CITY OF LAKEVILLE SPECIAL COUNCIL MEETING
BOARD OF REVIEW
MAY 30, 1984
The meeting was called to order by Mayor Zaun at 7:00 p.m. .Roll call
was taken. Present: Council members Nelson, Sindt, Enright, Harvey,
and Mayor Zaun.
Also present: Patrick McGarvey, City Administrator/Clerk and Bill
Benjamin, Dakota County Assessor's Off ice. and. four. other county
assessors.
At this time Mayor Zaun explained the procedure for the Board of
Review meeting and the purpose of the Board of Review meeting to the
citizens present. Mayor Zaun explained that Mr. Benjamin would make
some general comments on the changes. in the 1984 assessor's market
values compared to ..the 1983 values, and that then the citizens could
ask questions of a general nature. Questions pertaining to their
individual property valuations would then be directed to some of the
various county assessors for consideration. Mayor Zaun explained
that if the assessors could not resolve the matter, it would then be
.brought before the_City Council, acting as the .Board of Review, for
consideration and action at a future council meeting on June 18,
1984.
At this time Mr. Ralph Trabant asked why his market value increased
200% but his taxes went up 3.7 times. He explained that he did not
quarrel with the. assessor's market value for his property, but he
could not see how the taxes could increase far more percentage-wise
than the market value. Mr. Benjamin explained that under. the system
of property assessment adopted by the state legislature, the more
expensive homes would see their property taxes .increased by a higher
percentage when the value of the property. exceeds $60,000 and there
is increases thereon.. Mayor Zaun then wrote on the wall board the
percentage applied to the first and second $30,000 of value and value
over $60,000 to show .the citizens present how the .assessed value
increases substantially when the home is of higher value.
At this time several of the citizens met with the individual county
assessors.
The county assessors then advised the council that they had a list of
names, addresses and .phone numbers of property owners and. that they
would meet with the city .staff and ..check out, during the next two
weeks, the matters raised by the .property owners in relation to their
property values and. make a recommendation to the City Council on June
18th for any action required of the council on these parcels.

The City Council decided to review properties affected by the high
water on Lake Marion prior to the June 18th meeting where there is
questions concerning the value of the property at this time. The
city staff. is directed to .prepare some guidelines for the .council to
consider on June 18th involving this type of property and situation.
84.274 Motion was made by Enright, seconded by Harvey to adjourn the Board
of Review meeting.
Roll call was taken on the motion. Ayes., Nelson, Zaun, Sindt,
Enright, Harvey.
