CITY OF LAKEVILLE
PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
March 6, 2002
ITEM #1. Call to order.
The meeting was called to order in the Lakeville City Hall Council
Chambers at 6:00 PM.
ITEM #2. Roll call.
Present were Committee Members P. Messinger, R. Boldus, J. Berg, L.
Lulf, H. Lovelace, C. Skeps and T. Goodwin. Also present were Parks and
Recreation Director Steve Michaud and Recording Secretary Pat Vinje.
Unable to attend were Committee Members J. Volimas and K. Manias,
alternate.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee minutes of February 20, 2002.
The minutes of the February 20, 2002Parks, Recreation and Natural
Resources Committee meeting were discussed. There were no additions
or corrections and the minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present for items not listed on the agenda.
ITEM #5. Staff reports and summary of current projects.
The Lakeville Area Schools Art Exhibit will be held at the Arts Center
?
from March 7 ? 29 between the hours of 8:00 AM and 4:30 PM Monday
through Friday. Approximately 170 works of art from grades K-12 will be
on display.
Giant Step Theatre in collaboration with the Lakeville Area Arts Center
?
will present ?The Adventures of Tom Sawyer? from March 8 ? March 25 at
the Arts Center.
ITEM #6. Village Creek Third Addition final plat.
Village Creek, 3rd addition, is part of a multi-phased residential
development located south of Aronson Park and west of Hamburg Avenue.

The 3 Addition proposes to construct 126 townhome units. The Park
Dedication Ordinance requirements were previously met for the entire plat
with the dedication of a major neighborhood park and associated greenway
corridors. As stipulated in the original development contract, developer will
construct all major trails associated with the plat, install sidewalks on
designated residential roadways and complete final grading of the entire
park area.

to recommend to City Council
approval of the Village Creek Third Addition final plat subject to conditions
of the preliminary plat and Planning and Engineering Department staff
reports.

ITEM #7. New member orientation of parks, trails and open
space system plan.
Staff presented an overview of the Parks, Trails and Open Space System
Plan.
Neighborhood parks are defined by a service radius area of ¼ to ½ mile

from the residential area. They range from 8 to 20 acres in size.
Community parks are defined as parks with a minimum of 25 acres
?
which provide facilities or uses targeted for the entire City of Lakeville.
Ritter Farm Park is an environmental community park. It
?
consists of 340 acres and has a variety of uses.
Casperson Park is located on the west side of Lake Marion.
?
The Bury gravel pit consists of 40 acres on the bluffs of Lake
?
Marion which is presently being considered as a future addition
to Casperson Park.
The Northeast Sector Community Park is in the area of Pilot
?

Knob and 170 Street. This property is the Tutewohl property
consisting of 40 acres. The City has received a $295,000 grant
which must be used no later than June 30, 2002. Final approval
of the plat is still needed and on track to be completed.
Trails that are placed along County roads are 10 feet wide and trails
?
within the City along a major arterial are 8 feet wide.
Safe pedestrian crossings will become standard throughout the system.
?
Conservation areas, preserved areas of land, exist within the system
?
such as Rolling Oaks, Zweber Woods, Meadows Conservation Area
and Daniels Addition.
Remaining components of the existing Park, Trail and Open Space
?
Plan includes unique natural resources and wood stands.
It is recommended to update this plan approximately every five years. The
last time was 1999-2000.
Discussion included the following:
Member Skeps asked, are park dedication fees common?
Staff responded, the main source of funding is the park dedication
ordinance and is commonly used by most cities in Minnesota.
Staff further added several park areas were purchased through citizen
approved Park Bond Referendums.
Staff listed several components of the system plan yet to be acquired.
They include a skate park, dog park, community center, aquatics facility,
expansion of Antlers Park, the northeast sector park, Camas/Brantjen
property, woodstands at Highview Avenue/Dodd Boulevard, and several
neighborhood parks and greenway corridors.

Lakeville consists of 38 square miles. Ten percent of the land is a
recommended standard to be set aside as open space.
ITEM #8. Update of City Council action on Park Dedication
Fund.
The Park Dedication Fund was reviewed. Highlights include the following:
A community center for the City of Lakeville was discussed. Mayor
?
Johnson?s goal is to study the feasibility of a community center. The Park
Dedication Fund has $50,000 allocated for a feasibility study. It is possible
a blue ribbon committee will be established to work with staff/professionals
to assist with the feasibility study. Residents, through the bi-annual City
survey, have expressed support for and the willingness to increase taxes
for a community center. There are many issues to address. They include
whether or not to seek a joint venture with a private health club, location,
facility design, etc. and the need or lack of need to continue managing
three beaches. Qualified lifeguards are hard to find and if there is an
aquatic facility built, this issue will need to be addressed.
Further discussion of the Park Dedication Fund focused on Valley Lake
?
Park. The redevelopment of Valley Lake Park has been pushed to
2004/2005. The location of the beach needs to be considered whether it
will stay where it is, be moved or possibly closed. No immediate decision
has been made. The beach will operate as it currently does until the
community center issue is thought out. Consideration to closing access to
Valley Lake from County Road 46 at Galaxie Avenue was discussed. An

option would be to access from 164 Street. Ingraham and Associates will
prepare concept plans to review the proposed alternate access to the site.
The committee discussed the logistics associated with replacing the old
playground. A recommendation was made to install the new playground
this year, however, a temporary or permanent site for the playground would
need to be determined following review of the revised access which will
affect future parking layout and designs.
Lake Villa Golf Estates neighborhood park has been pushed to 2003 for

development. Trails will be built in 2002. Currently there is $250,000 in
funding available.
ITEM #9. Review City Council action concerning proposed
increase for Park Dedication fee.
At a recent City Council work session, staff reviewed various factors and
presented a proposal to increase the current residential park dedication of
$1500.00 to $1585.00. This represents a 5.6% increase. The fee was last
reviewed and increased approximately 21 months ago. City Council
concurred with the recommendation and approved an ordinance

amendment to increase the fee $85.00 per dwelling unit at their March 4
meeting.

ITEM #12.Announcements.
The next meeting of the Parks and Recreation Advisory Committee is
scheduled for March 20, 2002 at 6:00 PM.
