The City Council is provided background information for agenda items in advance
by staff and appointed commissions, committees and boards.. Decisions are based
on this information, as well as City policy and practices, input from
constituents and a Councilmember's personal judgment. If you have comments,.
questions or information regarding an item not on the agenda, please step
forward to be recognized by the Mayor during the "Citizens' Comments" item on
the agenda. Please state your name and address for the record. AZZ comments
are appreciated. A copy of aZZ printed materials relating to the agenda items
is available for public inspection at the City Clerk's desk.

Citizens' comments are encouraged to allow individual citizens to address the
Council, as a whole, on a matter of interest or concern to the citizens. The
preservation of the Citizens' Comments item on the agenda is important in order
to encourage and maintain this information flow. To preserve and protect this
valuable communications Zink, a speaker is Limited to three (3) minutes.

AZI matters listed under Consent Agenda are considered routine by the City
Council and will be acted on by one motion in the order listed below. There
may be an explanation, but no separate discussion on these items. If
discussion is desired, that item will be removed from the Consent Agenda and
considered separately.

d. Approve contract with State Department of Administration,
Building Codes and Standards Division, for inspection of the
new high school.
e. Approve amended ALF Ambulance Joint Powers Agreement.
f. Receive 1990 ALF Ambulance audited annual financial report.
g. Approve plans and specifications for Casperson Park restroom
shelter building and approve resolution setting a bid date.r~~
h. Approve addendum to the development contract for Meadow
Brook 2nd Addition for trunk storm sewer credits.
i. Approve public improvement contract with ISD 194 .for the new
high school.
j. Receive bids for Improvement Project 91-7, Casperson
Community Park Development, and approve resolution awarding
contract . ~
k. Approve resolution authorizing temporary closing of City
streets for Pan-O-Prog events.
1. Approve easement agreement with School District No. 194 for
the 1992 elementary school at Highview and 175th Street and
175th Street extension, Project 90-9.
m. Approve easement agreement with School District No. 194 for
Holyoke Avenue/210th Street Project 90-5.
n. Final acceptance of utility improvements only, Lake Villa
Golf Estates 6th Addition.

Mark Thomseth for Improvement Project 90-5, 210th Street and
Holyoke Avenue.

q. Approve easement agreement with Quigley-Sime Associates,
Parcels 3, 9 and 10, Project 90-1, 205th Street & Hollins
Avenue.
r. Approve easement agreement with Schmitty & Sons, Parcels 2,
3 and 4, Project 90-5, Holyoke Avenue and 210th Street.
8. Approve minor comprehensive plan amendment for the new high
school.
9. Approve planned unit development conditional use permit
amendment for a car dealership expansion at the southwest corner
of Trunk Highway 50 and Cedar Avenue.
10. Adopt. amendment to ordinance No. 420 temporarily prohibiting
:issuance of land use approvals for waste disposal facilities.
11. Resolution urging the Dakota County Board of Commissioners to
enact the "Local Option Sales Tax" as provided in the 1991
Omnibus Tax Bill.
12. Resolution concerning the new airport search area designation.`~~~?
13. Resolution requesting Star Cablevision to install a permanent
color studio in the new Lakeville High School.
