The meeting was called to order in the City Hall Council Chambers at 6:03 PM. ITEM #2. Roll call. Present were Committee Members P. Messinger, R. Boldus, L. Lulf, H. Lovelace, T. Goodwin, and C. Skeps. Also present were Assistant Parks and Recreation Director Rich Pelletier, Environmental Resources Coordinator Barb Moeller and Recording Secretary Karla Hartmann. Also in attendance representing Wensmann Homes was Doug Sullivan of Pioneer Engineering. Unable to attend was J. Volimas, J. Berg and K. Manias, Alternate. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee minutes of June 5, 2002. The minutes of the June 5, 2002Parks, Recreation and Natural Resources Committee meeting were discussed. Gerry Grenz was in attendance at the June 5, 2002 Park Tour and should also be listed as Planning Commission Member in addition to Snowmobile Taskforce Member. There was no further discussion and the minutes were approved with that change. ITEM #4. Citizen comments. There were no citizens present at the meeting. ITEM #5. Staff reports and summary of current projects. Rich Pelletier provided the Committee with an update on current projects: ? The Arts Center roof is being replaced. The current roof tiles are being torn off and a stone coated metal resembling tile is being installed. The new material has a 50-year warranty. The cost is approximately $48,000. ? Tennis courts are being constructed at Dodd Trail Park and Bunker Hill Park. Demolition has been completed. The soil at Dodd Trail Park needed to be replaced with corrected subsoil. ? Pan-O-Prog preparations continue. The Pan-O-Prog Soccer Tournament in addition to baseball and softball tournaments at park athletic fields are being held this weekend. ? Tree Trust is working on a project at Ritter Farm Park Environmental Learning Center constructing a block retaining wall to provide a turn-around area. ? The Puppet Wagon and Kamp Kermit programs have begun and beaches are open. There is adequate staffing of lifeguards this year, the best in years. In past years, the opening of aquatic centers has drawn trained lifequards away from beaches but there appears to be an increase of enrollees in lifeguard training programs. Parks, Recreation and Natural Resources Committee Page 2 June 19, 2002 ? The Land of Amazement play structure at North Park was stained th on June 8 by volunteers from Evergreen Community Church. There were approximately 140 volunteers. They did a phenomenal job. ? There is adequate staffing of lifeguards. th ITEM #6. Airlake Development 5 Addition preliminary and final plat. Appro Development and Dick?s sanitation have submitted a preliminary and th final plat for Airlake Development 5 Addition. This plat is located west of th Holyoke Avenue, when extended, and south of CSAH 70 (215 Street). Portions of the plat are located in parts of Airlake Industrial Park that have previously paid all park dedication requirements as part of an agreed upon settlement. Certain portions of Dick?s Sanitation lot have also paid park dedication fees as part of previous administrative subdivisions. Boldus asked about tree preservation. Trees exist on Outlot A which will be developed later. Skeps asked if there was comfort level with respect to the water management plan in the Southcreek Area. Staff responded all requirements have been met. 02.24 Motion by Larry Lulf, seconded by Howard Lovelace to recommend th City Council consider approval of Airlake Development 5 Addition preliminary and final plat. The developer will also be required to meet all natural resources requirements detailed in the Engineering report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District. Ayes ? 6 Nayes ? 0 Motion passed. ITEM #7. Baileys Meadow preliminary and final plat. Wright Homes and Terrain Corporation are the developers of thisplat located south of Dodd Boulevard and east of Flagstaff Avenue. The property consists of approximately 9.89 acres in size. The plat proposes to develop 15 single family lots. The Parks and Open Space System Plan review indicates no park dedication requirements in this area. The park dedication requirement consists of a cash contribution of $23,775 (15 X $1,585) to satisfy the park dedication requirements. In addition, the developer will be required to meet all natural resources requirements detailed in the Engineering report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District. 02.25 Motionby Goodwin, seconded bySkeps to recommend City Council consider approval of Baileys Meadow preliminary and final plat including a cash contribution in the amount of $23,775 to satisfy the park dedication Parks, Recreation and Natural Resources Committee Page 3 June 19, 2002 requirement. The developer will also be required to meet all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District shall be adhered to. Ayes ? 