HomeMy WebLinkAbout04-16-03 work session Meeting Notes Planning Commission Work Session Thursday, April 16, 2003 Marion Conference Room The Planning Commission work session commenced at 6:00 p.m. in the Marion Conference Room. Commissioners Present: Dale Detjen, Gerry Grenz, Paul Reuvers, Lowell Miller Stolte, Kerrin Swecker, ex-officio Jim Puncochar. Staff Present: City Administrator Robert Erickson, Planning Director Daryl Morey, Assistant City Engineer Jay Rubash, planning consultant Dan Licht of NAC, and engineering consultant Bret Weiss of WSB. Others. present: Gary Amoroso and Lonnie Smith of the Lakeville School District, Kevin Sullivan and Joel Dunning of Wold Architects, David Rey of AJA, and Scott Everson of Stahl Construction. Kevin Sullivan .presented the revised site plan for Lakeville High School No. 2. He addressed i the issues raised at the April 3, 2003 Planning Commission public hearing as follows: • A temporary, 52 stall parking lot is proposed in the northwest corner of Outlot A to serve the athletic fields. The parking lot will be made permanent with the future development of Outlot A. • Wetland mitigation is no longer proposed within Outlot A. Instead, soccer field number 8 has been eliminated and wetland mitigation is proposed in the southwest corner of the site. • The previously proposed separate driveway accesses to Jacquard Avenue for the staff parking lot and the bus parking lot have been combined. • The sidewalk on the south side of the staff parking lot has been extended to Jacquard Avenue. • The staff parking lot has been re-oriented and 45 additional parking spaces are proposed for special events. ; • The revised site plan .proposes 1,419 permanent parking spaces, including 106 car parking spaces to be used #or special events in the bus,parking lot. The previous .plan proposed 1,373 permanent .parking- spaces (25 visitor parking spaces were double counted in the March 27, 2003 planning report). • A separate .perimeter drive is proposed on the west side of the student parking area to improve on-site circulation and student drop-offs. Planning Commission Work Session April 16, 2003 • • Agate is shown on the internal access drive north of the student parking lot and south of the bus parking lot. • The greenway corridor trail has been revised so that it is located entirely south of South Creek. The school district will grade the greenway corridor trail, as well as a trail connection from the greenway corridor trail to the athletic fields in the south-central portion of the site. The trails will be paved,at a future date. • A .concept plan for an elementary school has been shown within Outlot A. The School Board has not approved the future construction of an elementary school within Outlot A. • Evergreen trees have been added to screen the loading dock from Jacquard Avenue. The Planning Commission had the following questions/comments: • Can the temporary parking lot be shifted to the south or east closer to the athletic fields? Staff and the project engineer responded that the existing grades would make shifting the temporary parking lot extremely difficult and costly. • What is the proposed timing for filling Wetland A? Staff responded that a wetland • application would be pursued after the high. school is constructed. • Can the middle driveway access to the student parking lot be eliminated? School district representatives responded that keeping this driveway access would improve traffic flow. • Can a driveway access to 210th Street be considered? Staff responded that a driveway access to 2101 Street would be problematic because the upgrade of 210th Street to an urban section is not planned in the City's current CIP. In addition, it will be safer to route traffic to the Jacquard Avenue/210th Street stop sign controlled intersection. • Can speed bumps be constructed in the westerly student parking lot drive aisle. School district representatives responded that they would consider installing speed bumps in 2- 3locations near the stadium. • The projected traffic counts for Jacquard Avenue between 205th and 210th streets seem high. Staff responded that the 2025 counts are at the upper threshold for the existing street section. • Is an all-way stop proposed at the 210th Street/Kensington Boulevard intersection? Staff responded that it is not proposed with the opening of the high school. Staff will ask the City's transportation planning consultant, SRF, to re-visit stop signs at this intersection after the school boundaries are established. • Where will the parking lot snow storage be located? School district representatives • responded that snow storage for the student parking lot would be in the green space south of the lot. Staff responded that it is not required. In addition, drainage swales are proposed between the athletic fields. • Are there future plans to purchase the two exception lots located on the south side of 210'h Street? School district representatives responded that they attempted to contact the two property owners to .purchase their properties. One owner never responded and the other expressed no interest in selling. • What is the status of the parking management plan identified in the March 27, 2003 planning report? School district representatives responded that they intend to implement a parking management plan as identified in Lonnie Smith's letter dated March 12, 2003. Staff stated that a parking management plan for simultaneous special events would be listed as a stipulation of the conditional use permit. • What is the status of the discussions with developers regarding infrastructure improvements (Jacquard Avenue, sanitary sewer) and the purchase of the lot owned by the school district in Fairfield Business Campus? School district representatives responded that they are on-going. • When will .the complete set of revised plans be submitted? School district representatives responded that they would be submitted prior to City Council consideration.
