HomeMy WebLinkAbout11-06 CITY OF LAKEVILLE PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE November 6, 2002 ITEM #1. Call to order. The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members R. Boldus, J. Berg, C. Skeps, T. Goodwin, and H. Lovelace. Also present were Parks and Recreation Director Steve Michaud and Recording Secretary Pat Vinje. Unable to attend were P. Messinger, L. Lulf and J. Volimas due to employment commitments. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee minutes of October 9, 2002. The minutes of the October 9, 2002 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen comments. There were no citizens present at the meeting. ITEM #5. Staff reports and summary of current projects. The installation of the playground at Valley Lake has begun. ? The playground has been installed at Marion Fields. ? rd ITEM #6. Hosanna! Lutheran Church 3 Addition preliminary and final plat and CUP amendment. Hosanna Lutheran Church has submitted an application for vacation of rd public easements, preliminary and final plat known as Hosanna 3 Addition and an amendment to conditional use permit number 96-01 to allow an expansion to the Hosanna Lutheran Church parking lot for the purpose of accommodating an expansion of the church sanctuary for an additional 300 seats to an existing 1500 seat sanctuary now under construction. Total seating in the sanctuary would then be for 1800 persons. The site previously paid park dedication fees and is not required to pay any additional park fees. Committee members noted a storm-water pond located in the northwest corner of the site appears to have severe erosion problems. It was also questioned who is monitoring the landscape plan? The committee requested an update from staff regarding the pond and landscape plan. 02.50Motionby Goodwin, seconded by Berg to recommend City Council rd consider approval of the Hosanna! Lutheran Church 3 Addition preliminary and final plat and CUP amendment. Park dedication ordinance requirements have been previously met. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control, wetland management Parks, Recreation and Natural Resources Committee Page 2 November 6, 2002 recommendations and further recommendations by the Dakota County Soil and Water Conservation District, if applicable, shall be adhered to. Furthermore, approval is subject to staff addressing erosion issues of the storm water pond on the northwest corner of the site. Ayes - 5 Nayes ? 0 Motion passed. th ITEM #7. Marion Village 4 Addition preliminary and final plat. Paul Kempf has applied for a vacation of a portion of platted right of way of Bayview Avenue in a preliminary and final plat of one lot and one block to th be known as Marion Village 4 Addition. A small wetland was donated th near the north boundary of Marion Village 4 Addition property. The delineated wetland will be placed within an outlot also known as Outlot A and will be deeded to the City. The final plat will be required to pay a park dedication fee. The fee will be one lot at $1585. 02.51 Motion by Skeps, seconded by Goodwin to recommend City Council th consider approval of the Marion Village 4 Addition preliminary and final plat including a cash contribution in the amount of $1,585 (1 lot x $1,585) to satisfy the park dedication requirement. Ayes - 5 Nayes ? 0 Motion passed. ITEM #8. Lundell bluff CUP. Thomas Lundell has submitted plans and an application for a conditional use permit to allow the construction of an addition to their existing non-conforming single-family home located at 17070 Judicial Road. There are no park dedication requirements. Planning and Engineering staff have recommended several items which are included in their reports and is recommending approval contingent the applicant meeting all of the requirements. 02.52 Motion by Berg, seconded by Skeps to recommend City Council consider approval of a conditional use permit for Thomas Lundell for the purpose of an addition to the existing single family home located at 17070 Judicial Road. There are no park dedication ordinance requirements associated with this request. In addition, all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable, shall be adhered to. ITEM #10. New business. There was no new business to report at this time. ITEM #11. Announcements. The first meeting in December is scheduled for Tuesday, December 3. The annual Appreciation Dinner is scheduled for Wednesday, December 4 and will be held at the Lakeville Area Arts Center. ITEM #12. Adjournment. The meeting adjourned at 7:23 PM.