6 Nayes ? 0 Motion passed. ITEM #8. Heritage Walk preliminary plat. Wensmann Realty has submitted application for the preliminary plat of Heritage Walk. The development is located east of Holyoke Avenue and nd north of 202 Street. The area is adjacent Lakeville Police Department and Lakeville Fire Department headquarters. The developer proposes to construct 148 townhomes on approximately 32 acres. The Park and Open Space System Plan indicates there are no proposed park search areas on this property. The park dedication requirement consists of a cash contribution in the amount of $234,580 (148 units X $1,585). The developer will be required to construct five foot wide concrete sidewalks on both sides of Heritage Drive from Holyoke Avenue to Highview Avenue, a five foot wide concrete sidewalk on the west side of Highview Avenue from nd Heritage Drive to 202 Street, a five foot wide concrete sidewalk on the south side of Hollister Drive from Heritage Drive to Highview Avenue. Member Goodwin asked which area was the ghost plat? Barb Moeller responded, the ghost plat is in the northern part of the plat, which will be proposed at a later date for future development. Member Goodwin also inquired about the pending wetland issues that were described in the Engineering report. Ms. Moeller responded that since the report was written last week, the wetland delineator had submitted additional support data to verify the original wetland delineation that is shown on the proposed plans. Both Ms. Moeller and Brian Watson of DCSWCD reviewed the amended wetland report and concurred with the original delineation. There are no proposed wetland impacts. A heavy duty silt fence will be located outside the wetland buffer. Member Messinger asked why the original trail will be 5-foot wide concrete sidewalks as opposed to 8-foot wide bituminous trails? Five-foot wide trails seem narrow. Staff responded the width is most likely part of the Heritage Commons design. The final recommendation for sidewalks and trails can be made with the final plat recommendation. Member Boldus questioned the expected density of the townhome units? Staff responded it would be similar to other townhome environments and be a majority of empty nesters. Member Goodwin expressed concern regarding the drainage facilities. Doug Sullivan, Pioneer Engineering representing Wensmann Homes, stated the size of the ponding was increased to lower the elevation to avoid encroaching in the parking lot. . Parks, Recreation and Natural Resources Committee Page 4 June 19, 2002 02.26 Motion by Boldus, seconded by Goodwin to recommend City Council consider approval of the Heritage Walk preliminary plat including a cash contribution in the amount of $234,580 to satisfy the park dedication requirement. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District shall be adhered to. Developers Al Mehlhorn and John Beatty have submitted a preliminary and final plat for Mehlhorn Beatty Addition. The plat consists of 4 single-family nd lots on approximately 3.73 acres and is located south of 202 Street and east of Kensington Way. The Park and Open Space System Plan does not identify any park search areas. The park dedication requirement consists of a cash contribution of $6,340 (4 X $1,585) to satisfy the park dedication requirements. In addition, the developer will be required to meet all natural resources requirements detailed in the Engineering report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District. Barb Moeller described the plat to the committee. The plat slopes to the ridge. There will be very little impacts to the trees on the site. The plat is in a shoreland overlay district which requires impervious surface restrictions. The proposed plan meets both the tree preservation and the shoreland overlay district requirements. 02.27Motion by Skeps, seconded by Lovelace to recommend City Council consider approval of the Mehlhorn Beatty Addition preliminary and final plat including a cash contribution in the amount of $6,340 to satisfy the park dedication requirement. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District shall be adhered to. Ayes ? 6 Nayes ? 0 Motion passed. ITEM #10. Unfinished business. The closing on the Tutewohl property was expected to close today at 1 PM. The Minnesota Department of Natural Resources has confirmed the City will receive a $90,000 grant to assist funding the Klamath Trail Phase III project in the Orchard Lake area. A neighborhood meeting is scheduled th for 6 PM on Wednesday, June 26 at Orchard Lake Elementary School. ITEM #12. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for July 17 at 6:00 PM in the Marion Conference Room at City Hall. ITEM #13. Ajournment.
