Planning Commission Meeting Minutes
DECEMBER 5, 2002
The December 5, 2002. Planning Commission meeting was called to order by Chair
Wulff in the City Hall Council Chambers at 5:OO p.m.
Flag pledge and roll call of members:
Present: Stolte, Swecker, Wulff, Reuvers, Grenz, Drotning, ex-officio Puncochar.
Absent: Detjen
Staff Present: Daryl Morey, Planning Director; Dave Olson, Community &
Economic Development Director; Frank Dempsey, Associate Planner;. Janice
Waataja, Associate Planner; Jay Rubash, Assistant City Engineer; and Penny Brevig,
Recording Secretary.
ITEM 3: APPROVAL OF MEETING MINUTES:
Commissioner Swecker indicated that under Item 6 for Thomas Lundell's CUP
request that Commissioner Grenz's nay vote should state "too much impact to the
lake" rather than "impact to Lake Marion."
. The November 7, 2002 Planning Commission meeting minutes were approved as
amended.
ITEM 4: APPROVAL OF 2005 MEETING SCHEDULE
The 2003 Planning Commission meeting schedule was approved as presented.
ITEM 5: ANNOUNCEMENTS
Mr. Morey introduced Janice Waataja, Associate Planner, to the Planning
Commission.
The following items were distributed to the Planning. Commission members and
staff before tonight's meeting.

meeting motions regarding the South Creek 1St Addition final plat.
2. A copy of the December 7, 2002 "Messages" page regarding the. interchange
- financing study.

ITEM 6: SOUTH CREEK 1ST ADDITION
Chair Wulff opened discussion. to consider the application of Laukka-Jarvis,
Incorporated for a final plat of 45 single-family residential lots to be known as
South Creek 1St Addition.
Joel Cooper from James R. Hill, Inc. was in attendance representing the developer,
to answer any questions the Planning Commission or public may have.
Associate Planner Frank Dempsey presented the planning report. Mr. Dempsey
stated that representatives of Laukka-Jarvis, Incorporated have. submitted an
application and plans for the final plat of 45 single family residential lots to be
known as South Creek 1St Addition. He indicated that the development is located
east of Cedar Avenue, north of Ardmor Village Manufactured Home Park and west
of the Farmington city limits.
Mr. Dempsey stated that the South Creek 1St Addition final plat area is zoned RM-1,
Medium Density Residential District, which allows single-family .homes utilizing
the RS-3 District standards.
Mr. Dempsey indicated that all lots meet the minimum lot area. and lot width
requirements, and the proposed house pads shown on the South Creek 1St Addition
final grading, drainage and erosion .control plan indicates that a1145 lots in the: final
plat .have adequate building pad areas. He stated that there are 6 outlots in the
South Creek 1St Addition final plat, 5 of which will be deeded to the City with the
final plat.
Mr. Dempsey stated that the South Creek 1St Addition streets are outlined in the
November 27, 2002 report. The final plat plans show a 40-foot south half right-of-
way dedication for the westerly 900 feet of proposed 205th Street. Mr. Dempsey
indicated that the developer has obtained a 40 foot north half roadway easement
from the property owner north of the South Creek 1St Addition final plat in order to
accommodate the construction of the 205th Street intersection to Cedar Avenue.
Mr. Dempsey stated that there will be sidewalks on both. sides of 205th Street, the
west side of Gateway Drive and the north side of Gemini Trail. He also indicated
that a landscape plan has been submitted that shows a minimum 4-foot tall berm
and 6 foot tall spruce trees along 205th Street.

• The Parks, Recreation and Natural Resources Committee reviewed the South Creek
1St Addition final plat plans at their December 3, 2002 meeting and their motion of
recommendation .was distributed at tonight's Planning Commission meeting.
Mr. Dempsey stated that should the Planning Commission recommend to City
Council approval of the final plat of South Creek 1St Addition, Planning
Department staff recommends approval subject to the 10 stipulations listed in the
November 27, 2002 planning report.
Commissioner Swecker asked what the parcels adjacent to South Creek 1St Addition
in the City of Farmington were zoned. Community & Economic Development
Director Dave Olson indicated that the 2020 plan shows the adjacent land as rural,
and according. to the Metropolitan Council, it could remain rural/agricultural
through 2030.
Planning Director Daryl Morey indicated that Kevin Carroll, Farmington's
Community Development Director, contacted City staff and requested that City
staff forward copies. of the final plat plans for phases 2 and 3 of the South. Creek
development after they are submitted by the developer and prior to their
consideration by the Planning Commission. Mr. Morey suggested the following
• stipulation be added:
11. Final plat plans for Outlot E of South Creek 1St Addition shall be forwarded
to Farmington prior to consideration by the Planning Commission.
02.142 Motion by Swecker, Second by Drotning to recommend to City Council approval
of the final plat of South Creek 1St Addition, subject to the 10 stipulations listed in
the November 27, 2002 planning report, with the addition of stipulation 11, as
tated above.

ITEM 8. STAFF NOTICES
Mr. Morey indicated to the Planning Commission that City staff has received a
number of phone calls protesting the enforcement of the Zoning Ordinance
requirement prohibiting the outdoor storage and display of products for sale at
motor fuel facilities.. The existing motor fuel facilities approved prior to August 18,
1997 to have outside storage and display expired on August 18, 2002... Zoning
Enforcement Coordinator Leif Hanson contacted the motor fuel facilities owners

and managers regarding compliance with the outdoor storage requirements, which
generated the negative response.
Mr. Morey suggested that in January or February the Planning Commission invite
the owners/managers of the motor fuel facilities to a Zoning Ordinance work
session to get their feedback on outdoor storage/display.
The Planning Commission agreed. Commissioner Puncochar suggested that City
staff see what. other .neighboring cities are doing about. outdoor displays. at motor
fuel facilities before the work session is held. Mr. Morey stated that he will have
that information available prior to the work session.
There being no further business, the meeting was adjourned at 5:25 p.m.
