RE: Public Relations Firm Proposal for Work Plan Gaal #1 The EDC had `considerable discussion at the June 25"' meeting regarding the recommendation to invite a .representative of the Public Relations firm of Hmle Horner to the next meeting of the EDC to"discuss the initiative of educating residents of the benefits of Commercial/Industrial Development. The staff recommendation was to also to pay the firm their hourly rate for the time spent at this meeting. It was consensus of he majority of the .EDC members that :Chair Vogel and staff would review ..the terms of Him a Homer's participation at the meeting with City Administrator Erickson and also that, Himle .Horner would be expected have information prepared in advance of the meeting regarding their firm's approach to this project. After further discussion with Chair Vogel and staff as well as Himle Horner it was concluded this would be a reasonable way to approach this project.. Hmle Horner has been provided with.. additional information on the City's :Strategic Plan fore. Economic Development and will be contacting members of the C/I Subcommittee to discuss this project further. Based on input from EDC members at the :June 25th meeting and -subsequent discussions between Chair Vogel and staff, the decision has beery made to cancel the Juiy 30 2002 meeting. Himle Hamer has been scheduled to attend the regularly scheduled. August 27, 2002 meeting and thus will have additional ime tc prepare information in advance of the meeting. Olson Communit & Economic Develo ment Director Y p DATE: July 15, 2002 RE: July Director's Report As the attached notice indicates, the July 30, 2002 EDC meeting has been cancelled. The following is the Director's Report. for July that provides information on a number of issues of interest to EDC members. I-35 -CSAH 50 Moratorium Attached is a recent article from the Twin Cities Business Journal on the Marquette Bank branch office located along CSAH 50 near the I-35 Interchange that will not be utilized by Wells Fargo. While there were a number of interested parties, it appears as though Affinity Plus Credit Union wiN be taking over this location and operate it as a branch location. SRF Consulting Group, the City's traffic engineering consu tant, continues to meet with both residential and commercial property owners within the moratorium area to solicit input and concerns. A list and summary of the property owners that SRF has met with is attached. SRF has also begun the process of evaluating various alignments for an expanded CSAH 50 and various connecting roadways. Mayor Johnson recently participated in a meeting of property owners in the Argonne Farms area. This property is being considered by Unitied Properties for a large retail commercial development. Property owners expressed their desire to sell their properties for commercial development. The Mayor re-iterated that needed transportation improvements have to be provided for in order to accommodate the additional traffic that will. be generated by this proposed commercial development. I-35 -CSAH 70 Interchange. Design The Dakota County .Transportation Department and the City of Lakeville will be sponsoring a Public Information Meeting on the I-35 /CSAH 70 Interchange Project on Thursday,. July 25tH from 4 p.m. to 7 p.m. in the lower level of the Super 8 Motel at 20800 Kenrick Avenue in Lakeville. A copy of the meeting notice is attached. Interested EDC members are welcome and encouraged to attend the meeting. A presentation on the status of the design effort will take place at 5:00 p.m. Interchange Financing Study A preliminary draft of the Interchange Financing Study that is being prepared by Springsted Incorporated and City staff is nearing completion. Based on the length and complexity of the. Study, a special meeting of the EDC will likely be scheduled with the Interchange Financing Study being the only item on the agenda. This special meeting will likely be scheduled in early August. EDC members will be contacted about possible meeting dates. Letters to the Editor Attached are two letters to the editor that. recently appeared in the This Week Life & Times regarding an editorial that had been published in that paper regarding the commercial tenants that have leased space in the CDA owned Main Street Manor project located at Holyoke and 209th Street. Current Developments Attached please find a map and a list of both commercial and industrial development projects and residential developments that were proposed as of April of this year. This map and list was recently provided to persons that attended the State of the City Address. This list was to be distributed at the June EDC meeting at the Art Center, however unfortunately was not. Attached is a copy recent article from the July 12, 2002 Business Journal on the CrossRoads project being development by Opus and D.R. Horton. at Dodd Blvd. And Cedar Avenue. Restaurants City staff continues to receive inquiries from parties interested in developing restaurants in Lakeville on almost a weekly basis. In addition to inquiries from parties interested in restaurant locations in TimberCrest and CrossRoads, City staff have been meeting with persons interested in opening a restaurant in Heritage Commons and constructing a new restaurant Downtown along Holyoke Avenue. Several restaurants. including Carbone's Pizza, Eddie Cheng, and Jellies & Beans have signed letters of intent or leases for the Lakeville Commons Shopping Center currently under construction at 160th Street and Cedar. Pan-O-Prop Attached is a letter from City Administrator Bob Erickson on the recently concluded 36th Annual Pan-O-Prog celebration. As the letter indicates, it is through the team effort of many groups and individuals that results in this event being a success year in and year out. Some changes were made that proved to be very positive. The teen dance was a resounding success. Designed. for junior high students this year, the dance ended at an earlier hour and eliminated noise complaints. The car show at Antlers Park was the best ever, and the perfectly manicured park (despite the hot weather) impressed everyone. The Ping-Pong drop this year "hit the mark." Hundreds of kids raced to pick up their quarters, nickels, and dimes. Cruise night was a great success with over 500 cars. How about those Vipers? The new route worked out very well and gave residents on the north side of town a chance to view the procession from their front yards and neighborhoods. The fireworks were the best in my thirteen years with the City. Thanks to Patty Dexter for her hard work on this outstanding display. And thanks to Steve Michaud for working with K102 radio to arrange simulcast music for this spectacular show. The ending was fabulous. Who thought that a country station knew about the 1812 Overture? The fireworks special tribute to the Armed Forces, Police, Fire, and ALF Ambulance provided another memorable moment. Beer, Brats and Bingo attendance was down slightly, but the hardcore bingo players didn't miss a B-I-N-G-O! Everyone remarked on how clean downtown .looked each morning -even after cruise night. I heard someone say it was cleaner than Disney World. Special thanks to the Streets, Parks, and Utilities Departments for an exceptional job. The Miss Lakeville pageant had a new format this year, which was very well received. The event was dedicated to co-chair Julie Calhoon, who died unexpectedly just days before the event on which she had worked so hard. My family always enjoys the Pancake Breakfast at the fire station. No one makes pancakes like Paul Wagner. I understand that they served 2,932 pancakes. The kids love looking at those big red trucks. The soccer tournament took place despite a torrential downpour on the opening day. We had great participation from teams all across the state. It was the usual great event made possible by the volunteer efforts of the Lakeville Soccer Association. As always, I enjoyed a wonderful meal at the annual Senior Citizen Dinner. Thanks to Linda Walter and to emcee Iris Winter. (Linda, tell Dennis that I couldn't revive the plant.) A Huey helicopter led off this year's Parade. What a sight! Special thanks to Parade Chair Dave Litzinger for making the arrangements. It left a lasting impression on everyone in the crowd. What a way to kick off the 135-unit Grand Parade. The Senior Bazaar is always great. How I enjoy those $1.25 sloppy joes! The Second Annual Motorcycle Cruise was a success, with only a minor mishap. Friends of the Lakeville Area Arts Center sold more than 300 "Picasso Tacos," and the Arts Center Talent Show proved to be a great success. All these events took place in a safe and secure environment made possible by the Police Department, Police Reserves, Fire Department, and ALF Ambulance. Special thanks to Billy C. and. Julie W. for making numerous signs and maps, to the dispatchers and receptionists for handling zillions of calls, and to Jill E. for putting together the mammoth Pan-O-Prog services book. Finally, Pan-O-Prog President Chip Norkunas presented Lt.
