HomeMy WebLinkAbout09-18-03 work session Meeting Notes Planning Commission Work Session Thursday, September 18, 2003 Marion Conference Room The Planning Commission work session commenced at 9:30 p.m. in the Marion Conference Room. Commissioners Present: Dale Detjen, Karl Drotning, Lowell Miller Stolte, Kerrin Swecker, Paul Reuvers, and ex-officio Jim Puncochar. Staff Present: Planning Director Daryl Morey, Dan Licht of NAC, Assistant City Engineer Jay Rubash, and Assistant City Attorney Andrea Poehler. Dan Licht presented the September 12, 2003 planning report. The Planning Commission made the following recommendations concerning the information presented in Mr. Licht's planning report: • Section 11-17-9.A.3.d Mr. Licht indicated that Planning and Community and Economic Development staff have re-visited the current Zoning Ordinance language and recommend no changes to the exterior materialsrequirement for industrial buildings. The Planning Commission concurred. Section 11-35-3.C The Planning Commission agreed that the Zoning Ordinance should be amended to prohibit new animal feedlots or the expansion of any existing animal feedlots because animal feedlot uses are incompatible with. the residential and commercial growth occurring in the city. Sections 11-46-13, 11-50-11, 11-70-11, 11-71-11, 11-74-11, and 11-85-11 The Planning Commission agreed with this correction to the Zoning Ordinance language related to essential services. Section 11-71-3.DD The Planning Commission agreed to allow instructional classes as a permitted use in the C-1, C-2, C-3, and C-CBD districts. The Planning Commission directed staff to provide an example definition of instructional classes for further discussion. Planning Commission Work Session September 18, 2003 Section 11-71-7.E The Planning Commission agreed to clarify the existing Zoning Ordinance language to allow fitness centers larger than 2,000 square feet as a permitted use in the C-2 and C-3 districts. Section 11-71-7. K The Planning Commission agreed to allow office condominium uses by conditional use permit in the C-1, C-2, C-3, and C-CBD districts subject to the same performance standards currently listed in the O-R District. Section 11-76-7.H The Planning Commission agreed to allow self-storage facilities as a permitted use permit in the C-W, 1-CBD, I-1, and I-2 districts with no specified performance standards other than the existing general Zoning Ordinance requirements. Section 11-96-25 The Planning Commission. agreed with the updated list of PUD Districts. Section 11-72-7.F.11 The Planning Commission agreed with the proposed changes to the menu sign requirements for fast food restaurants with a modification to allow two menu. signs.
