CITY OF LAKEVILLE
PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
February 5, 2003
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members J. Berg, C. Skeps, T. Goodwin, P.
Messinger, J. Volimas and H. Lovelace. Also present were Parks and
Recreation Director Steve Michaud, Environmental Resources Coordinator
Mac Cafferty and Recording Secretary Pat Vinje. Unable to attend was R.
Boldus due to employment commitments.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee minutes of January 22, 2003.
The minutes of the January 22, 2003 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen comments.
There were no citizens present at the meeting.
ITEM #5. Staff reports and summary of current projects.
The ice remains open on Lake Marion. The Dakota County Sheriff has

not lifted the motorized vehicle restriction on Lake Marion or Orchard Lake.
Steve McComas of Blue Water Science has installed flow meters in Lake
Marion in an attempt to determine why the lake is not freezing.

Snowmobile trails at Murphy Hanrehan/185 Street and Ritter Farm

Park are closed to assist with preventing snowmobilers from proceeding
onto Lake Marion. The Park and Ride lot at Casperson Park is also
closed.
ITEM #6. Lakeville Family Housing Third Addition preliminary
and final plat.
The Dakota County Community Development Agency (CDA) has submitted
an application for the preliminary and final plat of Lakeville Family Housing
Third Addition, which consists of one lot on one block with 40 attached
townhome units on 5.60 acres of land located west of Iberia Avenue, west

of UBC, and south of 203 Street. In conjunction with the preliminary and
final plat, the developer is also requesting rezoning of the plat area to PUD,
Planned Unit Development District. The subject property is zoned RM-1,
Medium Density Residential District. The developer will be required to pay
a park dedication fee of $1585 per unit. The project proposes to construct
40 units resulting in a required park dedication fee of $63,400.00. There
are no wetlands on the site but there are 22 trees of which 13 will be
removed. Committee member Goodwin inquired about the estimated
number of children to be living in the development with respect to

availability of a playground. Staff responded the nearest park is Jaycee
Park which is approximately one block away. In addition, a playground is
planned on site as part of this development. Committee member Berg
asked if there were any concerns, questions or comments from the
neighborhood. Staff indicated there were no comments noted.
03.07 Motion by Messinger, seconded by Volimas
to recommend City Council
consider approval of the Lakeville Family Housing Third Addition
preliminary and final plat including a cash contribution in the amount of
$63,400 (40 units x $1585) to satisfy the park dedication requirement in
addition to all natural resources requirements detailed in the Engineer?s
report associated with tree preservation, grading, drainage and erosion
control and further recommendations by the Dakota County Soil and Water
Conservation District, if applicable, shall be adhered to. The committee
further recommends the Dakota County Community Development Agency
(CDA) prohibit the use of phosphorous in fertilizer applications in their
landscape maintenance plan.

Motion passed.
ITEM #7. Review of comprehensive trail system plan.
Staff discussed the comprehensive trail system plan. The most recent plan
was completed in 1999 and is updated every five years. Staff outlined the
various classifications of streets and associated trail requirements. Staff
spoke of the agreement between the City and County whereby the City
pays 45% of the trail cost and the County pays 55%. Committee member
Goodwin stated he felt there was a need for prairie restoration in the 17
and 50 foot buffers where trail corridors may be developed. Committee
member Skeps asked the criteria for trail lighting. Staff replied the
greenway corridors and high capacity major collectors are lit. The cost is
approximately $2,500 per light and lights are placed every 250 to 300 feet.
ITEM #8. Unfinished business.
Review revised park dedication fee proposal.

City Attorney, Roger Knutson, has recommended the City consider the
park dedication fee be based on the value of undeveloped residential land
in Lakeville. Typically, the City tries to maintain a park dedication fee at
about mid-range when compared to surrounding communities and
communities of equal size. Unfortunately, Lakeville has slipped to one of
the lower fees when compared to equal cities. The value of land in
Lakeville has increased dramatically in recent years. The City should
consider establishing a park dedication fee formula based on undeveloped
residential land values. Committee members discussed establishing a
base land value of at least $50,000 per acre. Using this base value would
establish a per acre park dedication of $5,000 utilizing the 10% formula.
The committee strongly supports adjusting the base land value annually.

ITEM #9. New business.
Staff discussed new City wells to be placed northwest of Dodd Boulevard
near Gerdine Path close to Bunker Hill Park and also at North Park.
ITEM #10. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for February 19, 2003 at 6:00 PM in the Council
Chambers.
ITEM #11. Adjournment.
The meeting adjourned at 7:35 PM.
