HomeMy WebLinkAbout07-02-79 ~ ~ i i CITY OF LAKEVILLE COUNCIL MEETING July 2, 1979 The meeting was called to order at 7:30 p.m. by Mayor Lekson. The pledge of allegiance to the flag was given. Roll call was taken. Present: Councilmembers Zaun, Nelson and Mayor Lekson. Absent: Councilmembers Curry and Spande. Also present: Darrell Schneider, Consulting City Engineer; Roger Knutson, City Attorney; Patrick McGarvey, City Administrator/Clerk; Richard Radermacher, Chief of Police; Steve Michaud, Park and Recreation Director; and James Robinette, Public Works Director. 79.317 Motion was made by Zaun, seconded by Nelson to approve the minutes of the June 7, 1979 special Council meeting and June 18, 1979 regular Council meeting.' Roll call was taken on the motion. Ayes, Lekson, Zaun and Nelson. Nays, none. The minutes of the June 21,.special Council meeting were not ready for approval. 79.318 Motion was made by Zaun, seconded by Nelson to approve the claims for payment as presented. Roll call was taken on the motion. Ayes, Zaun, Nelson and Lekson. Staff reports. Administrator. The City Administrator presented a memo with quotations on the purchase of a sign for Liquor Store 4~2 from the Finance Director. 79.319 Motion was made by Nelson, seconded by Zaun to approve a; purchase order in the amount of $1,280 to purchase a sign for Liquor Store ~2 from Attracta Sign Inc. Roll call was taken on the motion. Ayes, Nelson, Lekson and Zaun. Nays, none. The City Administrator presented a memo from the Finance Director giving information on a donation from Menasha Corporation to the City of Lakeville to be received by the City and forwarded on to the Lakeville Jaycees to help pay the cost of the Aronson Park shelter. 79.320 Motion was made by Zaun, seconded by Nelson to acknowledge receipt of the $1000 donation from Menasha Corporation for the Aronson Park shelter and to authorize payment of $1000 to the Lakeville Jaycees. Roll call was taken on the motion. Ayes, Lekson, Zaun and Nelson. The City Council reviewed a letter from A.D.S. Inc. concerning their delivery of third class mail and the installation of plastic tubes in areas'.. of the city. Mr. Richard Young and Mr. E. Rutten were present to discuss the system with the council. The City Administrator recommended the City Council approve the appointment of Sid Miller as the City's building inspector effective July 16, 1979 at a salary of $18,500 annually. 79.321 Motion was made by Zaun, seconded by Nelson to approve the appointment of Sid Miller as City Building Inspector effective July 16, 1979 with an annual salary of $18,500. Roll call was taken on the motion. Ayes, Zaun, Lekson and Nelson. 79.322 Motion was made by Nelson, seconded by Zaun to receive a letter from Mr. Tom Bell concerning the cost of a city on-sale liquor license. -1- • CITY OF LAKEVILLE COUNCIL MEETING July 2, 1979 Roll call was taken on the motion. Ayes, Nelson, Lekson and Zaun. The Council directed the Administrator to make a proposal concerning the reduction of the on-sale license for the next Council agenda. 79.323 Motion was made by Zaun, seconded by Nelson to receive the minutes from the Planning Commission, Park and Recreation Committee, and Natural Resource Committee meetings. Roll call was taken on the motion. Ayes, Lekson, Zaun and Nelson. 79.324 Motion was made by Zaun, seconded by Nelson to table indefinitely the application of Leonard Bentson for a variance and preliminary plat. Roll call was. taken on the motion. Ayes, Nelson, Lekson and Zaun. 79.325 Motion was made by Zaun, seconded by Nelson to rescind Resolution #79-10 and adopt Resolution 479-56 to grant tax abatement to Owobopte Industries subject to proof being submitted that the building was purchased prior to December 31, 1978. Roll call was taken on the motion. Ayes, Lekson, Zaun and Nelson. 79.326 Motion was made by Zaun, seconded by Nelson to receive the Park and Open Space Plan dated June, 1979. Roll call was taken on the motion. Ayes, Zaun, Nelson and Lekson. 79.327 Motion was made by Nelson, seconded by Zaun to authorize one police officer position effective immediately with the person hired to start at the starting rate of pay. Roll call was taken on the motion. Ayes, Nelson, Lekson and Zaun. 79.328 Motion was made by Zaun, seconded by Nelson to approve the Park and Recreation Committee's recommendation number 79-39 and approve the flying of model planes in Aronson Park under specific rules and regulations. Roll call was taken on the motion. Ayes, Lekson, Zaun and Nelson. 79.329 Motion was made by Nelson, seconded by Zaun to approve the Park and Recreation Committee motion ~~79-40 approving the riding of horses in Ritter Park. Roll call was taken on the motion. Ayes, Zaun, Nelson and Lekson. 79.330 Motion was made by Zaun, seconded by Lekson to authorize the City Civil Defense Director to file applications for state and federal funding for a warning siren system. Roll call was taken on the motion. Ayes, Nelson, Lekson and Zaun. Mr. Darrell Schneider presented a three-year interim sewer plan map dated 1979 to 1981, which he had submitted to the Metropolitan Waste Control Commission. 79.331 Motion was made by Zaun, seconded by Nelson to receive the bids taken on June 29 for the I85th St. sanitary sewer project and the Valley Park 8th Addition Phase II and III improvements. Roll call was taken on the motion. Ayes, Lekson, Zaun and Nelson. The Council discussed the City's purchase offer to George Warweg for additional park land adjacent to Antlers Park. The City Administrator stated that the staff would try to get the state and federal officials to allow the city to use the money on improvements to the existing park. -2- • • CITY OF LAKEVILLE COUNCTL MEETING July 2, 1979 79.332 Motion was made by Lekson, seconded by Nelson to adjourn the Council meeting.
