The meeting was called to order in the Marion Conference Room at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members P. Messinger, R. Boldus, L. Lulf, T. Goodwin, C. Skeps and J. Volimas. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Consultant Andie Moffat of WSB & Associates and Recording Secretary Pat Vinje. Unable to attend was J. Berg, H. Lovelace, K. Manias, alternate. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee minutes of July 19, 2002. The minutes of the June 19, 2002Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen comments. In attendance at the meeting were two cub scouts who were fulfilling a requirement of attending a public meeting to earn their Communications Badge. ITEM #5. Staff reports and summary of current projects. ? Staff informed the committee of the recent resignations of Rich Pelletier, Assistant Parks and Recreation Director and Barb Moeller, Environmental Resources Coordinator. Staff introduced Andie Moffat, from WSB & Associates, who will be a consultant to the City on environmental issues associated with development projects. She will oversee the wetlands study which is currently being compiled with a goal to complete it by year end. ? The AAU National 12 and Under Baseball Tournament had begun. Teams from across the country are playing 200 games in one week on ten fields. ? The paving of the greenway trails in the Greenway plat and Dodd Marsh plat has been delayed due to the rain. nd ITEM #6. Dodd Marsh Highlands 2 Addition final plat. nd D R Horton is requesting approval of Dodd Marsh Highlands 2 Addition final plat. The plat consists of 68 detached townhome lots and 3 outlots nd on 22.78 acres of land known as Dodd Marsh Highlands 2 Addition. The th proposed final plat is located west of Dodd Boulevard and south of 190 Street. Park land was dedicated with the first phase of the development. nd The remaining cash contribution due with the Dodd Marsh Highlands 2 Addition final plat is $59,875.00. The developer is required to construct a five foot wide concrete sidewalk on the east side of Inndale Drive from its Parks, Recreation and Natural Resources Committee Page 2 July 31, 2002 st existing terminus to Dodd Marsh Highlands north to 191 Street and west st along the north side of 191 Street to Inland Trail and then north on the th east side of Inland Trail to 190 Street. 02.32 Motionby Lulf, seconded by Volimas to recommend City Council nd consider approval of the Dodd Marsh Highlands 2 Addition final plat including a cash contribution in the amount of $59,875.00 to satisfy the park dedication requirement. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable, shall be adhered to. The developer is also required to construct a 5-foot wide concrete sidewalk on the east side of Inndale st Drive from its existing terminus in Dodd Marsh Highlands north to 191 st Street, then west along the north side of 191 Street to Inman Trail and th north on the east side of Inman Trail to 190 Street. Lake Place 2 Addition final plat. nd L A Donnelly, Inc has submitted an application to final plat Lake Place 2 Addition which consists of 80 attached townhomes. The plat is located th south of 170 Street and ¼ mile east of Pilot Knob Road. Lake Place final plat consisted of 62 attached townhome units and 5 detached townhome lots which was approved by City Council on September 4, 2001. As a result of the original review by Parks, Recreation and Natural Resources Committee the developer deeded Outlot B which includes a greenway trail corridor on the east side of the creek/wetland. That area consisted of approximately one acre. A cash balance was paid by the developer to satisfy the park dedication fund requirements. The developer is also required to construct an 8-foot wide bituminous trail along the south side of th 170 Street. The greenway corridor trail will be in conjunction with Cornerstone plat located directly to the east. The trail corridor will be constructed in the later phases of both developments, which may be in 2003-2004-2005. 02.33 Motionby Goodwin, seconded by Skeps to recommend City Council nd consider approval of the Lake Place 2 Addition final plat including a cash contribution in the amount of $120,000.00 to satisfy the park dedication requirement. All natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable, shall be adhered to. The developer is required to construct a 10-foot wide bituminous trail on the east and west sides of the creek/wetland within Outlot B, Lake Place with Phase 3 of the development. U S Homes Corporation has submitted a preliminary plat consisting of 77 single family units, 32 twinhome units and 219 attached townhomes. The th property is located north of 185 Street and west of 35 and consists of 162.34 acres. Additional land is available for future development of apartment units and a daycare/office facility. The Parks, Recreation and Natural Resources Committee has reviewed various concepts of the proposed park area. The committee has already reviewed and recommended a proposed master plan. There is $270,000 in reserve for Phase I park development and estimated expenditures to complete park development of up to $400,000 in the future. The park area is approximately 10.3 acres plus wetlands and basins for a total of 13 acres. Approximately 28% of the proposed plat or 46.3 acres of the 162.34 acres is wetland. Andie Moffat, WSB, was available to answer many environmental issue questions. The Environmental Assessment Worksheet has been completed on this plat and the Wetland Conservation Act review is in progress. 02.34 Motion by Goodwin, seconded by Boldus to recommend City Council consider approval of the Prairie Lake preliminary plat including acceptance of Outlot F in addition to a small parcel located across the street as park property to satisfy the park dedication requirement. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable, shall be adhered to. The developer is also required to grade Outlot F in accordance to the approved park-grading plan. The developer also must construct trails and sidewalks as outlined in the preliminary plat. The committee further recommends the homeowners association state a provision in the covenants that prohibits the use of phosphorous in fertilizer applications. Future outlot P will be required to pay a cash contribution at the time of final platting. Ayes ? 6 Nayes ? 0 Motion passed. ITEM #9. Unfinished business. ITEM #10. New business.
