An Ordinance authorizing the Dakota County Housing
and Redevelopment Authority to exercise, on behalf of
the City of Lakeville, the powers conferred by
Minnesota Statutes, Sections 46X.01 to 46X.08.
WHEREAS, the Dakota County Housing and Redevelopment Authority (the
"HRA") has been duly organized as a housing and redevelopment authority under
the provisions of Laws of Minnesota 1971, Chapter 333 as amended; and
WHEREAS, the Legislature has enacted Minnesota Statutes, Chapter 462C
(the "Municipal Housing Finance Act") to regulate the planning and implementation
of single family housing programs and multifamily housing developments and has
provided for the financing of such programs and developments pursuant to its terms
only; and
WHEREAS, pursuant to the Municipal Housing Finance Act, a city is
authorized to enact a housing plan, to make or purchase mortgage loans to finance
the acquisition of single family housing and multifamily housing and to issue
revenue bonds to provide funds therefor, such bonds to be issued after adoption of a
housing plan and program and approval thereof; and
WHEREAS, pursuant to the Municipal Housng Finance Act, a city has the
power to authorize a county housing and redevelopment authority acting within the
city to exercise, on behalf of the city, the powers conferred by the Municipal
Housing Finance Act; and
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
Lakeville:
The HRA is hereby authorized to exercise on behalf of the City of Lakeville,
all of the powers conferred by Minnesota Statutes, Sections 46X.01 to 46X.08,
including without limitation, the power to adopt a housing plan and program and to
issue and sell mortgage revenue bonds for single family housing.

MARY ZIEGENHAGEN, being duly sworn. on oath says she is and during all times herein
stated has been the publisher of the newspaper known as Countryside and has full knowledge
of the facts herein stated as follows: (1) Said newspaper is printed in the English language in
newspaper format and in column and sheet form equivalent in printed space to at least 1200
square inches. (2) Said newspaper is a weekly and is distributed at least once each week. (3)
Said newspaper has 50% of its news columns devoted to news of local interest to the communi-
ty which it purports to serve and does not wholly duplicate any other publication and is not
made up entirely of patents, plate matter and advertisements. (4) Said newspaper is circulated
in and near the municipality which it purports to serve, and has entry as controlled circulation
matter in its local post office. (5) Said newspaper purports to serve the Cities of Apple Valley and
Lakeville in the County of Dakota and it has its known office of issue in Burnsville. established
and open during its regular business hours for the gathering of news, sale of advertisements
and sale of subscriptions and maintained by the publisher or persons in her employ and subject
to her direction and control during all such regular business hours and devoted exclusively dur-
ing such hours to the business of the newspaper and business related thereto. (6) Said
newspaper files a copy of each issue immediately with the State Historical Society. (7) Said
newspaper is made available at single or subscription prices to any person, corporation. part-
nership or other unincorporated association requesting the newspaper and making the ap-
plicable payment. (8) Said newspaper has complied with all foregoing conditions for at least
one year preceding the day or dates of publication mentioned below. (9) Said newspaper has fil-
ed with the Secretary of State of Minnesota an affidavit in the form prescribed by the Secretary
of State and signed by Mary Ziegenhagen and sworn to before a notary public stating that the
newspaper is a legal newspaper.
She further states on oath that the printed legal notice
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed and
published therein in the English language, once each week. for One successive
weeks: that it was first so
