Planning Commission Work Session
Thursday, February 6, 2003
Marion Conference Room
The Planning Commission work session commenced at 7:15 p.m. in the Marion
Conference Room.
Commissioners Present: Dale Detjen, Karl Drotning, Gerry Grenz, Paul Reuvers,
Lowell Miller Stolte, Kerrin Swecker, ex-officio Jim Puncochar.
Staff Present: Planning Director Daryl Morey, Assistant City Engineer Jay
Rubash, Assistant City Attorney Andrea Poehler, and planning consultant Dan
Licht of NAC.
The January 31, 2003 memorandum prepared by Planning Director Daryl .Morey
and the January 31, 2003 memorandum prepared by Dan Licht of NAC,. both.
outlining additional proposed amendments to the Zoning and Subdivision
• ordinances, were reviewed and discussed. The Planning Commission. made the
following comments related to the proposed amendments as presented:
..ZONING ORDINANCE
Section 11-2-3 (Definitions)
Agreed that a definition for outdoor storage should not be added to the Zoning
Ordinance because it would be very difficult to create wording to cover every
outdoor storage situation.
.Agreed to add tanning salons to the definition of Service Business (On-Site).
Section 11-16-13
At the recommendation of the Assistant City Engineer, agreed to the following.
wording change to subparagraph B: "Utilization and development impacts to
wetlands shall be consistent with the City's Wetland Management
Plan." Also, agreed to eliminate. subparagraph C.1 because it conflicts with
subparagraph 6.

• Section 11-17-11 A.2
Agreed to add the following wording: "Except as may be limited within
Environmental Protection Districts, terraces, steps, decks, uncovered. porches,
stoops or similar structures limited to a height of not more than thirty inches (30")
above grade underlying the structure within the setback may extend to within
five feet (5') of side. yard and ten feet (10') of rear yard lot lines..."
Section 11-17-25
Staff reported that the City'sBuilding Official estimates that it costs between
$3,500 and $5,000 to construct an internal storm shelter to FEMA standards.
The .Planning Commission requested that staff research the storm shelter door
requirements (i.e. Does the door have to be metal? Are deadbolt locks
required?).
Section 11-19-7.1.12
Agreed to eliminate the proposed driveway paving exception for detached
accessory buildings intended only for storage of seasonal motor vehicles under
subparagraph b(3).
Section 11-19-13
Agreed to change the parking requirement for automobile repair uses to one
space per 200 square feet of floor area for automobile repair businesses that
develop after the Zoning Ordinance amendment is adopted.
Section 11-21-5F
Agreed to the following wording change: "Fences within the rear yard of a corner
lot shall be setback ten feet (10') from a a~C lot line abutting a public
right-of-way."
Section 11-21-9C.6
Agreed to add the following wording to subparagraph 6.a: "Except in areas of
steep slopes or where natural vegetation is acceptable as approved by the
Zoning Administrator..."
Agreed to change the proposed wording under subparagraph 6.c(3) to read as
follows: "Fences may be exposed no more than a maximum length of #ii##~-feet
twenty feet (20') between landscaping areas or clusters."

. Section 11-70-3 (O-R District)
Agreed that instructional classes such as dance studios, music schools and
martial arts centers will be allowed as a permitted use in the O-R District. The
Planning Commission also agreed that dog training would be considered an
instructional class.
SUBDIVISION ORDINANCE:
General
Agreed to incorporate the wording changes contained in the Assistant City
Engineer's January 7, 2003 memorandum.
Section 10-4-12
At the recommendation of the Assistant City Engineer, agreed to the following
wording change to subparagraph B: "Utilization and development impacts to
wetlands shall be consistent with the City's Wetland Management
.Plan." Also, agreed to eliminate subparagraph C.1 because it conflicts with...
subparagraph B.
• The Planning Commission agreed to-hold a work session following the regular
meeting on February 20, 2003 to discuss possible changes to the Zoning
Ordinance concerning outdoor sales and storage requirements for motor fuel
facilities.
The work session was adjourned at 8:55 p.m.
