Minutes for meeting on: Apri116, 2008
ITEM 1 Call to order.
The meeting was called to order in the Council Chambers at 6:03 p.m. Because both Chair Kevin Miller
and Vice Chair Tom Goodwin were not in attendance, Secretary Judy Hayes led the meeting.
ITEM 2 Roll call.
Committee members present were: J. Hayes, S. Kelly, J. Peterson, and H. Lovelace. Pat Messinger, Tom
Goodwin, Kevin Miller, and Roger Walia were not in attendance. Also present were Parks and Recreation
Director Steve Michaud, Environmental Resources Manager Mac Lafferty, and Recording Secretary T J.
Ruter.
ITEM 3 Approval of Apri12, 2008 meeting minutes.
The minutes of the April 2, 2008 Parks, Recreation and Natural Resources Committee meeting were
presented. They were approved as written.
ITEM 4 Citizen comments.
There were no citizens present at the meeting.
ITEM 5 Staff reports and summary of current projects.
Steve Michaud reported on a few additional items at the meeting. He discussed the vandalism that
• occurred at the Casperson Park soccer fields. Unfortunately, the City has not yet caught anyone. Some
vandalism occurred at King Park earlier this spring, but the kid's car got stuck in the mud. As a result, he
was caught and his father is making his child correct the situation by doing all the labor to repair all the
damage.
Steve also explained that the fundraising for the Gardens at the Memorial is going well. He received a
phone call from the Lakeville Garden Club right before the meeting. They are pledging $500 toward the
community garden. He further announced that Bachman's is installing all of the sitting stones on Thursday
and Friday (April 17 and 18) and then an Eagle Scout will begin working to plant the two gardens. He also
reported that he had a meeting with the two masons who will begin the brick work on the columns
shortly. Finally, he mentioned that Aggregate Industries donated 120 bags of mortar to complete the work
on the columns.
The summer brochure has been mailed and registrations are going well. He also discussed that staff has
been working on a project with the Blue Chip Sports Academy which is holding an Elite Soccer Showcase
in Lakeville this summer. It is scheduled to be a two-day event at North Park with skills sessions, seminars
for players and parents, and 90-minutes games. The girls and boys will be observed by Division I, II, and
III coaches from across the country, including Notre Dame, Wisconsin, and DePaul to name a few
schools. Steve asked committee members to spread the word about this opportunity to any top-level
soccer players they might know. As more information becomes available, staff will forward it to the
committee.
Judy Hayes inquired whether the colleges are paying to come or if the players are paying for them. Steve
• replied that the coaches are paying their own way and the players are paying for the expenses incurred by
the Lakeville Soccer Club. He further explained that some of the athletes are coming from Canada because
they have a lot of talented players, but they don't understand the application process here in the States.
The same holds true for many. of the U.S. athletes; there is a big educational component to the Showcase

