CITY OF LAKEVILLE SPECIAL COUNCIL MEETING
MARCH 29, 1988
The meeting was called to order at City Hall at 7:15 p.m. by Mayor
Zaun. Roll call was taken. Present: Councilmembers Harvey, Nelson
and Mayor Zaun. Absent: Councilmembers Sindt and Enright.
Also present: Judy Perron, Off-sale Liquor Stores Manager; Gary
Tushie, Off-sale Store Project Architect; John Bossardt, Construction
Manager; Patrick McGarvey, City Administrator/Clerk.
There were also two gentlemen present representing Helm Electric, who
were one of the bidders on the electrical work for Off-sale Store No.
3.
Mr. Bossardt presented a tabulation of all the various bids for
Liquor Store No. 3 dated March 29, 1988, and reviewed the report with
the Council. He indicated that some of the components of the project
were ready to award the bid on at this special council meeting, and
that others should be received and tabled until future council
meetings to allow the construction manager and project architect to
further check on the bids and work out details before recommending
award.
88.107 Motion was made by Harvey, seconded by Nelson to receive all the bids
for Off-sale Liquor Store No. 3 and upon advice of the construction
manager and project architect reject all of the bids for the electri-
cal system of the building due to the low bids being substantially
over the budget estimate, and to direct Tushie -Montgomery to
redesign the electrical system to bring it to a more economical cost.
Roll call was taken on the motion. Ayes, Zaun, Harvey, Nelson.
At this time, Mr. Bossardt explained the bids received for the
excavation and landscaping. He indicated that John Friedges had
submitted a combined bid for excavation and landscaping and that. he
had received some information from the City's engineering consultant
concerning the site excavation, which is contrary to requirements as
spelled out in the approved. plans and specifications for the project.
After discussing the matter with Mr. Friedges, Bossardt advised the
council that Mr. Friedges would take the separate contract for
excavation, but that he wished to have an $1,800 addition to his
excavation bid. It was indicated that an addition to the bids at
this time would be inappropriate and not legal.
88.108 Based upon the recommendation from Mr. Bossardt, a motion was made by
Harvey, seconded by Nelson to award the excavating contract to Krantz
in the amount of $12,751 and the landscaping contract to Kahnke in
the amount of $6,755.
Roll call was taken on the motion. Ayes, Zaun, Nelson, Harvey.

88.109 Motion was made by Nelson, seconded by Harvey to award the asphalt
contract to Master Asphalt Company in the amount of $11,240.
Roll call was taken on the motion. Ayes, Harvey, Nelson, Zaun.
88.110 Motion was made by Harvey, seconded by Nelson to award the contract
for the steel supply and erection to CSI in the amount of $18,127.
Roll call was taken on the motion. Ayes, Nelson, Zaun, Harvey.
88.111 Motion was made by Harvey, seconded by Nelson to continue the
carpentry contract to the April 18th meeting.
Roll call was taken on the motion. Ayes, Zaun, Harvey, Nelson.
88.112 Motion was made by Harvey, seconded by Nelson to award the roofing
contract to Division Seven as the lowest responsible bidder meeting
the specifications in the amount of $14,251.
Roll call was taken on the motion. Ayes, Harvey, Nelson, Zaun.
88.113 Motion was made by Harvey, seconded by Nelson to award the entrances
and glass work contract to W.J. White as recommended by the architect
in the amount of $8,867 plus a maximum fee of $300 for the perform-
ance bond.
Roll call was taken on the motion. Ayes, Harvey, Zaun, Nelson.
88.114 Motion was made by Nelson, seconded by Harvey to award the mechanical
contract to McGuire Mechanical in the amount of $22,900.
Roll call was taken on the motion. Ayes, Zaun, Nelson, Harvey.
Mr. Tushie and Mr. Bossardt discussed with the Council the need to
make an award on April 4th for the concrete and masonry work and
discussed the investigation they will need to do on the apparent low
bidder, Mascon, to ascertain whether or not they can obtain a
performance bond and have the qualifications and experience to
satisfactorily build the project. They indicated they would complete
their investigation and make a recommendation to the Council at the
April 4, 1988, Council meeting on the award of the concrete and
masonry contract for this project.
88.115 Motion was made by Harvey, seconded by Nelson to adjourn the special
council meeting.
