HomeMy WebLinkAbout05-02-02 work session i MEETING NOTES PLANNING COMMISSION WORK SESSION THURSDAY, MAY 2, 2002 The Planning Commission Work Session commenced at 6:45 p.m. in the Marion Conference Room. Commissioners Present: Wendy Wulff, Dale Detjen, Karl Drotning, Gerry Grenz, Tom Michaud, Lowell Miller-Stolte, Kerrin Swecker and Jim Punchochar. Staff Present: Planning Director Daryl Morey, Associate Planner Frank Dempsey and David Licht of NAC Also Present: Kevin Sexton, Ray Bohl and Dick Schwake of Farmer's Union Co- Op and Terry Duffy of C & E Managers, Inc. Mr. Sexton introduced the plans for the proposed expansion of the Farmer's Union Co-Op located at 9290- 202"d Street. The plans propose to place the existing overhead bulk storage below ground, remodel and expand the existing building to allow the expanded convenience store, a car wash and a restaurant or other business not yet identified. The existing pump islands would be relocated` to the south side of the property. The existing propane tank and sales would remain. The Farmer's. Union Co-Op representatives first met with City staff in 1997 to discuss their redevelopment plans. The City recommended some site design .changes to meet Zoning Ordinance requirements and discussed .the future plans of 202"d Street based on the 1997 Town Square Plan. The Farmer's-Union Co-Op representatives. met with the Planning Commission at an informal work session on May 6, 1999 to discuss their amended redevelopment plans. The Planning Commission gave some recommendations and advised that the Farmer's Union Co-Op return with those comments incorporated into revised plans. David Licht of Northwest Administrative Consultants (NAC) described his plan review memorandum dated April. 25, 2002 for the Farmer's Union Co-Op plans. The bulk storage and distribution of fuel oil is not permitted in the C-3 District. Mr. Licht stated that the City's. objective is to minimize land use impacts and to eliminate or reduce existing non-conformities. Mr. Licht asked that the Planning Commission to focus on 3 major issues identified in his April 25, 2002 memorandum: • 1) Compatibility with. the adjacent residential area, ie noise, Lights and 24 hour service operation. 2) The location and design of the fuel station and canopy. 3) Allowing the bulk tanks to remain on the property. The Planning Commission and staff raised concerns about the focus of the business to the south side of the property, car wash vehicle stacking and the interrelationship between the convenience store and the restaurant or other adjacent business. The Planning Commission had a dialogue on the bulk tanks and whether the non-conformity should be allowed. to continue. It was also discussed whether allowing the bulk tanks to be placed underground as part of the Conditional Use Permit would grant the_non-conformity permanent status. The Planning Commission consensus was to allow the bulk tanks. to be placed underground as part of the Conditional Use Permit and to relocate the bulk tanks and pump .islands to the north side of the site, with the existing building removed and reconstructed on the south side of the site. The future plans for 202"d Street at Dodd Boulevard was also discussed. The Comprehensive Planshows that 202"d Street would be aligned at an intersection with Kenwood Trail and Icenic Trail and 202"a Street would be a cul-de-sac west of Dodd Boulevard to provide access to the Farmer's Union Co-Op property. The. Farmer's Union Co-Op representatives were advised to consider the future plans for 202"d Street when they plan. A copy of the Comprehensive Plan for District 6 and the Town Square plan were given to the Farmer's Union Co-Op representatives. The meeting adjourned at 8:30 p.m. .x"55©cr'a~e /~/a~r~~ 5 ~i% ~
