Planning Commission Meeting Minutes
DECEMBER 18, 2003
The December 18, 2003 Planning Commission meeting was called to order by
Chair Stolte in the. City Hall Council Chambers at 6:00 p.m.
Flag pledge and roll call of members:
Present: Reuvers, Pattee, Swecker, Stolte, Detjen, Drotning.
Absent: Grenz, Ex-officio Puncochar.
Staff Present: Daryl .Morey, Planning Director; Allyn Kuennen, Associate
Planner; Jaye Rubash, Assistant City .Engineer; Daniel Licht, Northwest
Associated Consultants; Andrea Poehler, Assistant City Attorney; and Penny
Brevig, Recording Secretary.
ITEM 3: APPROVAL OF MEETING MINUTES:
:The December 4, 2003 Planning Commission meeting minutes were: approved as
presented.
• ITEM 4: ANNOUNCEMENTS:
Mr. Morey indicated the following items were distributed to the Planning
Commission members and staff before tonight's meeting:.
1. A copy of the December 17, 2003 Parks, .Recreation and Natural
Resources Committee meeting motion regarding the Chadwick Farm
sketch plan.
Mr. Morey introduced our new Associate Planner, Allyn Kuennen, to the
Planning Commission.
ITEM 5. CHADWICK FARMS
Chair Stolte opened the discussion of the Chadwick Farm sketch plan review of
216 single-family lots, located between 210 Street and 215 Street (C. R. 70) and
east of the. Lakeville High School #2 site.
Mike Suel, Don Patton and Jerry Slobodnik from D. R. Horton and Bob Wiegert
from Paramount Engineering and Design were in attendance at tonight's.
meeting to answer any questions the Planning Commission or public may have.

Mr. Suel presented an overview of the Chadwick Farm sketch plan. He
commented that. they appreciate the Planning Commission reviewing the sketch
plan prior to submittal of the preliminary plat.
Planning Consultant Dan Licht presented the planning report. Mr. Licht stated
that D. R. Horton has submitted a sketch plan for development of 216 single-
family lots located at the southeast quadrant of 210 Street and Jacquard
Avenue. He indicated that this sketch plan is being: submitted prior to a
preliminary plat application for review and comment by the Planning.
Commission and City Council to provide the applicant direction as to the general
acceptability of their project and to identify issues on a preliminary basis.
Mr. Licht stated that the subject site is within MUSA Expansion Area "B", which
is scheduled for potential sanitary sewer services beginning in 2010. He
indicated that development of this site is being considered in advance of 2010 in
conjunction with the need to extend trunk sanitary sewer and water services to
the second Lakeville. High School site to the west of the subject property.
Extension of trunk sanitary sewer and water utilities through the. subject
property to the second high school site will allow gravity sanitary. sewer flow to
the high school and eliminate the need for a lift station. Mr. Licht stated that the
subject property would need to be brought into the current MUSA via a
• Comprehensive Plan amendment similar to the adjacent second high school site,
which was brought in earlier this year.
Regarding zoning, Mr. Licht stated that the subject site includes areas zoned RS-3
District, RST-2 District and CC District.. The RS-3 District and RST-2 District
allow for singe-family dwellings as a permitted use, subject to the same
development standards. He indicated- that the portion of the property zoned
RST-2 District is proposed to be rezoned. to RS-3 District in conjunction with the
preliminary plat application so the zoning will be consistent throughout .the
residential development. Mr. Licht stated that a Zoning Map amendment is also
required with #his development in order to remove the RAO District designation.
The portion of the property zoned CC District will be developed at a future date.
Mr. Licht indicated that there are a number of existing uses and buildings on the
subject property. There are three exception parcels zoned CC District located
between Outlots D and F that include asingle-family home, a commercial
trucking company, and a commercial auto sales lot. These uses are non-
conforming in the CC District, and may continue in the same manner of
.operation and size, but may not be expanded with the goal that the use and
development of the exception properties be brought into conformance with the
. Zoning Ordinance when the property redevelops at a future date.

