Planning Commission Work Session
Thursday, November 6, 2003
City Hall Council Chambers
The Planning Commission work session commenced at 6:10 p.m. in the City Hall
Council Chambers.
.Commissioners Present: Lowell Miller Stolte, Steve Pattee, Kerrin Swecker, Dale Detjen,
Gerry Grenz, Karl. Drotrung, and ex-officio Jim Puncochar.
Staff Present: Planning Director Daryl Morey, Associate Planner Frank Dempsey,
Assistant City Engineer Jay Rubash, Assistant City Attorney Andrea Poehler, and
Planning Consultant Dan Licht of NAC, and Recording Secretary Penny Brevig.
Daniel Licht, Northwest Associated Consultants,: presented an overview of proposed
revisions to the performance standards in the RM-1, RM-2, RH-1, RH-2, and RST-2
Zoning Districts. Mr. Licht stated-that the revisions to the performance standards have
been prepared by the Planning Commission and-City Staff based upon-input received by
developers at a work session last November as part of their review of the Zoning
Ordinance: Update adopted by the City council in July, 2000.
Chair Stolte invited the<developers presenttoprovide'feedback to staff and the Planning
Commission regarding-the: existing townhouse performance standards, as well as the
revisions proposed by-the Planning Commission.
Developers in attendance at tonight's meeting:

Concerns/questions raised by the developers:
? Requested clarification on -the guest parking requirements and setbacks. Felt that
credit should be given for on street parking on 32 foot wide streets as well as
parking in the driveways. Wanted to know why the City does not allow more
private drives in townhouse developments.

the money could be used more wisely on other amenities, such as landscaping.
Requested flexibility on the brick/stucco/stone requirement when the back or
sides of the building are not visible from the street.
Asked how useable open space is determined.
? Asked for clarification on the storm shelter requirement.
Mr. Licht clarified the guest parking requirement as one-half stall per dwelling unit.
Commissioner Drotning pointed out that. townhouse garages often are used for storage
and personal vehicles end up being parked in the driveway. He indicated that the intent
of the guest parking requirement is that guest parking stalls will be dispersed
throughout the development. Commissioner Grenz stated that. allowing guest parking
on private drives could become a safety issue if emergency vehicles are not able to get
through.
The Commissioners agreed that the brick, stucco:and: stone requirement is also:for the
benefit of, the people living in the. development, not just the people:driving by on°the
public streets. The:requirement is.also related to reducing the-need for maintenance of
the building exteriors.
Mr. Morey indicated that open space is `defined in the: Zoning Ordinance. He indicated;
that he layout of the subdivision would determine: he functional open space areas.
Regarding the storm shelter issue, Mr.; Morey stated thatatormahelters:are only
required for slab on grade townhomes.
Mr. Morey reiterated: to the developers present at tonight's meeting that he revised
performance standards would only apply to new developments.
Chair Stolte thanked the developers in attendance for their input.
The work session was adjourned at 6:55. p.m.

The Planning Commission work session reconvened. at 7:05 p.m. in the Marion
Conference Room.
Commissioners Present: Dale Detjen, Karl Drotning, Gerald Grenz, Steve Pattee,
Lowell Miller Stolte, Kerrin Swecker, and ex-officio Jim Puncochar.
Staff Present: Planning Director Daryl Morey, Associate .Planner Frank Dempsey,
Assistant City Engineer Jay Rubash, planning consultant Daniel Licht, and Assistant
City Attorney Andrea Poehler.
The: Planning Commission: discussed the following concerns xaised-by the townhouse
developers earlier this evening:
Exterior Materials.
The Planning;:Commission, concurred that the existing exterior. materials requirements,
especially related to the minimum 25% brick, stucco or°stonerequirement, were
appropriate and agreed to that no additional changes are. necessary.
Guest Parking
The Planning Commission agreed that the current ~/2 space- per townhouse unit guest
parking requirement off of public streets is appropriate° and° should not be changed.
They also agreed that guest parking. should not be allowed in a tandem arrangement.
The Planning.. Commission agreed to consider allowing: guest parking along private
streets that are at least 32 feet wide. They directed staff to contact two of the
townhouse developers present at tonight's meeting to prepare plans showing guest
parking along private streets. The plans should use existing Lakeville developments as
abase so a comparison can be made be#ween the existing performance standards and
the proposed. revisions. The Planning Commission will review the plans at a#uture work
session.
The Planning Commission discussed the remaining work needed to complete the
second phase of the Zoning Ordinance Update process and recommended the City
Council consider .extending the residential plat moratorium based upon a timeline to be
prepared by City staff. The Planning Commission also received the October 30, 2003
letter from Dominium requesting that apartment projects be exempted from the
. moratorium. The Planning Commission supported this request since there are no
outstanding performance standards that would affect apartment projects.
