CITY OF LAKEVILLE
PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
May 1, 2002
ITEM #1. Call to order.
The meeting was called to order in the Lakeville City Hall Council
Chambers at 6:00 PM.
ITEM #2. Roll call.
Present were Committee Members P. Messinger, R. Boldus, J. Berg, J.
Volimas, L. Lulf, H. Lovelace, C. Skeps, T. Goodwin and K. Manias,
Alternate. Unable to attend was K. Manias due to an employment
commitment. Also present were Parks and Recreation Director Steve
Michaud and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee minutes of April 17, 2002.
The minutes of the April 17, 2002Parks, Recreation and Natural
Resources Committee meeting were discussed. There was no further
discussion and the minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present at the meeting.
ITEM #5. Staff reports and summary of current projects.

The Ironman Bike Ride event was Sunday, April 28. It is believed
?
many riders chose the 30-mile route due the low temperatures.
2500 - Total number of riders.
5100 - Number of riders that pre-registered.
138 - Registrations the day of the ride.
The City is working on a feasibility study for a central maintenance
?
facility.
The Greenway plat trail staking was inspected earlier in the week.
?
Paving will be completed this summer.
The Tutewohl property, also known as Mallard Shores, is scheduled for
?
the Planning Commission?s second meeting of May
Plans are being considered for future expansion of the Arts Center
?
including a site master plan consisting of paved walkways, structures,
benches, etc. The original architect of the Arts Center renovation, GLT,
has submitted three concept plans for the future expansion of the Arts
Center. The site plan will be considered after the future expansion plan is
chosen.

ITEM #6. St. Frances Woods 8 Addition final plat.

Developer, Dale Pexa, has submitted a final plat for St. Frances Woods 8
Addition. The plat consists of 29 multi-family lots, 5 common area lots and
several outlots. The proposed subdivision is located east of Kenrick
th
Avenue, south of 205 Street, north of Fairfield Business Campus and
th
west of St. Frances Woods 7 Addition.
As part of the St. Frances Woods development, Kensington Park was
established. Kensington Park meets the park area requirements for the
proposed plat. The single family homes have sold well in the development
but the townhomes have sold at a slower pace. The park dedication fee of
$1325.00 per residential unit was in effect at the time the plat was
submitted to the City. The developer will be required to pay a cash
contribution to satisfy the park dedication ordinance requirement. The
payment will be 29 x $1325.00 for a total of $38,425.

to recommend to City Council

approval of the St. Frances Woods 8 Addition final plat and a cash
requirement of $38,425 ($1325 X 29 units) to satisfy the park dedication
requirements in addition to all natural resources requirements detailed in
the Engineer?s report associated with tree preservation, grading, drainage
and erosion control and further recommendations by the Dakota County
Soil and Water Conservation District.

ITEM #7. Unfinished business.

205 Street & Antlers Park crosswalk.

Staff gave the committee an update on the status of the crosswalk at

205 Street and Antlers Park.
Member Berg stated the position of the light on the north side going
west is okay but the drive lane is not. If the light was left where it is, a
post needs to be installed with a button on it.
Berg spoke with Chief Martens and the Lakeville Police Department will
assist with speed control in this area.
Member Berg thanked staff for the update.
ITEM #8. New business.
Annual tour.

The annual Parks, Recreation and Natural Resources Committee tour

is scheduled for Wednesday, June 5 starting at 5 PM from Ritter Farm
Park. A bus will accommodate committee members and interested
Council members. After the conclusion of the tour, pizza and
Parks, Recreation and Natural Resources Committee Page 3

beverages will be served and the regular Parks, Recreation and Natural
Resources Committee meeting will be held.
ITEM #9. Announcements.
The next meeting of the Parks and Recreation Advisory Committee is
scheduled for May 15, 2002 at 6:00 PM.
ITEM #10. Ajournment.
The meeting adjourned at 7:03 PM.
