Planning Commission Work Session

The Planning Commission work session commenced at 5:10 p.m. in the Marion Conference
Room at City Hall.
Commissioners Present: Chair Davis, Drotning, Glad, Grenz, Lillehei, Pattee and ex-officio
Bussler.
Staff Present: Planning Director Daryl Morey, Associate Planner Allyn Kuennen, and Planning
Consultant Daniel Licht of NAC.
Update of the 2009 Zoning and Subdivision Ordinances
Chair Davis opened the work session and welcomed all attendees.
Mr. Morey began the discussion by indicating the update must be completed within nine months.
as required by State law and that the budget for the project is limited due to current fiscal
constraints. It is essential that staff and the Planning Commission remain conscience of the.
time and budget restraints and work as efficiently as possible in developing and updating the
Zoning and Subdivision Ordinances as required by State Statute.
Mr. Licht reviewed the list of potential revisions to the Zoning and Subdivision Ordinances as
outlined in his January 16, 2009 memo. Each revision was discussed by the Planning
Commission to determine if it should remain on -the list for further consideration. The Planning
Commission directed staff to maintain the list as presented but include the following:
1. In requiring a foundation or as-built certificate of survey for residential uses, consider a
minor variance process to address potential small scale encroachments.
2. Clarify the wording under Exterior Building Finishes (11-17-9.A.3) when referencing tip
up concrete panels.
3. Review commercial building finish materials and consider establishing graduated
requirements based on aesthetic qualities.
4. Consider increased sidewalk widths, stop blocks or bollards for parking in front of
stores to maintain a minimum usable sidewalk width of six feet (6').
5. Clarify that sidewalks shall not be blocked in residential districts by vehicle parking or
recreational vehicle storage that hinders pedestrian traffic.
6. Consider adding a requirement for quantifiable perimeter landscaping around
commercial, office and industrial sites.
7. Consider if there is a difference between "changeable copy" and "reader board" signs.
8. Check the permitting process for removal and placement of manufactured homes to
ensure compliance with applicable Zoning Ordinance requirements.
9. Consider specifying integral color concrete fiber board as an allowed material meeting
RST-2, RM and RH District exterior finish requirements.

The Planning Commission also indicated that the overall reformatting of the Zoning and
Submission Ordinances to allow each chapter to stand on it's own and limiting multiple
references throughout the document as recommended by staff is acceptable if it increases the
ease and use of the Ordinance.
Mr. Kuennen also reviewed the list of potential revisions submitted by the Engineering
Department as outlined in the January 13, 2009 memo from Zach Johnson, Assistant City
Engineer. The Planning Commission did not have any changes to this list.
Mr. Morey concluded the discussion by reviewing the schedule for completing the update. The
next Planning Commission work session is tentatively scheduled for the first meeting in March
where Chapters 1-18 of the Zoning Ordinance will be reviewed.
