Planning Commission Work Session

The Planning Commission work session commenced at 6:30 p.m. in the Marion.
Conference Room.
Commissioners Present:..-Dale Detjen, Karl Drotning Gerald Grenz, Steve
Pattee, Paul Reuvers, Lowell Miller Stolte, Kerrin Swecker, and ex-officio Jim
Puncochar.
Staff Present:. Planning Director Daryl Morey and planning consultant Daniel
Licht of NAC.
Mr. Licht presented the October 9, 2003 planning report.. The Planning
Commission discussed the following recommendations concerning the
information presented in Mr. Licht's planning report:
. Private Drives
The "No Parking" restriction should be clarified so that it applies to both sides of a
24 foot wide dead end private drive.
Guest Parking
.The Planning Commission agreed to reduce the guest parking setback to a
public street right-of-way from 30 feet to t5 feet for townhouse uses within the
RM and RH Districts. The Planning Commission agreed to retain the 30 foot
guest parking setback to a public street right-of-way for apartment uses in the RH
Districts.
Transition Requirement
The Planning Commission agreed that the transition requirement should only.
apply to a proposed RM or RH District development adjacent to an existing single
family development.
The Planning Commission agreed that the transition requirement should not
apply to mixed-use developments within the same preliminary plat (i,e. Prairie
Lake).

The Planning Commission agreed that a minor collector street with an 80 foot
right-of-way width and no lots fronting (accessing) the minor collector could be
used to meet the transition requirement.
The Planning Commission agreed to reduce the .width of the transition buffer for
land that includes extensive bermng and landscaping from ..100 feet to 80 feet.
Density Bonuses
The Planning Commission agreed that the density bonus provision incorporated
in Chapter 59 (RM-2 District) and Chapter 62 (RH-2 District) should be eliminated
and that any increased townhouse or apartment development density should be
allowed only through the PUD, Planned Unit Development District. This would
be accomplished by deleting the RM-2 and RH-2 Districts from the Zoning
Ordinance.
Building Setbacks
The. Planning Commission agreed that there should. be a greater buffer yard
building setback adjacent to arterial streets.
The Planning Commission agreed to hold a work session on November 6, 2003
for the purpose of obtaining input from townhouse developers on the.. proposed
changes to the townhouse performance standards.
The work session was adjourned at 7:15 p.m.
