The meeting was called to order in the Marion Conference Room at City Hall at 6:05 PM. ITEM #2. Roll call. Present were Committee Members J. Berg, L. Lulf, H. Lovelace, T. Goodwin, C. Skeps, J. Volimas and K. Manias, Alternate. Also present were Parks and Recreation Director Steve Michaud, Assistant Parks and Recreation Director Rich Pelletier, Environmental Resources Coordinator Barb Moeller and Recording Secretary Pat Vinje. Unable to attend was P. Messinger and B. Boldus. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee minutes of June 19, 2002. The minutes of the June 19, 2002Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen comments. There were no citizens present at the meeting. ITEM #5. Staff reports and summary of current projects. Staff discussed the park dedication budget for 2003-2004. Several projects were discussed. Staff informed the committee that projected revenues for 2002 and 2003 are lower than anticipated and adjustments in planned improvements were being reviewed. Most adjustments to the budget were associated with developer installed trail projects. Certain projects were being rescheduled to the years 2003 and 2004. A more detailed recommendation will be forthcoming. At present, the 2002 budget is approximately $200,000 under projected revenues. ITEM #6. Foxborough Park playground. Per the Capital Improvement Plan, the Foxborough Park playground is scheduled to be replaced in 2002. Rich Pelletier, Assistant Parks and Recreation Director, presented plans and specifications to the committee. He has suggested using a concrete reverse curve vs. wood timbers to border the playground. Concrete has the benefit of lasting longer in addition to the ease of mowing around it. The price difference is approximately $2,000 more for concrete compared to timbers. The recommended playground is manufactured by Miracle Equipment. Their equipment was also installed at Antlers Park and Kensington Park. The posts are metal and the decks are plastic coated metal. The cost estimate is $43,000 and includes the playground equipment, installation, curbing, fibar fall material, draintile and 4? pea rock base. Parks, Recreation and Natural Resources Committee Page 2 July 17, 2002 02.28 Motion by Skeps, seconded by Volimas to recommend approval of the design plans and Miracle Equipment Company for the Foxborough Park playground replacement. Ayes ? 7 Nayes ? 0 Motion passed. ITEM #7. Jeff Belzer CUP Amendment. There are no park issues associated with this plat but it is located in the South Creek Stormwater District. Barb Moeller discussed the expansion of Jeff Belzer?s automobile dealership. The majority of the stormwater flows from the impervious surfaces into treatment basins. The ponding as proposed meets infiltration requirements for South Creek in addition to providing pre-treatment NURP-like basins to provide further water quality and quantity control. During the winter, snow will be stored on the outer basins. The erosion control plan is complete and meets City requirements. The site falls within the Shoreland Overlay District and meets the requirements. Committee member Goodwin expressed concern for the creek during the construction process. Barb responded that this can be added to Dakota County Soil and Water Conservation District?s inspection list during construction in addition to staff inspecting the site during construction. Goodwin also inquired on the status of the creek where restoration work had been done. Barb informed the committee that due to the heavy rain, parts of the area at the first bank blew out at the west end of the restoration project in 2002 but the willow and cottonwood stakes in the remaining restoration area are doing well. It looks like a natural creek system and the temperatures and flow rates are being monitored. 02.29 Motionby Manias, seconded byLulf to recommend City Council consider approval of Jeff Belzer?s request for CUP Amendment as detailed in the Planning and Engineering reports. Ayes ? 7 Nayes ? 0 Motion passed. nd ITEM #8. Greenway 2 Addition final plat. nd The Greenway 2 Addition is a 45.8 acre plat located west of Ipava and nd north of 192 Street consisting of 65 single family lots being developed by Lundgren Brothers Construction, Inc. This development will provide the beginning of a major greenway trail corridor located within the Central st District development area of Lakeville. The Greenway 1 Addition provided 30 acres of open space of which 9 + acres of upland was dedicated to meet the park land dedication requirements. Currently, Phase I of the greenway trail is being constructed. There are no new wetland impacts in this plat. The tree preservation plan is based on the requirements of the preliminary plat. The erosion control plan meets Parks, Recreation and Natural Resources Committee Page 3 July 17, 2002 requirements and the Dakota County Soil and Water Conservation District has reviewed the plat and has recommended the previous recommendations. They also will add this plat to their list of inspections. The trails adjacent to homeowners will be lined with an arborvitae wall, shade trees or a split rail fence. The homeowners will be given a choice of these options after moving in. 02.30 Motionby Goodwin, seconded bySkeps to recommend City Council nd consider approval of the Greenway 2 Addition final plat. All natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District shall be adhered to. The developer is required to construct an nd 8-foot bituminous trail on the north side of 192 Street from Iteri Avenue to County Road 50; an 8-foot bituminous trail connecting Ireton Way and th 190 Street within Outlot C and installation of techny arborvitae plantings on both sides of this trail; an 8-foot bituminous trail within Outlot B, stnd Greenway 1 Addition between Blocks 4 and 5, Greenway 2 Addition connecting Inndale Drive and the greenway corridor trail on the south side of the creek/wetland including a boardwalk crossing of the creek/wetland in addition to installation of techny arborvitae plantings on both sides of this trail segment adjacent to Lot 1-Block 4 and Lot 1-Block 5. The installation of the techny arborvitae plantings is subject to change, per homeowner-staff review of other options available following final grading of adjacent lots. Ayes ? 7 Nayes ? 0 Motion passed. ITEM #9. Oak Heights (a/k/a Riverview) preliminary and final plat. Developers Lundeen and Kathy Bengston have submitted a preliminary and final plat for Oak Heights. The plat consists of six single-family lots on th approximately 7.5 acres and is located south of 175 Street and west of th the 176 Street stub. The plat contains four wetlands of which three are higher quality with the fourth to be filled in. The tree preservation plan proposes to save 74% of the trees and removing 26%. The erosion control plan meets the City requirements. The park dedication requirement consists of a cash contribution of $9,510.00 (6 X $1,585) to satisfy the park dedication requirements. In addition, the developer will be required to meet all natural resources requirements detailed in the Engineering report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District. Parks, Recreation and Natural Resources Committee Page 4 July 17, 2002 02.31 Motion by Lulf, seconded by Lovelace to recommend City Council consider approval of the Oak Heights preliminary and final plat including a cash contribution in the amount of $9,510.00 to satisfy the park dedication requirement. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District shall be adhered to. Ayes ? 7 Nayes ? 0 Motion passed. ITEM #10. Unfinished business. Member Berg asked Barb Moeller for an update on the Adopt A Pond program. She responded the first pond to be adopted is Lee Lake. Neighborhood residents attended a meeting to discuss barley straw treatment. There was a positive response to the program. Jackson Landscape is a partner in the program. ITEM #11. New business. ITEM #12. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for July 31 at 6:00 PM in the Marion Conference Room at City Hall. ITEM #13.