• Mr. Licht explained the accesses to and from the subject property and future
streets that are proposed to be included in this development, along with the
proposed location of sidewalks and trails, which are listed in detail in the
December 12, 2003 planning report.
Mr. Licht stated that the lot area, lot width and setbacks all meet the minimum
Zoning Ordinance requirements.
Mr. Licht indicated that additional landscaping should be installed within the
buffer yards along. Jacquard Avenue due to the location of off-street parking and
outdoor stadium uses on the second high school site to the west.
Mr. Licht indicated that the Chadwick Farm sketch plan includes six outlots.
Outlot A should be deeded to .one or both of the abutting exception .parcels
fronting 210 Street. Outlots B, C and E are ponding areas, wetlands. or portions
of Sauth Creek .and will be deeded to the City. Outlots D and F are future
.development sites along CSAH 70 for office park or business .campus uses.

Mr. Licht reviewed the possible park dedication and the greenway corridor for
this development, which is discussed in detail in the December 12, 2003 planning
S report.
Mr. Licht stated that a tree preservation plan has been included in the sketch
plan. The plan shows 861 significant trees on the site. A total of 120 significant
trees will remain on the site. He indicated that much of the tree removal. is due
to required street connections. There are 658 evergreen trees on the site, same of
which will be transplanted throughout the site once grading is complete.
Mr. Licht stated that the developer hosted a neighborhood meeting on
November 18, .2003 to present their project to surrounding .residents. He
indicated that most of the discussion focused on the timing for planned
improvements to 210 Street, rather than project related issues.
Mr. Licht. concluded by stating. that this development is generally consistent with
the provisions of the Comprehensive Plan, Zoning Ordinance and Subdivision
Ordinance. He indicated that there are 11 issues that will need to be addressed
by the developer in advance of a preliminary plat application, which. are listed in
the December 12,.2003 planning report.

• Chair Stolte asked about the timing of the Chadwick Farm plat and the upgrade
of 210 Street. Mr. Morey indicated that the .City's engineering consultant is
.preparing plans for the extension of the trunk sanitary sewer line. He stated that
construction of Jacquard Avenue would be completed in 2005, prior to the
opening. of the second. high school. Mr. Morey stated that the upgrade of 210th
Street to an urban section is not included in the 2003-2007 Capital Improvement
Plan. He indicated, however, that the upgrade of 210th Street between -Dodd
Boulevard and Kensington Boulevard prior to the opening of the second high
school is being studied by City staff and the engineering consultant, as requested:
by the City Council. He stated that the public hearing for the Chadwick Farm
preliminary plat would likely be held in February or March, 2004.
Mr. Suel added.. that Chadwick Farm would be completed in three or four phases.
Mr. Morey .confirmed that he has had preliminary discussions with the
Metropolitan Council regarding a Comprehensive Plan amendment to bring the
Chadwick :Farm property into the current MUSA.
„The Planning, Commission discussed the proposed street connections to the Wild
Meadow Villas development.
. Commissioner Drotning explained why he felt that it was very important to
construct the Road I to the. plat boundary and clearly identify. it for 'future
extension when the adjacent property to the east develops. He also confirmed
where the future trails would be located. Mr. Rubash stated that the preliminary
plans for Jacquard Avenue identify trails on both sides.
Commissioner Swecker asked how" many different house styles homeowners
would have. to choose from in this .development. Mr. Suel indicated that there
would be approximately 30 different house styles to choose from, mainly 2-story
buildings.
The Planning Commission concurred that this was awell-designed single-family
development.
Commissioner Drotning felt that after the Zoning. Ordinance review process is
complete, the Planning. Commission should review the MUSA Expansion Areas
and the. timing and density of future growth. Mr. Morey indicated that. the City
Council has directed engineering staff to review the availability of sanitary sewer
service in MUSA Expansion Area A in 2005. Mr. Morey indicated that he would
inform the Planning Commission of the results of this study.

ITEM 8. STAFF NOTICES
