The meeting was called to order in the Council Chambers at 6:00 p.m. Because Chair Miller was not in attendance, Tom Goodwin ran the meeting. ITEM 2 Roll call. Committee members were present: T. Goodwin, S. Kelly, J. Peterson, and H. Lovelace. Pat Messinger, Kevin Miller, Judy Hayes, and Roger Walia had work conflicts and were not in attendance. Mr. Danny Harjo, the resident at 16798 Gannon Avenue West (Rosemount), was in attendance for item 5 on the agenda. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Manager Mac Lafferty, and Recording Secretary T.J. Ruter. ITEM 3 Approval of Apri116, 2008 meeting minutes. The minutes of the April 16, 2008 Parks, Recreation and Natural Resources Committee meeting were presented. They were approved as written. ITEM 4 Citizen comments. Steve Michaud welcomed Danny Harjo to the meeting. Mr. Harjo addressed the committee members and said he was in attendance at the meeting to request that the backstop located at Fairfield Park be relocated to a more equitable location, so that it's further away from his property. He explained that the backstop • has become a gathering place fox young adult men. He gave more specific details about the issues his family has encountered to date and then showed the map of the area on the overhead. He further commented that he is not trying to stop people from using the park, but would like everyone to have an opportunity to enjoy it. Steve. Michaud reported that Fairfield Park has traditionally been a low key park and the City hasn't had a reported problem in many years. However, he also commented that the young men in question can likely see the police coming from a long distance due to the somewhat hidden nature of the backstops current location. Steve then explained that staff would support the relocation of the backstop. He also explained that staff also needs to be careful with the rights of the kids and that relocating the backstop may or may not alleviate the issues. He then commented that the Lakeville Police are involved and aware of the situation. If any verbal assaults continued after the relocation, they would be police issues. Steve also explained that Mr. Harjo and his family addressed City Council already, but the Council asked the family to appear before the Parks Committee to get its recommendation first. Steve reiterated that staff would support the relocation of it. Tom Goodwin asked about the size of .the park. Steve answered his question. Mr. Harjo added that the relocation of the backstop will provide greater visibility of park activities. He agreed with Steve Michaud's earlier comment about the hidden nature of the backstop. Tom Goodwin then asked the members if there were any further questions for Mr. Harjo or Steve Michaud. (08.12) Motion made by Kelly and seconded by Peterson to recommend City Council and staff relocate the baseball backstop at Fairfield Park to a more equitable and visible location. • 4-Ayes 0-Nays Motion passed. Mr. Harjo then thanked the committee members on behalf of his family for their support of the relocation. Steve Michaud thanked him for attending the meeting to present his issue. Parks, Recreation and Natural Resources Committee Page 2 May 21, 2008 • ITEM 5 Staff reports and summary of current projects. .Steve Michaud reported that he had little to add with the exception of the "For the Birds" event held on Sunday, May 18 at Ritter Farm Park. Steve described the details of the successful event to committee members and reported that a few hundred people were in attendance. Tom Goodwin commented that his teacher friend was involved in the bird banding; they reported catching (in a three hour period) 100 birds that day with 31 species identified. Steve also explained that staff is preparing for a Memorial Day observance on Monday, May 26. Tom Goodwin commented on the 515 trees sold at the First Annual Tree Sale. Steve further described how the Central Maintenance Facility is a perfect site for community events, such as the Tree Sale and the recently held. Household Hazardous Waste Day event. ITEM 6 Highview Hills final plat and final stage Planned Unit Development. Steve gave the details of the plat as well as the background information. He reported to committee members that City Council amended the park dedication ordinance regarding senior-living facilities, should other senior-housing developers decide to build in Lakeville in the future. He further commented that Council decided to provide Welch Companies a $2,000 credit toward the cabin and garage, but it did not change the ordinance with regard to the guest units. Steve then briefly explained the plan by which staff will move the cabin and garage. Mac Lafferty explained that there were no significant changes to this plat from the preliminary plat. The developer is following the standard details and guidelines with regard to the rain gardens and is still including the extensive landscaping. Mac showed a map and explained-some additional details. Tom Goodwin asked if there will be a trail on 202"d street. Steve replied that