PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
September 18, 2002
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members P. Messinger, R. Boldus, T. Goodwin,
C. Skeps, H. Lovelace, L. Lulf and J. Volimas. Also present were Parks
and Recreation Director Steve Michaud, Environmental Resources
Consultant Andie Moffat of WSB & Associates and Recording Secretary
Pat Vinje. Unable to attend was J. Berg.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee minutes of September 4, 2002.
The minutes of the September 4, 2002 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved noting correction of 27 years of weather patterns with respect to
the closing of beaches.
ITEM #4. Citizen comments.
There were no citizens present.
ITEM #5. Staff reports and summary of current projects.
Committee member Pat Messinger commented the seal-coating of the
?
trails looked very good. She inquired about continuing the trail at Bunker
Hill Park to the tennis court area. Staff indicated it may be done yet this
year.
ITEM #6. South Creek (a/k/a Laukka Jarvis) preliminary plat.
Developer, Laukka-Jarvis, Inc. have submitted an application for the
preliminary plat of South Creek. The proposed preliminary plat consists of
146 single family lots on 87 acres located north of Ardmor Village
Manufactured Home Park east of Cedar Avenue. The average lot size is
13,300 square feet. There are 644 significant trees within the plat of which
465 will be removed and 28% will be saved. A neighborhood park is
planned for the north side of the South Creek development and the south
side of the adjacent property to the north. The South Creek final plat will
dedicate 4.20 acres of land to satisfy the park dedication requirement. The
required amount of park dedication is 10% or 8.7 acres. The difference will
be accepted as a cash contribution and determined with the final plat of
Phase I. The committee emphasized the importance of adding an
additional five plus acres of park land to the proposed park. The additional
land will be added to the north side of the proposed park at such time the
property to the north is developed. This recommendation is consistent with
meeting future park needs as identified in the approved Parks and Open
Space System Plan. The plat contains 12.5 acres of wetland. The

Wetland Conservation Act rules changed one week prior to the submission
of this plat. The plat is short .2 acres of public value credit, which the
developer will need to make adjustment for. The wetland mitigation edges
are straight and will need to be modified to an irregular shape. Committee
member Goodwin questioned measures to be taken regarding buffer areas
and protection from homeowner encroachment. Consultant Andie Moffat
responded the buffers are in City permanently owned outlots. The City has
placed buffers along the wetlands. Buffers are 17 feet in width and
management is challenging. Goodwin recommended educating residents
regarding the policies for protecting buffer areas and wetlands through the
Messages page and neighborhood letters.
02.43 Motion by Skeps, seconded by Lovelace
to recommend City Council
consider accepting 4.2 acres of land in Outlot A to satisfy the park
dedication requirement for South Creek preliminary plat. Grading and
seeding of the park land shall be completed to Parks Department
specifications and approved by the Parks and Recreation Director. A cash
contribution, for the difference between the park land dedicated and the
required 10%, will be required with the approval of the final plat. It is
further recommended the developer construct an 8-foot trail along the north
side of Street A to Cedar Avenue to the northern plat boundary, construct a
trail along the east side of Cedar Avenue from the terminous of the existing
trail on County Road 50 to the plat?s northerly access road, construct a
sidewalk along the south side of Street A from Cedar Avenue to its
northern boundary, construct sidewalks on one side of Street G, C, D, E
and portions of Street F. In addition, all natural resources requirements
detailed in the Engineer?s report associated with tree preservation, grading,
drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable, shall be adhered
to including meeting the wetland mitigation requirements.

ITEM #7. Unfinished business.
There was no unfinished business to report at this time.
ITEM #8. New business.
The committee discussed the issue of buffers and wetlands when

reviewing the South Creek preliminary plat. Member Goodwin
recommended educating residents regarding the policies for wetlands and
buffers through the Messages page and neighborhood letters. Consultant
Andie Moffat listed various communities that use buffer monuments in such
cases. Staff will bring this issue to the attention of involved City staff and
report back to the committee.

to recommend development of
a marketing program by the Acting Environmental Resources Coordinator
for the purpose of educating and informing the public of the policies
regarding outlots and wetland buffers.

Staff distributed a draft of a boat launch policy for Casperson Park to

the committee for review. This topic will be an agenda item for the next
meeting.
The committee received a listing of the members and current terms of
?
office for their reference.
Staff shared a letter received from a resident concerning dirt bike
?
tracks. Member Skeps asked what the City could provide to youth with an
interest in skateboarding, BMX biking, etc. Staff commented a community
center in the future may or may not be the place to accommodate such
activities. BMX racing in neighborhood parks is not identified as an
approved park use in the Open Space System Plan.
Staff shared information concerning the Bury property along the bluffs
?
near Casperson Park. Recently, trees were removed from the property
along the bluffs. This action was in violation of DNR protected bluffs and
City code. Citations to the parties involved have been issued. Committee
member Goodwin expressed concern over the City pursuing citations. The
City Attorney is preparing a formal complaint. The committee has
requested an update for the next meeting regarding this matter.
The committee has also requested anupdate regarding the inspection

of River City Asphalt & Mining gravel operations on 205 Street.
ITEM #9. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for October 9 at 6:00 PM in the Council Chambers
at City Hall.
