The Planning Commission work session commenced at 6:40 p.m. in the Marion Conference Room at City Hall. Commissioners Present: Dale Detjen, Karl Drotning, Gerry Grenz, Steve Pattee, Lowell Miller Stolte, Kerrin Swecker, and ex-officio Jim Puncochar. .Staff Present: Planning Director Daryl Morey, Associate Planner Ron Mullenbach, Assistant City Engineer Jay. Rubash, and .Assistant City Attorney Andrea Poehler. Also Present: Todd Bornhauser representing the Lakeville Chamber of Commerce, Gary Wollschlager representing Tollefson Development, .Bill Johnson representing M.W. Johnson Construction, and Gary Harris and Jay Hill representing John Oliver & Associates. • DONNELLY FARM ADDITION SKETCH PLAN Gary Harris presented. the proposed subdivision design. Bill Johnson described the proposed house styles. Six different single family house styles are proposed, all with three car garages. He stated that M.W. Johnson is proposing to utilize two to three different front elevations (i.e. brick, stucco, vinyl) for each of the six house styles in order to provide variety for the development. Ron Mullenbach reviewed issues listed in his August 29, 2003 planning .report as follows: • Planning Department staff is recommending modifications to the concept plan design to create better transitions between the proposed single family and townhouse uses. Mr. Mullenbach reiterated that the proposed townhouse design is shown conceptually at staff's request to determine street connections/access, greenway corridors, etc. The townhouse portion of Donnelly Farm Addition cannot proceed until the current multiple family residential moratorium is lifted. • .The exception parcel fronting Dodd Boulevard that will be retained by the Donnellys is zoned C-3, General Commercial District. The streets serving the exception parcel must be designed for commercial traffic if the property is proposed for future commercial development. Mr. Mullenbach pointed out that the City has not approved a new RS-4 development since 1987 and that existing developments retain the RS-4 zoning designation so they can remain conforming. No undeveloped land is currently zoned RS-4. • Staff is requesting the Planning. Commission's thoughts on the need to upgrade Holyoke Avenue to its ultimate parkway design standard in conjunction with the development of Donnelly Farm Addition. The Planning Commission made the following comments: • Agreed that the overall: street.connections and_access proposed,for Donnelly Farm Addition was good. They also supported the proposed greenway corridor design and. trails. • Would like to see a tot lot or neighborhood park in this area. They felt it • was not safe to cross Dodd::Boulevardwithout traffic signalization to get to .existing play areas at Lake Marion Elementary School • Agreed .with the land use. transition recommendations listed Mr. Mullenbach's August 29, 2003 memo • Felt that the_existing C-3 zoned Donnelly exception parcel-should. be considered for rezoning to a less intense- use, e.g. O-R. • Did not support the 75 foot lot widths or the 7 foot side yard setbacks: (RS- 4 District requirements) proposed for the single family homes. Agreed that 85 foot wide lots and 10 foot side yards setbacks should be required consistent with RS-3 District requirements. May consider minimum 80 foot wide lots if unique design features/amenities are proposed, i.e. side loaded garages and/or houses with prominent front porches and garages located behind the house (similar to three single family homes constructed. in Village Creek). • Felt that the issue regarding the upgrade of Holyoke Avenue to a parkway design was a policy issue for' City staff and/or the City Council.