there will eventually beaten-foot • trail and the City is requiring the developer to escrow the appropriate funds for the construction of the trail. Finally, Steve Michaud announced that the developer will be having a major groundbreaking ceremony this summer and everyone will be invited. (08.13) Motion made by Lovelace and seconded by Kelly to recommend City Council consider approval of Highview Hills final plat and final stage Planned Unit Development. The City's Park and Open Space System Plan does not identify a need for public open space within planning district #7. Therefore, the Parks, Recreation, and Natural Resources Committee is recommending a cash contribution be required of the Highview Hills project to meet the park dedication requirements. The Committee further recommends the cash contribution based on the formula developed on pages 6 and 7 of Dan Licht's memorandum dated May,16, 2008. The developer will also be credited $2,000.00 towards the park dedication fee fox donating the log cabin and garage. In addition, the developer will be required to construct an eight-foot bituminous trail on the east side of Highview Avenue between 202"d Street and Holister Lane. The developer will be required to pay 5/8t"5 the cost of the trail which includes the base materials and bituminous surface. Grading will be part of the original site grading plan. The City will pay the remaining 3/8''" cost of the base materials and bituminous surface. The developer will also be required to construct asix-foot-wide concrete sidewalk along the south side of the private drive extending from. Highview Avenue to west of the St. John's Church parking lot. The developer will pay 100% of the cost of the sidewalks and associated restoration with sod. There is an exiting sidewalk adjacent the St. John's Church which the developer will be required to connect, making a linear connection between Highview Avenue and the Church facility. Finally, the developer is required to follow other recommendations outlined in the Planning and Engineering reports as they pertain to this plat. The developer is also requited to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, Parks, Recreation and Natural Resources Committee Page 3 May 21, 2008 grading, drainage, and erosion control and further recommendations by the Dakota County Soil and Water • Conservation District, if applicable. 4-Ayes 0-Nays Motion passed. ITEM 7 SBF Lakepointe 2na Addition preliminary and final plat. Steve Michaud explained some of the details of this re-plat and how it doesn't impact the Parks and Open Space System Plan. Mac Lafferty gave specific details about the original plat and the changes being requested by the developer. He also showed a map of the development to committee members on the overhead. (08.14) Motion by Peterson and seconded by Lovelace to recommend City Council consider approval of SBF Lakepointe 2"d Addition preliminary and final plat. No new park dedication, trails, or sidewalks are required with Spirit of Brandtjen Farm Lakepointe 2"d Addition. The developer is required to meet all the park, sidewalk, and trail requirements listed in the Spirit of Brandtjen Farm 2°d Addition Development Agreement. Finally, the developer is required to follow any other recommendation outlined in the Planning and Engineering reports as they pertain to this plat. The developer is also required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage, and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. 4-Ayes 0-Nays Motion passed. ITEM 8 First Park Lakeville preliminary and final plat. Steve explained the details of this plat. The total property consists of 140 acres and is located south of 215`'' Street (Highway 70) and east of Dodd Boulevard (County Rd. 9). The first final plat will consist of constructing a 282,100 square foot office/warehouse spec building. The phase two final plat of Lot 10 of the preliminary plat will include a 285,000 square foot office/warehouse building. Mac Lafferty also explained the Alternative Urban Areawide Review (AUAR) process that has been done on it. He further commented that this AUAR is part of the reason the City is comfortable doing a preliminary and final plat at the same time. An AUAR was required for this plat based on the size of the property and buildings. Tom Goodwin asked what issues were brought forward from the AUAR. Mac explained some of the environmental concerns such as wetland delineation, excavating and grading, roll-ditch sections, and stormwater basin design challenges and how to best address some of the potential issues. He also communicated that Vermillion River Watershed as well as the Metropolitan Airports Commission (MAC) reviewed it. Tom Goodwin asked what will be in the outlots for now and whether farming will still occur. Mac replied that the whole site will be graded and seeded and he is not aware of any future farming activity there. Steve Michaud explained the park dedication fee calculation and the future incoming fees when the rest of the land is developed. (08.15) Motion by Goodwin and