HomeMy WebLinkAbout06-17-87 ,t ~ CITY OF LAKEVILLE SPECIAL COUNCIL MEETING JUNE 17, 1987 The meeting was called to order at 7:DO p.m. by Mayor Zaun. Ro11 call was taken. Present: Councilmembers Nelson, Sindt, Harvey and i~zayor Zaun. Absent: Councilmember Enright. Also present: James Robinette, Community Development Director; Daryl Zuelke, Consulting City Engineer; Patrick McGarvey, City Admihistra- for/Clerk. At this time, i~iayor Zaun .opened the public hearing on the 1987 street seal coating project in the Airlake Industrial Park area of the city and on the proposed asphalt overlay of ~iamburg Avenue between Highway 50 and .220th Street. The City Clerk. attested to the legal notice for the hearing. Mr. Zuelke presented slides showing the proposed project 87-8, which included a 1-1/2 ihch thick asphalt overlay on Hamburg Avenue. Slides were also presented showing the estimated costs for the overlay project and the seal coating part of the project. i1r. Zuelke indicated that if the Hamburg overlay is done, the total cost of the seal coating is $20,900. In accordance with city policy, that cost would be shared 5U% by the City and 50~ by the benefited property in the project area. The cost for the asphalt overlay on Hamburg Avenue is proposed to be assessed to the benefited property along each side of Hamburg Avenue 100. At this time, Mayor Zaun recognized the three people present in the audience who wished to ask questions or make comments. Mr. Warren Olson, representing National Electric, Inc.., asked about the possible interruption of traffic on Hamburg Avenue during the blacktopping operation, and he was advised that the City would work with their company to assure excess to their plant site. Mr. Dick Brandes questioned why the City had to assess half the cost of the seal coating, and indicated that .some cities do not assess any of the costs. Mayor Zaun explained that the City Council had studied the matter thoroughly two years ago and felt that in fairness to the citizens of the city, some of wham live on gravel roads, and for the sake of adequately maintaining the investment in city asphalt streets, that the policy of seal coating where the city picks up half the cost and assesses half the cost was a fair and appropriate policy. ~ i • CITY GF LAKEVILLE SPECIAL COUNCIL MEETING JUNE 17, 1987 Jeff Stensrud, representing Menasha Corporation, also pointed out the company's concern for accomplishing .traffic to their plant site during the asphalt overlay. The City Administrator advised those present that the project could be accommodated for the overlay by adding it by change order to a larger city street improvement project later this summer. 87.294 Motion was made by Harvey, seconded by Sindt to close the public hearing. Roll call was takeh on the motion. Ayes, Nelson, Zaun, Sindt, Harvey. Time: 7:40 p.m. 87.295 notion was made by Nelson, seconded by Harvey to adopt Resolution No. 87-81 ordering improvement .project 87-8 under Alternate No. 1, and authorizing Donohue and Associates to prepare plans and specifications for the asphalt overlay of Hamburg Avenue. Roll call was taken on the motion. Ayes, Zaun, Sindt, Harvey, Nelson. The City Administrator advised the Council that. the final financing was nearing completion on the SouthFork Village apartment project, which was authorized for housing revenue bonds by the City Council in December of 1985. Due to the complexity of this type of financing, the administra- tor requested the council retain the firm of Holmes & Graven and Mr. John Utley, Attorney in the firm, to represent the City in the final documents which will involve the necessity of the City passing a resolution on the final financing of the project. 87.296 Motion was made by Sindt, seconded by Harvey to authorize the City to retain the firm of Holmes & Graven to repr~_sent the City on the Sauth- Fork Village multi-family rental housing revenue bond project, series 1985. Roll call was taken on the. motion. Ayes, Sindt, Harvey, t+telson, Zaun. 87.297 Motion was made by Nelson, seconded by Harvey to adjourn the council meeting. Roll call was taken on the motion.
