AN ORDINANCE CREATING AN EQUESTRIAN
TRAIL IN BITTER FARM PARR
The City Council of the City of Lakeville ordains as
follows:
Section 1. Title 7, Chapter 9, of the Lakeville City
Code is hereby enacted to read as follows:
7-9-1 Title. This ordinance shall be known and cited as the
"Ritter Farm Park Equestrian Trail Ordinance."
7-9-2 Purpose. The purpose of this ordinance is to provide
trails for horse riding in Ritter Farm Park.
7-9-3 Prohibition.- It shall be unlawful for any person to
ride, lead, or allow a horse within the park except as
provided for in this Chapter.
• 7-9-4 Definitions. The following terms shall have the
meaning given herein:
Equestrian. Means of or pertaining to horses, horsemen
and horsewomen, or horsemanship.
Equestrian Trails. Means all trails within the park
which have been designated for equestrian use on the map
incorporated herein.
Park. Means Ritter Farm Park.
7-9-5 Trail Map Establishment. Equestrian trails are hereby
established as shown on that certain map entitled
"Ritter Farm Park Equestrian Trails, Lakeville,
Minnesota", which map is incorporated herein and made a
part hereof. (See end of Chapter for map).
7-9-6 Hours for Equestrian Trail Use. The equestrian trails
will be open from May 1st through October 31st, between
the hours of sunrise and sunset.
7-9-7 Permitted Equestrian Uses. The public may ride, lead,
or allow a horse in the park only on the equestrian
trail. Horses shall be ridden only at a reasonable and
safe speed at all times.

7-9-8 Prohibited Equestrian Uses.
• A. Using the equestrian trails during rain or snowfall
and for a period of 24 hours thereafter is
prohibited.
B. Tethering a horse to a tree, other plant, building,
or equipment within the park is prohibited.
C. Allowing a horse to graze or run at large within the
park is prohibited.
D. Riding a horse in a reckless manner, at an excessive
speed, or in such a manner as to create a nuisance
or threat to public health, safety, or property is
prohibited
7-9-9 Other Restrictions. Equestrian trail users shall obey
all other existing park rules and regulations, including
Title 7, Chapter 1 of this Code.
Section 2. This ordinance shall be effective
immediately upon its passage and publication.
