HomeMy WebLinkAbout08-14-90 CITY OF LAKEVILLE SPECIAL COUNCIL MEETING AUGUST 14, 1990 The meeting was called to order at 7:00 p.m. by Mayor pro tem Sindt. The pledge of allegiance to the flag was given. Roll call was taken. Present: Councilmembers Ruhmann, Sindt, Mulvihill and Harvey. Absent: Mayor Zaun. Also present: B. Erickson, City Administrator; K. Nelson, City Engineer; J. Robinette, Community Development Director; D. Feller, Finance Director; C. Friedqes, City Clerk. Dennis Feller provided an analysis of the Utility Fund budget in relation to the costs associated with repairing and repainting. the Dakota Heights water reservoir and other long range plans and financial needs for the Utility Fund. He provided projected cash flows for the Utility Fund and a list of capital outlay and major maintenance projects for the years 1990 through 1992. Mr. Feller explained that as a result of significant expenditures that will be incurred during the next three years in water reservoir maintenance, the cash balance in the Water Fund wi]1 decrease to $213,598 in 1992 as compared to $540,184 in 1990. As a result, the possibility of a rate • increase exists in either 1991 or 1992. Mr. Feller went on to explain that. there is an anticipated major increase in sewage .treatment costs in 1992. The City has received very significant credits from the Metropolitan Waste Control Commission during the past two years as a result of the low inflow and infiltration during periods of drought. Such credits have resulted in lower than normal bills from the MWCC far sewage treatment costs during 1990 and 1991. Councilmember Harvey pointed .out that since water and sewer fund balances are projected to decline, the City may want to start gradually increasing rates. In answer to Councilmember Sindt's concern, Mr. Nelson explained that water pressure and fire standards will be maintained throughout the Dakota. Heights reservoir project. 90.215 Motion was. made by Harvey, seconded by Mulvihill to approve Resolution No. 90-88 declaring an emergency and awarding a contract for the painting of the Dakota Heights. water reservoir based upon quotes. • d ~ CITY OF LAKEVILLE SPECIAL COUNCIL. MEETING AUGUST 14, 1990 PAGE 2 In response to a question by Councilmember Ruhmann, Mr. Erickson explained that by declaring an emergency, the Council is able to accept quotes in a timely manner, without formal advertisement for bids. He .also stated that an article will be published in the Messages portion of the Life & Times to keep residents apprised of this project. Roll call was taken on the motion.
