The meeting was called to order in the Council Chambers at 6:00 p.m. ITEM 2 Roll call. Committee members present were: P. Messinger, J. Hayes, K. Miller, S. Kelly, J. Peterson, H. Lovelace, and R. Walia. T. Goodwin was absent. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Manager Mac Lafferty, and Recording Secretary Penny Brevig. ITEM 3 Approval of August 1, 2007 meeting minutes. The minutes of the August 1, 2007 Parks, Recreation and Natural Resources Committee meeting were presented. They were approved as written. ITEM 4 Citizen comments. There were no citizens present at the meeting for items other than those scheduled on the agenda. ITEM 5 Staff reports and summary of current projects. Steve Michaud reported that the contractors are back at Valley Lake Park to finish the final grading and seeding, paving of wooded trail, and final paving of the parking lot. If the dry weather continues, he indicated that he would expect to see substantial progress at both Valley Lake Park and Casperson Park. • Steve also stated that the City is still dealing with vandalism at Valley Lake Park and staff hopes to get the Police Department more involved; eventually some cameras may be installed to monitor the surroundings. Steve stated that the largest project staff is working on is finalizing all the cost estimates and agreements with Tradition Development to start construction on East Community Park. He indicated that everything was approved at the September 4 City Council meeting, so Phase I will get underway. Steve indicated that work on the Miracle Field project at King Park continues. Plans and specifications have been completed. An open house is scheduled for Monday, September 10, 2007 to which contractors have been invited for a presentation. Bids will be due two days after the open house. Steve stated that the Lakeville Baseball Association continues to fundraise for the project. ITEM 6 Double E Crossings 3`~ Addition final plat. Steve explained the background information about the plat. He indicated that the Double E Crossings prelimuiary plat was approved at the Apri118, 2005 City Council meeting. The Parks, Recreation, and Natural Resources Committee had previously recommended a cash contribution for the entire plat. Steve stated that afive-foot sidewalk is proposed to be installed by the applicant along the west side of the internal private drive with a connection to the building and the existing trail along Dodd Boulevard. (07.23) Motion made by Messinger and seconded by Walia to recommend City Council consider approval of Double E Crossings 3`s Addition final plat including a cash contribution in the amount of $9,457.72 (1.34 x $7.058 per acre) with approval of the final plat to satisfy the park dedication requirements. In addition the developer will be required to install afive-foot sidewalk along the west side • of the internal private drive with a connection to the building and the existing trail along Dodd Boulevard. Finally, the developer is required to follow any other recommendations outlined in the Planning and Engineering reports as they pertain to .this plat. The developer is also required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, Parks, Recreation and Natural Resources Committee Page 2 September 5, 2007 grading, drainage, and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. 7-Ayes 0-Nays Motion passed. ITEM 7. Skating Rink Distribution Study. Steve Michaud explained the purpose of the presentation; the goal is to clearly outline what types of skating facilities exist today, their locations, and service areas. He then presented a map showing existing facilities and a comparison of like-sized cities to Lakeville as it relates to skating facilities standards. In addition, he showed existing and future service areas based on a one-mile service radius area standard and discussed the feasibility of providing skating facilities, either hockey and/or pleasure skating, at Chadwick Neighborhood Park. Steve informed the Chadwick neighborhood, who was in attendance at the meeting, about the equipment that the City of Lakeville currently uses for the maintenance of the skating rinks. He indicated that the Lakeville Hockey Association e-mailed and informed him that they did not want to reserve any outdoor rinks this year, possibly because of the unpredictable weather. Steve then summarized the Parks, Trails, and Open Space System Plan and indicated that the plan never had a standard for locations in which the City would put hockey rinks. He explained that the City usually would install one rink every couple of miles. Steve further discussed the master plan for the Chadwick neighborhood design, which included the