HomeMy WebLinkAbout06-05 CITY OF LAKEVILLE PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE June 5, 2002 Prior to the official meeting, the Annual Spring Park Tour began at Ritter Farm Park at 5:00 PM. Transportation was provided by Schmitty & Sons. Parks, Recreation and Natural Resources Committee members present included Pat Messinger, Bob Boldus, John Berg, Larry Lulf, Howard Lovelace, Jon Volimas, and Alternate, Kevin Manias. Also present for the tour were City Administrator Bob Erickson, Snowmobile Taskforce Member Gerry Grenz, Community and Economic Development Director Dave Olson, Parks and Recreation Director Steve Michaud and Assistant Parks and Recreation Director Rich Pelletier. Sites included in the tour included th Prairie Lake development off of 185 Street, Klamath Trail, Oak Shores Park, Valley Lake Park, County Road 46 trail, Pilot Knob Road trail, Northeast Community Park/Mallard Shores, Cornerstone/Lake Place, The Greenway Park, Dodd Marsh Park, Village Creek Park, Marion Village Park, Wild Meadows Villas greenway, new Lakeville High School site. The tour concluded and returned to Ritter Farm Park approximately 7:00 PM. Pizza and refreshments were then served to all present. ITEM #1. Call to order. The meeting was called to order in the Environmental Learning Center at 7:30 PM. ITEM #2. Roll call. Present were Committee Members P. Messinger, R. Boldus, J. Berg, J. Volimas, L. Lulf, H. Lovelace, and K. Manias, Alternate. Unable to attend were T. Goodwin and C. Skeps due to other commitments. Also present were City Administrator Bob Erickson, Parks and Recreation Director Steve Michaud, Assistant Parks and Recreation Director Rich Pelletier, Associate Planner Ron Mullenbach and Recording Secretary Pat Vinje. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee minutes of May 15, 2002. The minutes of the May 15, 2002Parks, Recreation and Natural Resources Committee meeting were discussed. A correction listing Tom Goodwin as present was noted. There was no further discussion and the minutes were approved with that change. ITEM #4. Citizen comments. There were no citizens present at the meeting. ITEM #5. Staff reports and summary of current projects. Staff had no additional items to add at this time. ITEM #6. Review of Kenmore Park and Lone Oak Park play structures. Assistant Parks and Recreation Director Rich Pelletier gave an overview of the playground replacement program. He noted surveys were sent to Parks, Recreation and Natural Resources Committee Page 2 June 5, 2002 neighborhood residents near Kenmore Park, Kenreel Park and Lone Oak Park this past winter. The response rate was an astounding 48%. Residents expressed they want playgrounds in their neighborhoods. Various playgrounds were discussed noting the manufacturer for comparison reasons. New play structures manufactured by Big Toys have arsenic free treated wood. When considering playground structures, several factors are considered including price, topography of land and needs of the neighborhood. Committee member Berg asked about playground safety material. Sand will be used at these two sites and fibar added later if needed. Fibar is certified as handicapped accessible. Quotes were received from Burke, Playworld and Miracle. The budget for Kenmore Park is $20,000 and $15,000 for Lone Oak Park. The recommended vendor for both parks is Playworld at a cost of $15,781.82 for Kenmore Park and $11,069.50 for Lone Oak Park. The balance of the budgeted amount will be used for the timber perimeter and site restoration. 02.21 Motion by Manias, seconded by Boldus to recommend approval of the proposed playground structures for Kenmore Park and Lone Oak Park. Ayes ? 7 Nayes ? 0 Motion passed. ITEM #7. Crossroads Sketch Plan. Associate Planner Ron Mullenbach presented an overview of the Crossroads development plan. The Crossroads development is located at the southeast corner of Cedar Avenue and Dodd Boulevard and is being developed by D R Horton and Opus Corporation. The development consists of 230 acres of which there will be 598 total housing units broken down as 141 single family lots, 317 attached townhouse units, 140 senior apartment units. A 100-yard buffer will lie between the single family homes and townhomes. In addition, there will be approximately 182,000 square feet of retail/office commercial space with a 70,000 square foot CUB grocery store; an 800 seat sanctuary church and a 420 student capacity K-6 school. The commercial tenants will front Cedar Avenue and Dodd Boulevard. The