CITY OF LAKEVILLE SPECIAL COUNCIL MEETING
• JANUARY 25, 1992
The meeting was called to order at 9:00 a.m. by Mayor Zaun.
Roll call was taken. Present: Ruhmann, Zaun, Sindt,
Mulvihill, Harvey.
Also present: R. Erickson, City Administrator; D. Feller,
Finance Director.
Mr. Erickson explained that the purpose of .the special
Council meeting is to act .upon recommendations of the
Employee Personnel Evaluation Committee (EPEC). He
explained. that the EPEC normally meets in February;
however, the meeting was re-scheduled to January so that
position re-classifications can be reported to the
Department of Employee Relations (DOER) before January 31st,
in accordance with comparable worth laws and regulations.
Mr. Feller, Chairman of the EPEC, explained that the.
committee met and reviewed eight employee positions
effective December 31, 1991. Recommendations for six of
these positions have been incorporated in the proposed
resolution. The salaries for two public works employee
positions are established by union contracts and were,
therefore, not included in the resolution.
Mr. Feller also explained that Section E of the resolution
was added to clarify the City's current pay plan for the
DOER.. This section allows. the City to report salaries to
the midpoint rather than the 60 month level.
Councilmember Harvey voiced his frustration in that the
Department of .Employee Relations was not forthright with
their criteria. DOER has explicitly withheld information
and, thereby, made it very difficult to comply with the
rules and regulations. The comparable worth .concept is
laudable and morally right, but the process, promulgated by
DOER, violates the spirit and integrity of the concept.
92.28 Motion was made by Harvey, seconded by Mulvihill to approve
Resolution No. 92-16 adopting the position classification
and pay plan for exempt and non-exempt positions and setting
forth the policy for the administration of .the pay plan.
Roll call was taken on the motion. Ayes, Zaun, Sindt,
Mulvihill, Harvey, Ruhmann.
There being no unfinished or new business, Mayor Zaun
• adjourned the meeting at 9:05 a.m.
