HomeMy WebLinkAbout02-19-87 v ~ • • CITY OF LAKEVILLE SPECIAL COUNCIL MEETING FEBRUARY 19, 1987 The meeting was called to order at 7:00 p.m. at Christina Huddleston Elementary School by Mayor Zaun. Roll call was taken. Present: Councilmembers Harvey, Sindt, Enright, Nelson and Mayor Zaun. Also present: Roger Knutson, City Attorney; Darrell Schneider and Daryl Zuelke from Donohue and Associates; and Patrick McGarvey, City Administrator/Clerk. At 7:05 p.m. Mayor Zaun opened the public hearing on the proposed improvement of Ipava Avenue from 173rd Street to 162nd Street and on the improvement of 165th Street west from Ipava Avenue. Mayor Zaun asked the City Administrator to present an overview of the recent development trends in the north part of Lakeville. The City Adminis- trator explained the location and size of several developments that are in the preliminary or final plat stages in the northern part of the city. The City Administrator also attested to the legal notice for the hearing. At this time Mr. Daryl Zuelke, Consulting City Engineer from Donohue and Associates, presented slides showing the project area and the scope of the project proposed for Ipava Avenue and 165th Street. Mr. Zuelke showed slides of the existing road conditions and the topography that would be dealt with, especially at the intersection of Ipava and 165th street. Mr. Zuelke pointed out that the project is being designed to meet Minnesota Department of Transportation's municipal state aid standards, and state aid gas tax money will be used to support part of the project costs on each street that is involved. Mr. Zuelke also showed maps showing the location of the storm sewer improvements necessary to serve the project and the ,watermain and sanitary sewer utility extensions. The engineer pointed out that the proposed width of the 165th Street portion of the project is now 44 feet wide in the urban section with concrete curb and gutter, and the staff is recommending the rural section to be 40 feet wide with asphalt paving and a ditch section. The total estimated cost for the improvements using a part rural section on 165th Street is estimated at $1,457,965. If 165th Street is put in with an all urban section, the cost estimate is $1,665,025. The City Administrator advised those present that the Council would assess the improvements over a 20 year period and estimated the interest rate at approximately eight percent on the unpaid principal. a. ' , • • CITY OF LAKEVILLE SPECIAL COUNCIL MEETING FEBRUARY 19, 1987 At this time Mayor Zaun opened the meeting for questions and comments from the audience. Mr. Brad King, representing School District 194 pointed out that the District had bought their future elementary school site in 1970 north of 165th Street and to the east of the proposed extension of Ipava Avenue. Later in 1970, they added two additional acres for the purpose of accommodating the Ipava Avenue extension. Mr. King pointed out that the Board has some reservations about the proposed alignment of Ipava Avenue and introduced Mr. Roy Anderson from the School's architects. Mr. Anderson presented two site plans which he said indicated that the proposed alignment of Ipava Avenue would cause development problems for the School District for the new elemen- tary school. He requested that the Council consider attempting to move Ipava Avenue further to the west. The City Administrator pointed out the future improvements that will be forthcoming along County Road 46, which is 162nd Street, and how the highway will be widened out by Dakota County to accommodate two lanes of traffic in each direction with possible center lanes for left turns and right turn lanes. He emphasized how important the intersection will become with Ipava Avenue and the future upgraded County Road 46, and the intersection at Ipava Avenue and 165th Street. The Administra- tor also pointed out that Dakota County and Cities of Lakeville and Burnsville are interested in establishing a full access interchange at County Road 46/162nd Street onto I-35, possibly as soon. as 1990 and 1991. Mr. Buss Wierke, member of the School Board, read a statement giving his personal concern for the saf ety to the school district site if Ipava Avenue is constructed as proposed at the hearing. An owner of Parcel 18 on 165th Street asked about how the City would go about acquiring additional right-of-way and saving the trees on her property. The City Attorney, Roger Knutson, explained how the City negotiates and, if necessary, proceeds through condemnation on the road improvement project. The City Administrator brought up the possibility of vacating part of or all of Ionia Avenue on the east side of the School District's property in the future, which would provide some additional development possibility. The owner of the parcel to the east of the School District site was present and indicated that they had 103 acres and had not done any planning on their property as of now for future develop- ment. Councilman Nelson asked the school board members and architect why it would not be possible to place the new elementary school at the south end of their property near 165th Street and put more of the parking lot system and ball fields at the north end of the site to more utilize the topography on the site. 2 • • CITY OF LAKEVILLE SPECIAL COUNCIL MEETING FEBRUARY 19, 1987 87.92 Motion was made by Sindt, seconded by Harvey to continue the public hearing on project 86-15 to the March 16, 1987, council meeting to allow the engineering consultant and staff time to investigate possible alternatives and design of the project. Roll call was taken on the motion. Ayes, Zaun, Harvey, Sindt, Nelson, Enright. At this time, Mayor Zaun recessed the council meeting for five minutes. Mayor Zaun reconvened the council meeting at 9:05 p.m. and opened the public hearing on project 86-16, improvements which benef it the Jewel Acres plat and the Jackson Addition. The City Clerk attested to the legal notice. There was no one present wishing to have a presentation on the project or ask any questions or make comments. 87.93 Motion was made by Enright, seconded by Harvey to close the public hearing. Roll call was taken on the motion. Ayes, Zaun, Harvey, Sindt, Nelson, Enright. 87.94 Motion was made by Harvey, seconded by Sindt to adopt Resolution No. 87-16 ordering the improvement project 86-16, receiving the addendum to the engineering feasibility report, and authorizing the engineering consultant to prepare the appropriate plans and specifications. Roll call was taken on the motion. Ayes, Zaun, Harvey, Sindt, Enright, Nelson. 87.95 Motion was made by Harvey, seconded by Sindt to adjourn the special council meeting.
