The City. Council is provided background information for agenda items in advance
by staff and appointed commissions, committees and boards. Decisions are based
on this information, as well as City policy and practices, input from
constituents and a Councilmember's personal judgement. If you have comments,
questions or information regarding an item not on the agenda, please step
forward to be recognized by the Mayor during the "Citizens' Comments" item on
the agenda. Please state your name and address. for the record. AZZ comments
are appreciated. A copy of aZZ printed materials relating to the agenda items-
is available for public inspection at the City Clerk's desk.

3. :Approve. minutes of the February. 4th regular council meeting and
Februaryl2th special council meeting.

A. Introduction of Kim Ewanika, Parks & Recreation Department

presentation of a commendation plaque to Officer Manias.
Citizens' comments are encouraged to allow individual citizens to address the
Council as a whole, on a matter of interest or concern to the citizens. The
preservation of the "Citizens' Comments" item on the agenda is important in
order to encourage and maintain this information flow. To preserve and protect
this valuable communications Zink, a speaker is limited to three (3) minutes.
6. Citizens' Comments.
AIZ matters listed under Consent Agenda are considered routine by the City
Council and will be acted on by one motion in the order listed below. There
may be an explanation, but no separate discussion on these items. If
discussion is desired, that item will be removed from the Consent Agenda and
considered separately.

7. Consent Agenda.
a. Approve claims for payment.
b. Receive minutes of the following advisory committee
meetings:
Planning Commission, February 7, 1991
Parks & Recreation Committee, February. 6, 1991
Natural Resources Committee, February 6, 1991
Economic Development Commission, February 5, 1991
c. Approve an amendment to the contract with Dakota Pet
Hospital.
d. Adopt. ordinance amending Title 6 of the City Code concerning
loading zones..
e. Approve resolution designating a loading zone on 208th
Street.
f. Receive feasibility report for extension of streets and
utilities to 175th Street West from Iceland Trail to
• Highview Avenue, Improvement Project 90-9, and call a public
hearing for March 18, 1991.
g. Authorize preparation of a feasibility report for
improvements to County Road 46 between Ipava Avenue and
Cedar Avenue, Improvement Project 91-1.
h. Receive petition from Independent School District 194 and
authorize preparation of a feasibility report for street and
utility construction to serve the new Senior High. School
located west of Dodd Blvd. and north of T.H. 50, Improvement
Project 91-2.
i. Final acceptance of utility improvements only, Meadowbrook
1st Addition.
j. Approve resolution approving an amendment to the Joint and
.Cooperative Agreement with Local Government Information
System (LOGIS).
k. Approve resolution amending animal impound fees.

8. Consider conditional use permit for Independent School District
194 to allow a portable classroom expansion at McGuire Jr. High
School, 21220 Holyoke Avenue.
9. Consider vacation of an alley on land located between Holyoke
and Holt avenues,. and Upper 209th and 210th streets.
10. Consider preliminary plat of 11 single family residential lots
to be known as Trabant Addition and a minor comprehensive plan
amendment to include the property in the Year 2000 Urban Service
Area.
11. Consider conditional use permit for Independent School District
194 to allow .the construction of an elementary school on the
west side of Highview Avenue, north of Dodd Boulevard, and a
minor comprehensive plan amendment to bring the property into
the Year 2000 Urban Service Area.
12. Approve an agreement with Rosemary and Lynn Tharaldson for a
..recreational vehicle sanitary waste dump facility at 8353 210th
Street W.
13. Approve resolution calling a public hearing to consider
Modification No. 2 to the I-35 Redevelopment Project No. 2 and
Tax Increment Financing District No. 6 (Mills Fleet Farm)
financing plan.
14. Appointments to vacancies on the Planning Commission.
