The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members B. Boldus, J. Berg, C. Skeps, T. Goodwin, P. Messinger, and H. Lovelace. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje. Unable to attend was J. Volimas due to a family committment. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee minutes of February 5, 2003. The minutes of the February 5, 2003 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen comments. There were no citizens present at the meeting. ITEM #5. Staff reports and summary of current projects. Orchard Lake is now open to motorized vehicles but Lake Marion ? remains closed. ITEM #6. Creekside Village preliminary and final plat. M.W. Johnson Construction is requesting approval of the preliminary and final plat of Creekside Village, which consists of 17 single family lots on four blocks and two outlots on approximately 13.07 acres of land located north of Dodd Boulevard and west of Foliage Avenue. Parks and open space system plan identifies a trail connection between Foliage and Fairfield Park. The developer will be required to locate, grade and install a 10? trail between Foliage Avenue and Fairfield Park. A pedestrian trail bridge crossing will also be required. The trail would continue through Fairfield Park to the existing trail crossing in Fairfield Park between Galena Avenue and Garland Way. The City will reimburse the developer for the cost of the trail base materials and bituminous paving. Rough grading of the trail will be required as part of the overall plat grading process. Staff is recommending a cash contribution of $1,585 per lot x 17 lots = $26,945.00. Committee member Skeps questioned if the impervious surface requirements of the plat would change in the future when the remaining property was developed and/or Dodd Blvd. was urbanized. Staff responded the right of way, required for Dodd Blvd., is set by the county and planning staff takes into account all future development and right of way when calculating percentages of impervious areas associated with the development. Parks, Recreation and Natural Resources Committee Page 2 February 19, 2003 03.08 Motion by Boldus, seconded by Messinger to recommend City Council consider approval of the Creekside Village preliminary and final plat including a cash contribution in the amount of $26,945 (17 lots x $1585) to satisfy the park dedication requirement. The developer will be required to construct all trails and sidewalks as outlined in the Planner and Engineering reports. The developer will be reimbursed by the City for final grade preparation, base materials and bituminous surface materials. Trail rough grading as part of the overall plat grading is not reimbursable. The developer will install at his cost all required sidewalks. In addition, the developer is required to follow all natural resources requirements detailed in the Engineer?s report associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable, shall be adhered to. Ayes - 6 Nays - 0 Motion passed. ITEM #7. Unfinished business. There was no unfinished business to discuss at this time. ITEM #8. New business. There was no new business to discuss at this time. ITEM #9. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for March 5, 2003 at 6:00 PM in the Council Chambers. ITEM #10. Adjournment.