South Creek Greenway. Finally, Chair Miller opened up the discussion for public comments. Ben Shea, 21068 Istria Path Mr. Shea confirmed with Steve that there is land available in the Chadwick neighborhood to build a rink, but no plan to put the rink in currently. He inquired when the building of rink would happen and what the criteria is for putting in the rink. Mr. Shea asked the Committee to consider putting in at least a pleasure rink. Steve indicated that available money is one of the biggest criteria for building a rink at this point. Tami Slefinger, 21097 Ivory Lane Ms. Slefmger commented on the population density and the map showing that there are only two hockey rinks in the southern section of Lakeville. Steve indicated that there is one rink at Meadows and two rinks at McGuire Middle School fox a total of three in the south. Kristoffer Scheponik, 21066 Istria Court Mr. Scheponik said he appreciates all the hard work that the Parks Department does. He pointed at the northern parks and asked if they should count in the pool based on the fact that they are in another association service area. He indicated that his family would use the rink if they installed one in the Chadwick neighborhood. Steve responded that the same process works for the southern rinks in that Elko/New Market and Credit River use our rinks, just as Lakeville used Apple Valley and Burnsville rinks back when Lakeville was a lot smaller. Michelle Blevins, 21064 Istria Path . Her comments were regarding attendance issues. She felt the closest rink, Meadows, is packed with skaters all the time. Steve explained the league times, which are normally from 6:00 p.m. to 9:00 p.m., during the weekdays and there is usually open public skating from 4:00 p.m. to 6:00 p.m. at the rinks. Weekends are available for the general public. Steve stated that attendance is taken every hour at all the rinks throughout the winter months. He commented that the neighbors need to remember that if the City were to build a Parks, Recreation and Natural Resources Conunittee Page 3 September 5, 2007 rink in the Chadwick neighborhood, some of the Meadows neighborhood could spread to the Chadwick rink.At this point, Chair Miller asked the Chadwick neighborhood if they would prefer a pleasure rink or a hockey rink. The neighborhood indicated that they would take whichever they could get. Wendy Sherman, 21062 Istria Court Ms. Sherman grew up in Lakeville. She feels that the Meadows skating rink is too far away to send the kids to skate. Committee member Walia asked for the age range of the kids in the Chadwick neighborhood. They responded that they are approximately 5-12 years old. Joe Wilkinson, 21065 Italy Avenue Mr. Wilkinson commented on the new indoor Rink 3 and not having any open skating. Ron Curtis, 21250 Ixonia Lane Mr. Curtis asked about a monetary surplus that he thought the City had. Steve explained the park dedication process and the budget, along with the five-year CIP plan. There is no surplus. Mr. Curtis asked if the developer can be held responsible for misrepresenting the facts; they were telling people that a hockey rink would be built in their neighborhood. Staff stated that the City is generally the source from which factual information can be found. Homebuyers should always double check important details by contacting the City. Alexander Shea, 21068 Istria Path Mr. Shea indicated that he really likes to play hockey and would really like a rink in his neighborhood. Chair Miller closed public comment at 7:56 p.m. He thanked the Chadwick neighborhood for attending the meeting, making their comments, and asking their questions. The committee members asked Steve whether the Chadwick neighborhood would be his first choice for putting in a skating rink if the City had the financial resources right now. Because of the high residents' interest that has been expressed along with the 90 residents currently living there with approximately two kids per household, another 100 future dwelling units planned in existing undeveloped outlots, as well as having 210` Street to the north and County Road 70 to the south, Steve indicated the City would consider such a facility when funding becomes available. Then the committee members requested that Steve inquire about the cost of one sheet of ice and one light for the Chadwick neighborhood. ITEM 8 Unfinished business. Chair Miller commented on the nice, well-attended dedication ceremony for Nicholas P. Mahowald on September 4 at Pioneer Plaza. ITEM 9 New business. There were no items to discuss. ITEM 10 Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled fox September 19, 2007 at 6:00 p.m. at City Hall (Council Chambers). ITEM 11 Adjourn.
