PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
January 16, 2002
ITEM #1. Call to order.
The meeting was called to order in the Lakeville City Hall Council Chambers at
6:05 PM.
ITEM #2. Roll call.
Present were Committee Members P. Messinger, R. Boldus, J. Berg, L. Lulf, H.
Lovelace, J. Volimas, T. Goodwin, C. Skeps and K. Manias. Also present were
Parks and Recreation Director Steve Michaud, Environmental Resources
Coordinator Barb Moeller and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks and Recreation Advisory Committee
minutes of December 12, 2001.
The minutes of the December 12, 2001Parks and Recreation Advisory
Committee meeting were discussed. There were no additions or corrections and
the minutes were approved as printed.
ITEM #4. Approval of Environmental Affairs Committee minutes of
December 12, 2001.

ITEM #5. Citizen comments.
There were no citizens present for items not listed on the agenda.
ITEM #6. Staff reports and summary of current projects.

The electronic crosswalk sensor signal at the Antlers Park crossing on 205
?
Street has not been functioning properly. The sensor has been shut down until it
is repaired. It can be manually activated with a push button by pedestrians.
Snowmobile trails have been closed due to lack of snow. Lake Marion has
?
been closed to motorized vehicles by the Dakota County Sheriff?s Department
until further notice due to the hazardous ice and open water. Barricades and
signs have been installed at various locations and accesses.
The City survey resulted in great results for the City of Lakeville. We rated
?
#1 in 12 categories over other metro cities. Lakeville was rated highest over all.

ITEM #7. Election of Officers for 2002.
The committee elected officers for 2002.

to nominate Pat Messinger as Chair was made by Boldus and
seconded by Skeps.
Motion
to nominate Bob Boldus as Vice-Chair was made by Berg and

seconded by Volimas.
Motion
to nominate John Berg as Secretary was made by Lulf and seconded

by Lovelace.
Motion passed.
ITEM #8. Committee orientation to new responsibilities as the Parks,
Recreation and Natural Resources Committee.
The goals and responsibilities of the Parks, Recreation and Natural Resources
Committee were discussed. Membership will stand at eight regular members
and one alternate member.
Other items in the packet were briefly discussed. The Wetland Management
Plan is a document containing an inventory of the existing wetlands. The
wetlands will be categorized by function and value. The committee will be given
the opportunity to review and comment when it is complete.
ITEM #9. Review mission statement.
Suggestions are sought for a revised mission statement for the Parks,
Recreation and Natural Resources Committee. The mission statement for the
Environmental Affairs Committee will be mailed to committee members to allow
them the opportunity to review together with the Parks and Recreation Advisory
Committee mission statement. The committee will discuss this at the next
meeting scheduled for February 6, 2002.
ITEM #10. Unfinished business.
There was no unfinished business to discuss at this time.
ITEM #11. New business.
Parks and Recreation Department web page. The committee was provided with
printouts of the Parks and Recreation Department City web page. The web
page is very informative to the public and is being updated as needed.
ITEM #12.Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled
for February 6, 2002 at 6:00 PM.
