CITY OF LAKEVILLE
SPECIAL COUNCIL MEETING
MARCH 27, 1989
The meeting was called to order at 7:00 p.m. at City Hall by
Mayor Zaun.
Roll call was taken. Present: Councilmembers Enright, Nelson,
Sindt, Harvey and Mayor Zaun.
Also present: Dennis Feller, Finance Director;. James Robinette,
Community Development Director; Patrick Farrell, City Attorney;
Steve Michaud, Parks and Recreation Director; Patrick McGarvey,
City Administrator/Clerk.
At this time, Mayor Zaun indicated that the Council could
discuss the item on the Special Council Meeting Agenda, the
dismissal of W.L. Whitehouse from the Planning Commission.
However, Mayor Zaun explained that under parliamentary rules,
only the prevailing side from the previous Council meetings
action on that matter can introduce a motion to reconsider. The
prevailing side would be either Councilman Harvey or Mayor Zaun.
The Mayor then explained that the Council could discuss the
matter. However, there was no motion on the table at this time.
Each of the Councilmembers then expressed their feelings and
concerns concerning Mr. Whitehouse's performance on the Planning.
Commission, especially as it relates to statements he makes in
the name of the City either at Planning Commission meetings or
other public meetings. The Council made the point that when one
is a member of a public body, they must take into account how
their statements affect their piers on that body and they also
represent their position in the community.
Mr. Whitehouse indicated that he does at times have a sharp
tongue and possibly says things that had better be left unsaid
or said in a different manner. He indicated that if he had
offended anyone, he wished to apologize and that he would
attempt to modify his statements in the future.
The Councilmembers indicated that they had received comments
from people in the community and other committee members who
have expressed concern over things Mr. Whitehouse has said in
the past.
Mayor Zaun indicated that he would like to have Mr. Whitehouse
present a written statement to him concerning how he planned to
approach his duties as a Planning Commission member and control
any expression he wished to make as a Planning Commission member
for the City either at the Planning Commission meetings or
elsewhere. Mr. Whitehouse indicated that he would get a written
reply for the Mayor and Council.

There was no motion made concerning Mr. Whitehouse's dismissal.
89.130 Motion was made by Harvey, seconded by Sindt to adjourn the
Special Council Meeting.
Roll call was taken on the motion. Ayes, Enright, Zaun, Sindt,
Harvey, and Nelson.
