HomeMy WebLinkAbout09-27-79 • • # CITY OF LAKEVILLE SPECIAL COUNCIL MEETING September 27, 1979 The meeting was called to order at 7:30 p.m. by the Acting Mayor, Duane Zaun. Roll call was taken. Present:. Councilmembers Spande, Curry, Zaun and Nelson. Absent: Mayor Lekson. Also present: Darrell Schneider and LeRoy Nyhus, Consulting City Engineers; and Patrick McGarvey, City Administrator/Clerk. Acting Mayor Zaun opened the public hearing on the proposed utility improvement southeastward along Trunk Highway 50 and for sanitary sewer and water north from T.H. 50 to the .Connelly Mobile Home Park, Project 79.5. Councilman Zaun explained that Mayor Lekson was ill and could not attend the meeting. The City Clerk attested to the proper published and mailed legal notice for the public improvement hearing. Darrell Schneider presented the new revised project cost figures based on the bids received on the project on August 31, 1979. The low construction bid came in at $299,899.50 from Progressive Contractors Incorporated. Mr. Schneider explained that the cost included the sewer extension requested by Paul Krause at the original improvement hearing and added to the project by the City Council after receiving a petition. Mr. Schneider indicated that the cost for this segment of the sewer project would be kept separate throughout the project. There were five citizens present at the public hearing; they were Pat Connelly, Duane Fossum, Tom Green, Paul Krause and Mrs. Liden. Mr. Schneider then showed slides indicating how the proposed project cost would be assessed. He stated that the sanitary sewer and water. north from T.H. 50 to the Connelly Mobile Home Park would be assessed at $47.10 per front foot for each utility based on the estimated cost of the project. He explained that Lot No. 6 located along the frontage road is too low in his opinion to be given gravity sewer service from the new line. Mrs. Liden asked if that lot could receive service in the future off from 173rd Street, and Mr. Schneider stated that the answer was probably no. Mr. Pat Connelly stated that the Connelly Mobile Home Park now has only 60 units, rather than the 69, using the City's calculation. He said the nine units were reduced when the state took some land for their operation. Mr. Schneider stated the cost for the sewer assessment for the extension southeastward along T.H. 50 would be based on the exact cost for that portion of the work. The City Administrator explained that the 1980 City water and sanitary sewer user rates would be 57G per 1,000 gallons for water and 85~ per 1,000 gallons for sewage for all gallons above the first 10,000 gallons each quarter. Mrs. Liden explained that they had sold the Texaco site and do not own 480 front feet along the frontage road anymore. Mr. Schneider explained that the correct property ownership and front foot figures would be obtained prior to the assessment hearing in 1980. Mr. Schneider explained that the project is expected to be finished by December 31, 1979 if awarded by the City Council this evening. Mr. Duane Fossum stated that he was in favor of the project and waited for it for many years. Mr. Krause stated that he was in favor of his ;part of the project and Mr. Tom Green said that the Mills family were in favor of the project for their property. -1- Y • • • CITY OF LAKEVILLE SPECIAL COUNCIL MEETING September 27, 1979 The City Administrator .pointed out that the property owners could save some dollars by paying the Metro and City connection charges before December 31, 1979, as the rates being presented at the public hearing would be increased effective January 1, 1980. 79.460 There being no further questions, motion was made by Curry, seconded by Nelson to close the public hearing. Roll call was taken on the motion. Ayes, Spande, Curry, Zaun and Nelson. Nays, none.. Time: 8:05 p.m. 79.461 Motion was: made by Spande, seconded by Nelson to adopt Resolution No. 79-83 reordering the utility improvement project, No. 79.5. Roll call was taken on the motion. .Ayes, Curry, Zaun, Nelson and Spande. 79.462 Motion was made by Curry, seconded by Spande to adopt Resolution No. 79-84 awarding the contract to Progressive Contractors Incorporated for project 79.5 Roll call was taken on the motion. Ayes,. Zaun, Nelson, Spande and Curry. Nays, none. 79.463 Motion was made by Nelson, seconded by Spande to adjourn the special council meeting. Roll call was taken on the motion.
