' CITY OF LAKEVILLE SPECIAL COUNCIL MEETING
April 26, 1979
The meeting was called to order at 7:30 p.m. by Mayor Lekson.
Roll call was taken. Present: Councilmembers Spande, Curry, Zaun, Nelson, and
Mayor Lekson.
Also present: Frank Burg, Consulting City Engineer; Vance Grannis, City Attorney;
and Patrick E. McGarvey, City Administrator/Clerk.
At this time Mayor Lekson opened the public hearing on the proposed water and
sanitary sewer improvement project running north from T.H. 50 to the Connolly
Mobile Home Park area.
Mr. Grannis stated that the proper legal notice had not been published twice in
the official City newspaper and therefore cannot constitute a legal hearing at
this time. He advised the Council that they should reset the hearing for a
later date but that they could go ahead and discuss and present the project to
those in attendance.
Mr. Burg presented slides showing the benefited area and the route of the
proposed water and sanitary sewer lines. Mr. Burg explained that the sanitary
sewer system would require a 250 gallon per minute lift station just south of the
Connolly Mobile Park boundary.
Mr. Burg explained that the total estimated cost for the project is $263,725, and
he reviewed how the proposed estimates would be made to cover those costs now
and for the long term future.
Mayor Lekson opened the meeting for questions and comments from'those~in the
audience.
Mrs. Mahoney asked a question concerning the effect on the Mahoney farm of this
improvement project and its benefit. Mr. Burg explained that he didn't know the
exact size or location of the Mahoney farm being referred to, but that the
project would probably benefit a portion on the westerly side.
Mrs. Lyden questioned the costs per front foot basis for lots 6 and 7.
Mr. Burg answered that the front foot cost would be $23.75 for both the sanitary
sewer and the water.
Mr. Dwayne Fossum representing Acorn Lodge Motel asked about the unit SAC
charges.
Mr. Burg explained how they were arrived at and stated that it was his estimate
for the 20-unit motel and the house involved that the City connection charges
would total $10,835 plus a front foot charge of $47.50 per foot.
Mr. Stewart Mills addressed the Council and introduced Mr. Tom Wurst, their
.Attorney. He also introduced Mr. Tom Green, their Accountant. Mr. Wurst stated
that his client favored the project and would cooperate to get it accomplished.
79.198 Motion was made by Zaun, seconded by Curry to continue and reset the public
hearing for this improvement for May 16, 1979 at 7:30 p.m. in the Council Chambers.
Roll call was taken on the motion. Ayes, Spande, Lekson, Curry, Zaun, and Nelson.
At this time Mrs. Curry reported to the Council on costs for an appreciation
dinner for the persons who serve on the volunteer committees to advise the City
Council. Costs received from the Chart House for a group dinner were $9.95 each
with a menu choice of three meals for a sit-down dinner. This would include
tax and gratuity.
The cost for a buffet dinner would be $8.95 each.
It was recommended that the Council establish the first annual volunteer recognition
dinner to be held on May 23, 1979 beginning at 6:30 p.m. with a cash bar.

79.199 Motion was made by Zaun, seconded by Spande to authorize the recognition dinner
and direct it to be set for May 23, 1979 beginning at 6:30 p.m. at the Chart
House in Lakeville for the citizens serving on the four advisory committees to
the City Council and their spouses.
Roll call was taken on the motion. Ayes, Spande, Lekson., Curry, Zaun, and Nelson.
79.200 Motion was made by Zaun, seconded by Curry to adjourn the Special Council meeting.
Roll call was taken on the motion. Ayes, Spande, Lekson, Curry, 7.aun, and Nelson.