development presents only a minor impact with respect to environmental issues. A future park is planned directly south of the proposed development. Greenridge Park is located approximately ½ mile east of this site. Most of this site can be serviced by the standard ½ to ¾ mile service radius area existing with the Greenridge neighborhood park facility. The proposed neighborhood park located directly south is planned to accommodate portions of the Crossroads development and future residents to the south. The developer will be responsible for all sidewalks and commercial 8-foot trails abutting the commercial properties. The City of Lakeville will be responsible for funding all proposed 8-foot trails within the development on residential streets. Proposed trails along County Parks, Recreation and Natural Resources Committee Page 3 June 5, 2002 roads will be a shared cost program between the City of Lakeville and th Dakota County. Traffic signals will be installed at 179 Street and Cedar Avenue at the expense of D R Horton. The preliminary recommendation will be to accept a cash contribution for the entire plat. The estimated park dedication fee is 530 units X $1585/unit = $840,050 for the residential fee requirement and the commercial fee requirement is 41.48 acres X $5,400 = $223,992. The total of the residential and commercial park dedication fee requirement is $1,064,042. In addition, the developer will be required to construct all proposed trails and sidewalks as recommended in the Engineer?s report. The approval process consists of concept plan approval, Environmental Assessment Worksheet review, preliminary and final plat approval. 02.22 Motionby Berg, seconded byLovelace to recommend to City Council approval of the Crossroads sketch plan including a cash contribution in the amount of $840,050 (530 units x $1,585) to satisfy the residential park dedication requirement and $223,992 (41.48 acres x $5,400) to satisfy the commercial park dedication requirement for a total of $1,064,042. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District shall be adhered to. The developer will also be required to construct all proposed trails and sidewalks as recommended in the Engineer?s report. Ayes ? 7 Nayes ? 0 Motion passed. ITEM #8. Wild Meadow Villas final plat. th Wild Meadows Villa plat is approximately 37.91 acres located north of 215 Street and west of Dodd Boulevard. The developer is Progress Land Company. The Parks and Open Space System Plan identifies a future greenway located along the south creek tributary which parallels County Road 70. The proposed park/greenway will start at Dodd Boulevard and head westerly along the southern portion of this plat and intersect with a large wetland area. The wetland area may become future City property and be part of the overall greenway. At the preliminary plat review, the Parks and Recreation Advisory Committee recommended a land dedication of 3.79 acres. In addition, the committee recommended adequate greenway corridors be provided to accommodate future trails. Since the preliminary plat review, the developer has made revisions in the storm water holding ponds which affected the size of the proposed park area. The proposed park area will now be 2.93 acres in size. This is less than the required parkland dedication requirement. In addition to the land, the developer will now be required to pay a cash contribution to satisfy the park dedication ordinance. Parks, Recreation and Natural Resources Committee Page 4 June 5, 2002 The recommended amount is $91,540.00 (128 units X $1,585 = $202,880 residential fee and 2.93 acres x $38,000/acre = $111,340.00 commercial fee given as a credit for a net park dedication fee of $91,540.00.) The developer will also be required to grade the remaining park areas to accommodate typical neighborhood park facilities and the proposed trail corridor. The final grading plan must be approved by the Director of Parks and Recreation. 02.23 Motion by Lulf, seconded by Manias to recommend to City Council approval of the Wild Meadow Villas final plat including a cash contribution in the net amount of $91,540 (128 units x $1585 = $202,880 residential fee) plus (2.93 acres x $38,000 per acre = $111,340 commercial fee given as credit) to satisfy the park dedication requirement. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District shall be adhered to. The developer will also be required to grade the remaining park areas to accommodate typical neighborhood park facilities and the proposed trail corridor.
