Planning Commission Work Session

The Planning Commission work session .commenced at 7:30 p.m. in the Marion Conference
Room at City Hall.
Commissioners Present: Chair Drotning, Davis, Glad, Grenz, Lillehei, and Pattee.
Staff Present: Planning Director Daryl Morey, Assistant City Engineer Zach Johnson, and
Daniel Licht of NAC.
Also Present: David Carland of Stonehenge USA, Alan Dale of Dale Properties, and Gary
Tushie of Tushie-Montgomery Architects.
Stonehenge/Vllealshire of Lakeville Senior Housing Sketch Plan
David Carland and Gary Tushie described the proposed senior housing project. They indicated
that Phase 1 of the project proposes 122 rooms for Alzheimer's patients on 5.17 acres of
property currently owned by Dale Properties on the north side of 205' Street, west of Keokuk
Avenue. A second phase of the Wealshire of Lakeville project is possible on an adjacent 3.89
acres. Dale Properties owns 132.64 acres of contiguous .land in this area. Mr. Carland and Mr.
Tushie expressed the following concerns:
The scope of the EAW. They agree to prepare an EAW but they would like the EAW to
focus on the areas of traffic and public utilities.
The extension of Keystone Avenue. They disagree with staff's recommendation to
extend Keystone Avenue to the north line of the proposed 5.17 acre parcel. Instead,
they agree to construct Keystone Avenue with a temporary turnaround to just north of
their westerly driveway access to the site.
The neighborhood park. They disagree with staff's recommendation to show a specific
location for an 8-20 acre neighborhood park within the 132 acre parent parcel ownership
when the Wealshire of Lakeville project will only involve a small portion of the parent
parcel ownership.
• Building setbacks.. They will not be able to achieve a 30 foot building setback if the
ponds. to be constructed on the south side of the proposed building are placed in an
outlot.
Daniel Licht highlighted the following items from his December 31, 2008 planning report:
The proposed Alzheimer care facility use would require a rezoning to PUD and must
meet the underlying O-R District uses and performance standards.
An EAW is required because the land uses shown on the Stonehenge of Lakeville
sketch plan for the 132.64 acre parent parcel ownership would exceed the residential
dwelling unit threshold. Staff recommends the EAW focus on the overall land use,
transportation, utilities, and natural resources.

• The O-R District requires a 30 foot building setback from all property lines for this type of
i use. Because the proposed ponds on the south side of the site will take runoff from
public streets as well as the subject site the ponds must be located within an outlot
deeded to the City. As such, the 30 foot building setback requirement would be
measured from the outlot.
The majority of the Planning Commission agreed with the following:
• The proposed rezoning. to PUD meeting O-R District uses and performance standards.
• An EAW is necessary, but it could focus on thekey areas identified in the December 31St
NAC planning report.
• Allowing flexibility for the building setback from the south property line. Agreed that the
building must be setback a minimum of 50 feet from the 205th Street ROW line.
• Only requiring the extension of Keystone Avenue to just north of the proposed westerly
driveway access as shown on the sketch plan.
Staff stated that the Stonehenge/Wealshire of Lakeville sketch plan will be discussed- at a City
Council work session to be held on January 29th
