBER 1, 1969 Department and-Dakota County Commissioner, Mr. Ahlberg. Those in favor, Jensen, Mako, Sullivan and Taft. None opposed, motion carried. 7. Mr. Farrell explained the changes that should be made in the dog ordinance. 1. definition. of restraint. changed. Z. change of definition of dog kennel 3. conflict in 3B , yearly license will be needed after 6 months of age. Jensen moved that the. attorney, .Pat Farrell, draft and return this ordinance for approval of the council. Mako-seconded the motion. All in favor, motion carried. 8. Niako made a motion seconded. by Sullivan to award the. front end loader bid to Zeigler for a caterpiller front end loader on the strength of the delivery date and the fact one of the bidders did not. meet specifications and there are some minor variations on the second bidder which manufactures Scoopmobiles. Jensen, Mako, Taft, Sullivan and Aronson in favor, motion carried. 9. Taft moved to return the certified checks to Ryan Equipment and Freeway Equipment. Sullivan. seconded the motion. All 4 for, motion carried. Z0. Jensen made a motion seconded by Taft that the hockey rink not be allowed to be flooded until such time as we have a list of acceptable supervision. All 5 for, motion carried. 11. The road east of Tillges additdon was discussed but na action taken. 12. A bid for an addition to the Village garage was discussed by the Council but was tabled for the time being. 13. Jensen made a motion seconded by Mako to instruct the clerk to write to Jay P. O'Connor that to the council's knowledge as of Dec. 1, 1969, there are no pending assessments against property described as: The East 540.0 feet of Gvoernment Lot 2, Section 11, Township 114 North, Range 21 West, Excepting therefrom the South 365 feet thereof and also excepting therefrom the North 548.47 feet thereof. Containing 5+ acres. Subject to driveway easement previously granted to Reuben H. Rabenhorst and Sally A. Rabenhorst and their assigns over the West 20 feet of the South 247 feet thereof. A11 4 for., motion carried. 14, A motion was made by Jensen and seconded by Taft to instruct the clerk to write North Star Absta~ct & Title Guaranty, Inc. that to the council's knowledge as of Dec. 1, 1969, there are no pending assessments against property described as: Lot 16, Block 4, Donnay's College Park/ All 4 for., motion. carried. 15. l~fako made a motion seconded by Sullivan to instruct the clerk to write to Lincoln Realty that to the council's knowledge as of Dec. 1, 1969, there are no pending assessments .against property .described as: Lot 7, Block 2, Hill-Dee. A letter re: Valley Park Pumphouse from Bonestroo, Rosene, Anderlik & Assoc. was read. The delays for the. completion of the pumphouse were due to the late delivery of the Automatic Control panel. .Jensen made a motionseconded by Mako that Kostka Electric Co. be granted an extension of time to ten days after delivery of the control panel and that Lieberg Construction and Lee Richert be granted an extension of time to 15 days after the. electrical work has been completed. The clerk was instructed to notify the contractors. All in favor, motion carried. 18. A canvassing meeting to_certify the Village elction was set for 7 P.M. on Wed. Dec. 3, 1969. 19.
