HomeMy WebLinkAbout05-09-88 a. ' _ ~ • CITY OF LAKEVILLE SPECIAL COUNCIL MEETING BOARD OF REVIEW MAY 9, 1988 The meeting was called to order at 7:00 p.m. by Robert Nelson. Roll call was taken. Present: Councilmembers Harvey, Nelson and Sindt. Absent: Zaun and Enright. Also present: Patrick McGarvey, City Administrator/Clerk. At this time, a representative from the Dakota County Assessor's Office explained the procedure and process for determining the market value of property in Dakota County. The gentleman advised the citizens present that all land had increased 10% in value from 1987 to 1988, and that the values on residential homes increased from 2% to 7%, depending upon the price range of the particular house. Several citizens asked questions concerning the procedures the assessor's office uses in determining market value on a year to year basis. Representatives from the assessor's office met individually with each of the property owners present who wished to raise questions concern- ing their property's assessment. 88.191 Motion was made by Sindt, seconded by Harvey to receive the letters from property owners to the Board of Review and refer them to the Dakota County Assessor's Office for analysis and response. Roll call was taken on the motion. Ayes, Harvey, Nelson, Sindt. 88.192 Motion was made by Harvey, seconded by Sindt to continue the Board of Review meeting to the May 16, 1988, council meeting for any final actions necessary by the City Council acting as the Board of Review. Roll call was taken on the motion. Ayes, Nelson, Sindt, Harvey. 88.193 Motion was made by Sindt, seconded by Harvey to receive the amended and corrected E.A.W. on the Goff, Manor Home, Development. Roll call was taken on the motion. .Ayes, Sindt, Harvey, Nelson. 88.194 Motion was made by Harvey, seconded by Sindt to authorize and direct the city attorney to prepare a resolution which would place a moratorium on the issuance of any building permits in any area zoned R-7 in the City of Lakeville. that is undeveloped at the present time, of any buildings other than. twin homes for a period of up to 90 days from the date the resolution is adopted by the City Council to allow the City Planning Consultant adequate time to prepare a study on .the appropriateness of R-7 zoning. Ayes, Harvey, Nelson, Sindt. d • • . 88.195 Motion was made by Harvey, seconded by Sindt to approve an agreement with the Soo Line Railroad for the 185th Street crossing and author- ize the mayor and clerk to execute it on behalf of the City. Roll call was taken on the motion. Ayes, Nelson, Sindt, Harvey. 88.196 Motion was made by Harvey, seconded by Sindt to adjourn the special council meeting. Roll call was taken on the motion.