seconded by Kelly to recommend City Council consider approval of First Park Lakeville preliminary and final plat. Review of the Parks and Open Space System Plan indicates no park search areas in this planning district. The developer will be required to provide sufficient right of way along County Road 9 and Highway 70 to accommodate future ten-foot-wide trails. Developer will be • required to escrow share cost of trails along Dodd and County Road 70. The Committee recommends a cash contribution in the amount of $99,865.78 (park dedication fee for industrial areas is $4,558/acre x 21.91 acres= $99,865.78) to satisfy the park dedication ordinance. Parks, Recreation and Natural Resources Committee Page 4 May 21, 2008 Finally, the developer is required to follow any other recommendation outlined in .the Planning and Engineering reports as they pertain to this plat. The developer is also required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage, and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes-4 Nays-0 Motion passed. ITEM 9 Unfinished business. Steve Michaud gave a brief overview of some recent citizen letters staff has received regarding a skate park and a teen center. He commented that letters keep flowing into the department. He spoke about the current economic conditions and slow housing development as key factors to reduce park dedication revenues. Steve Michaud also updated the committee on the survey from Decision Resources. He will get the results to members when they become available. Mac Lafferty gave an update regarding the 205t'' channel stabilization project. His staff received a grant from the Vermillion River Watershed for a feasibility and design study. At this time, a neighborhood meeting has been scheduled for June 3; there are some current encroachment concerns that need to be corrected. He also explained that funds may still be available yet this year. City staff is rearranging the CIP to hopefully get the project going soon, if possible. Mac further explained that the cost of the study and design was $25,000 and Vermillion watershed district paid for half of it. Staff has just seen the first initial • renderings of the project and will keep committee members informed as the project develops. Finally, Howard Lovelace inquired about the plans for the old police station. Steve Michaud replied that the City is explaring many different options at this time and that no decisions have been made. ITEM 10 New business. Steve Michaud announced that Mac Cafferty's department is proposing a substantial rain garden near the Lake Marion boat launch. The rain garden's purpose would be to help filter the water and debris from the parking lot before it enters the lake. The Environmental Resource Department had leftover money from a DNR grant. Steve also commented that the Lakeville Rotary seeking an environmental project at this time, so he will present this idea at its next meeting. Steve explained that this rain garden couldsignificantly improve the water quality at Lake Marion. Mac Lafferty explained some additional details of the rain garden and that his department is still waiting for bids. The leftover money is from the Casperson Shoreline Restoration Project. Furthermore, Mac reported that the DNR has given them the authorization to proceed, but staff has to act quickly. Steve and Mac will give the committee members more details as they become available, but asked for their support of the concept in anticipation of this project starting soon. (08.16) Motion by Lovelace and seconded by Peterson to offer the committee's support for the installation of a rain garden at Casperson Park Boat Launch and recommend City Council approval of the project. Ayes-4 Nays-0 Motion passed. Steve Michaud reported on some recently received complaints and inquires with regard to the Fieldcrest neighborhood (D.R. Horton development). Steve has been in touch with the neighborhood's main point of contact and she is distributing his letter of explanation to the other residents. He explained the park Parks, Recreation and Natural Resources Committee May 21, 2008 Page 5 dedication ordinance as well as the exciting development at East Community Park. She and her neighbors were not aware of the new park development at all. He wanted committee members to be informed on the situation in case they heard any other feedback. Steve Michaud reported that the City recently surveyed properties along the existing stormwater holding pond (Golden Pond), south of 210t" Street and west of the railroad property. The purpose of this survey was to identify City of Lakeville property lines as part of a trail corridor study associated with connecting the South Creek Greenway Trail Corridor to Downtown Lakeville. ITEM 11 Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for June 4, 2008 at 6:00 p.m. at City Hall (Council Chambers). The Annual Park Tour is scheduled for June 18, 2008 at 5:00 p.m., leaving from Ritter Farm Park. The July 2 meeting may be cancelled. Staff will keep committee members posted. ITEM 12 Adjourn.
