PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
September 4, 2002
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:05 PM.
ITEM #2. Roll call.
Present were Committee Members P. Messinger, R. Boldus, J. Berg, T.
Goodwin, H. Lovelace, L. Lulf and J. Volimas. Also present were Parks
and Recreation Director Steve Michaud, Acting Environmental Resources
Coordinator Mac Cafferty and Recording Secretary Pat Vinje. Unable to
attend was C. Skeps.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee minutes of August 14, 2002.
The minutes of the August 14, 2002 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen comments.
There were no citizens present.
ITEM #5. Staff reports and summary of current projects.
Tennis and basketball courts have been refurbished at Oak Shores

Park and the basketball court at Highview Heights Park.
Committee member Boldus asked the reason beaches are closed prior

to Labor Day. Staff responded the main reason is students in high school
and college are returning to school. The season has been based on 27
years of weather patterns, available funding and most important availability
of staff.
Committee member Volimas asked whether bike trails are easements

or are City owned. He spoke of a resident in Marion Fields 4 Addition
who had placed multiple birdhouses between her lot and the trees behind
her lot at Lakeview Elementary School. There are bird droppings on the
trails most likely resulting from these birdhouses. Staff responded the plat
would be checked and the issue addressed.
ITEM #6. Crystal Knoll preliminary and final plat.
Developer Jerome-Craig Homes, Inc. is developingCrystal Knoll plat which

is located north of 170 Street and west of Ipava Avenue. The plat
consists of a six single family lots. The Parks and Open Space System
Plan does not require a park in this area. Adjacent development, Lynwood
Heights will have a park. Off-street trails are in place along Ipava Avenue.
The tree preservation plan includes saving 31% of 336 significant trees.
There are no wetlands on the property.

02.41 Motion by Lulf, seconded by Lovelace
to recommend City Council
consider a cash contribution to satisfy the park dedication ordinance (6 x
$1585 = $9,510). In addition, all natural resources requirements detailed in
the Engineer?s report associated with tree preservation, grading, drainage
and erosion control and further recommendations by the Dakota County
Soil and Water Conservation District, if applicable, shall be adhered to.

ITEM #7. Prairie Lake final plat.

U S Homes Corporation proposes to develop Prairie Lake 1 Addition to be
located north of CSAH 60 and west of Interstate 35W. The site consists of
a total of 165 acres which will provide single family homes, townhomes and

apartment sites. The 1 Addition plat includes 35 single family homes, 32
twinhomes, 46 townhomes and 24 outlots. Additional property is available
for future development of apartment units and a daycare office facility.
U S Homes Corporation will be dedicating 10.3 acres of upland park
property designated as Outlot K and a small parcel located directly across
the street from the proposed park designated as Outlot E. The two parcels
will satisfy the park dedication requirement. The developer is also required
to grade Outlot F in accordance with the approved park grading plan. The
developer will be required to construct trails and sidewalks as outlined in
the final plat. Further, Outlot X will be required to pay a cash contribution
at the time of final platting.

to recommend City Council
consider accepting the proposed 10.3 acres in Outlot K and a small parcel
known as Outlot E located directly across the street from the park to satisfy
the park dedication requirement. In addition, all natural resources
requirements detailed in the Engineer?s report associated with tree
preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable, shall be adhered to. The developer is also required
to grade Outlot F in accordance with the approved park grading plan. The
developer will be required to construct trails and sidewalks as outlined in
the final plat. The committee further recommends the homeowners
association state a provision in the covenants that prohibits the use of
phosphorous in fertilizer applications and construct a 5-foot concrete
sidewalk on the north side of Lafayette Way between Lake Forest Drive
and Kings Way Path. Further, Outlot X will be required to pay a cash
contribution at the time of final platting.

ITEM #8. Unfinished business.
Staff commented on the Parks and Recreation Department 2001
-
Annual Report.
Staff responded to the committee?s question from their previous
-
meeting concerning the resignation of Kevin Manias as an alternate
from the committee. City Council will decide whether or not the position
will be filled or the committee size reduced.
Committee Member Larry Lulf expressed interest in not renewing his
-
position on the committee at the end of his term in December 2002.
New playground structures are replacing older structures at Kenmore
-
Park and Lone Oak Park. Other parks receiving replacement
playground structures include Foxborough Park, Valley Lake Park and
a new playground structure is to be installed in Marion Fields Park. The
Valley Lake Park playground was discussed. Miracle Recreation will
provide the playground which has been designed for 2-5 and 5-12 year
olds. It will be located in the northwest corner of Valley Lake Park.
This will be a permanent location and will not be affected by relocation
of the beach in the event it happens.
ITEM #9. New business.
There was no new business to report at this time.
ITEM #10. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for September 18 at 6:00 PM in the Council
Chambers at City Hall.
ITEM #11. Adjournment.
The meeting adjourned at 7:15 PM.
