CITY OF LAKEVILLE SPECIAL COUNCIL MEETING
JUNE 27, 1985
The special meeting of the City Council was called to order at 7:00
p.m. by Acting Mayor Robert Nelson at the J.F.K. Elementary School.
Roll call was taken. Present: Nelson, Harvey .and Sindt. Absent:
Zaun and Enright.
Also present: Keith Nelson, Consulting City Engineer; Tim Hanson
from the engineering firm; James Robinette, Community Development
Director; Patrick McGarvey, City Administrator/Clerk.
Councilman Nelson indicated that the purpose of the meeting was to
present the current information and history of storm water problems
and street condition problems in the Clay's Acres area to the
citizens present in an attempt to learn their concerns and feelings
toward solving the problems.
Mr. Keith Nelson then presented slides of the Jacquard Avenue drain
t he project located on the west side of Jacquard Avenue. Mr. Nelson
showed how the project was constructed and reported on how it had
performed over the past winter and spring. He also showed slides
during February of 1985 indicating the ice conditions on some of the
streets in Clay's Acres due to the storm water and ground water
problems. Mr. Nelson then showed slides of the conditions in late
November. of 1984 as to the effect of the ground water on the public
streets.
Slides were then presented of the project as they were presented in
the spring of 1984 based on the September, 1983 feasibility report.
Mr. Nelson next gave a cost estimated based on a March 22, 1984
updated feasibility report which showed the grand total of the cost
for correcting the ground water conditions affecting private and
.public property at $652,700. Mr. Nelson stated he felt that price
may be five to ten percent higher by now. He indicated that the
estimated assessment costs last year were $835 for the storm drainage
system needed on 208th Street, plus $1775 for the drain the system
and $1320 for the trunk sewer area assessment for each lot. The
total estimated assessment would be $3,930 per lot.
Mr. Nelson next showed slides indicating how the project may be
altered in an effort to reduce the scope of it and the costs by only
installing the drain the pipe along a portion of the north south
streets in the Clay's Acres area to serve the areas where the known
problems exist at this time. He indicated that a feasibility report
on this alternate reduced system would be necessary to provide up to
date cost estimates.

At this time the Acting Mayor, Councilman Nelson, opened the meeting
for questions and comments from citizens present. Larry Olmsted
indicated that he had not received a notice for the special council
meeting, and he lives on 208th Street.
LeRoy Pavek asked about the need for an actual storm sewer pipe on
the north south streets in Clay's Acres, and Mr. Nelson indicated
that the only street that an actual storm sewer pipe is needed on is
Italy Avenue.
Sharon Baldwin asked why the drain file is proposed to go all the way
to the south end of the streets when there is no known problem that
far south. Mr. Nelson indicated that the drain the pipes may be put
in on a lesser stretch of these streets but with the risk that the
problem further south would necessitate an extension in the future.
Mark Miller commented that he didn't feel it would be necessary to
the both sides of all streets if the drain the is not needed along
the entire side of each street.
Mr. Keith Nelson then presented a slide showing the areas based on an
April, 1984, inspection where known problems existed in the neighbor-
hood from ground water. Mr. Stan Whittingham then addressed the
council and stated that his property had been served well by the
installation of a drain the system on the west side of Jacquard
Avenue. Mr. Whittingham indicated that once the drain file was
installed, he connected an underground pipe to convey the water from
the ground that had been adversely affecting his basement into the
drain file system, and that his wet basement problems had been
cleared up.
Mr. Doug Tipka stated that he had a concern over the resale value of
the houses in the Clay's Acres area if this problem was not solved
and some improvements made.
Mr. Mark Logan, Warren Heidemann and Ron Cameron all made comments
concerning the project.
At this time, Keith Nelson presented a slide showing the suggested
project schedule for moving this project ahead later this year if the
consensus of the citizens and council was that the proposed improve-
ments, or some part of the proposed improvements, should be con-
structed.
The city administrator suggested that the council could authorize the
city engineering consultant to prepare an updated feasibility report
with the alternate improvements being included if authorized by the
council either on June 27th or at a future meeting. Once the updated
feasibility report is finished and received by the City Council, a

public hearing could then be called on the new feasibility report. At
the conclusion of the public hearing, the council could order the
project and possibly get the drain the and storm water systems
constructed yet this fall.
85.286 Motion was made by Harvey, seconded by Sindt to authorize Consulting
Engineers Diversified to prepare an updated feasibility report on the
drainage improvements necessary for the Clay's Acres area, including
the alternative systems discussed at the special council meeting on
June 10th.
Roll call was taken on the motion. Ayes, Nelson, Harvey, Sindt.
85.287 Motion was made by Harvey, seconded by Sindt to support Brackett's
Crossing as the location for the Pro Am Golf Tournament.

85.288 Motion was made by Harvey, seconded by Sindt to adjourn the special
council meeting.