• as well. Howard Lovelace commented that the concept makes sense; it would be a good opportunity fox
the coaches to see a large number of athletes all in one place.
Steve Michaud gave committee members an update on the Friends of the Lakeville Area Arts Center's
decision to outsource the playbill to ECM Publishing this year. The good news is the entire publication will
be in full color. He also spoke about the Taste of Lakeville planning and a recent meeting with the Wings
of the North organization regarding its AirExpo 2008 to be held on August 16 and 17. Staff also continues
to work on the triathlon which would also be held that weekend (August 17). Finally, Steve briefly
discussed the attachments in committee members' packets. He also thanked Scott for sending the
presentation to him via email regarding citizen commissions.
Howard Lovelace asked for an update on the Berres log cabin. Steve gave them an update. As soon as the
deal closes, City staff can start on the two foundations and the initial preparations for the relocation of the
two structures (log cabin and the garage). Steve will continue to keep everyone posted.
ITEM 6 Primrose of Lakeville preliminary and final plat.
Steve Michaud presented some details of the plat. Mac gave a few other environmental details of the plat
and how the developer will clean the potential runoff with three rain gardens. There are eight significant
willow trees on the site as well. Mac showed a map and pointed out the locations of the rain gardens. Judy
Hayes inquired about the traffic patterns she has observed in that area with many people making u-turns
off Ipava. She further asked who is responsible for doing some type of traffic study to ensure the safety of
everyone driving in that area. Steve Michaud suggested that Judy's inquires be noted in the minutes; staff
will need to research it.
• (08.10) Motion made by Hayes and seconded by Kelly to recommend Ciry Council consider approval
of the Primrose of Lakeville preliminary and final plat. Because the park dedication fee was paid when the
parent parcel was administratively subdivided in 1992 and again during the original platting process of
Ipava Marketplace addition in 1998, there are no park dedication requirements due at this time. No
additional sidewalk or trail construction will be required with the proposed plat.
A 6-foot concrete sidewalk exists along the north side of 163`d Street adjacent to the development. The
developer must remove a portion of this sidewalk to accommodate the construction of a concrete apron at
the proposed drive entrance to the site. A security will be collected from the developer to ensure removal.
In addition, a 5 foot concrete sidewalk was stubbed to the western plat line of this site with the
development of Lakeland Financial Place. The sidewalk was to provide an internal connection between the
bank building and future retail facilities within this site. Because a daycare is now proposed for the site,
the internal sidewalk connection is no longer desirable. The developer shall remove that portion of the
sidewalk and coordinate the removal with the owners of Lakeview Bank. A security will also be collected
from the developer to ensure the removal of this sidewalk stub and restoration of the area.
Finally, the developer is required to follow any other recommendation outlined in the Planning and
Engineering reports as they pertain to this plat. The developer is also required to follow the natural
resources requirement detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage, and erosion control and further recommendations by the Dakota County Soil and Water
Conservation District, if applicable.

ITEM 7 Crossroads East preliminary and. final plat.

• Mac Lafferty presented the plat to committee members: He explained that the storm water requirements
and grading were done for the site with Crossroads First Addition. There axe currently no trees on the site
and there are two lots at this tune. Steve Michaud explained staffls recommendation for a cash
contribution to satisfy the park dedication fee.
(08.11) Motion by Kelly and seconded by Lovelace to recommend City Council consider approval of
Crossroads East preliminary and final plat. Because there is no park land dedication, a park dedication fee
is required at the time of final plat approval. The park dedication fee will be 1.83 acres multiplied by
$7,693.00 (per acre) equaling $14,078.19.
In addition, after review of sidewalk and trail requirements, no additional public sidewalks or trails are
required to be constructed with the development. However, the private sidewalk proposed for the
Kindercare facility within Lot 1 must be extended to the existing public sidewalk along the west side of
Glacier Way.
Finally, the developer is required to follow any other recommendation outlined in the Planning and
Engineering reports as they pertain to this plat. The developer is also required to follow the natural
resources requirement detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage, and erosion control and further recommendations by the Dakota County Soil and Water
Conservation District, if applicable.

• ITEM 8 Unfinished business.
There were no items to discuss.
ITEM 9 New business.
Steve Michaud explained that the contractor has begun work on the boardwalk at East Community Park
again. There is still a lot of ice on the lake, but Steve reported seeing eight loons on Wednesday. He took
some photographs as well. With the warmer weather, he encouraged committee members to go for a nice
hike at the site and take a look at its progress. He further commented that it might be completed in a
couple of weeks if everything goes smoothly. He then gave committee members a few details about the
helical piers and how the contractor had to order extra pipes. A contingency fund was already in place, so
the project is still on track with its budget.
Steve then explained that staff will work on the paving as soon as it is feasible and after the potholes are
filled within the City. Staff will also be placing benches on some of the overlooks. Steve has spoken to
some residents when he has visited the project; many have inquired about the mileage markers and
whether the City will be installing markers for them. There seemed to be a very positive response to the
park so fax.
Steve reported on the field conditions which are decent, but soggy in a few areas. Judy Hayes commented
that the strong winds have helped to dry them out a bit faster. Overall, the sports teams are also off to a
good start.
• ITEM 10 Announcements.
The next meeting of the Parks, Recreation and Natural Resources Conunittee is scheduled for April 30,
2008 at 6:00 p.m. at City Hall (Council Chambers).

• Steve Michaud mentioned that Jon Ridge is looking for 6-10 helpers on Saturday, Apri126 to set up the
rest stops. The Wings of the North are also looking for volunteers for the AirExpo. Committee members
can contact staff for additional details.
