PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
March 5, 2003
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members B. Boldus, J. Berg, C. Skeps, T.
Goodwin, P. Messinger, J. Volimas and H. Lovelace. Also present were
Parks and Recreation Director Steve Michaud and Recording Secretary
Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee minutes of February 19, 2003.
The minutes of the February 19, 2003 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen comments.
There were no citizens present at the meeting.
ITEM #5. Staff reports and summary of current projects.
Bids were received for the Klamath Trail trail project on Tuesday, March
?
4th. The low bid was approximately $280,000 and submitted by Friedges
Landscaping, Inc.
ITEM #6. Review and recommend park dedication ordinance
revisions and make recommendation to City Council.
The Parks, Recreation and Natural Resources Committee reviewed the
park dedication ordinance at the February 5, 2003 meeting. At that
meeting, the committee recommended establishing a per acre land value
for single-family residential property of $50,000. Since that time, staff has
reviewed land values for multi-family residential property and is
recommending a per acre value of $60,000.
Hypothetically, utilizing the per acre land value above, the park dedication
fee per dwelling unit would be as follows:
Single Family Residential Property
Land value of $50,000 x 10% = $5,000
$5,000 divided by 2.5 dwelling units per acre = $2,000
Multi Family Residential Property
Land value of $60,000 x 10% = $6,000
$6,000 divided by 3.5 dwelling units per acre = $1,714 or per dwelling unit

Member Skeps asked if the $50,000 per acre figure is accurate. Staff
responded the range is $30,000 to $70,000 in Lakeville as compared to
$100,00 per acre in Eagan for undeveloped raw land.
Committee members expressed a concern about increased cost of
developing park facilities, especially the extensive number of trails being
constructed to meet the needs of new residents moving into the
community.
ITEM #6. Review and recommend park dedication ordinance
revisions and make recommendation to City Council.
03.09 Motion by Skeps and seconded by Messinger
to recommend City
Council consider establishing a 2003 base land value for single family
residential property of $50,000 per acre and a base land value of $60,000
for multi-family property for the purpose of establishing a per dwelling unit
park dedication fee of $2,000 per acre for single family residential property
and $1,714 per dwelling unit for multi-family residential property. This is
based on a 10% value of the base land value divided by the average units
per acre. It was further recommended the new fee would become effective
immediately upon passage by City Council. Plats that have received final
plat approval would be subject to the old fees and plats approved after City
Council approval would be required to pay the new fees.
Ayes - 7 Nays - 0
Motion passed.
ITEM #7. Unfinished business.
Staff updated the committee on the proposed Prairie Lake Park. An
amount of $231,000 has been allocated for building this park. Currently,
the road accessing the park area will not be completed until July. It is
possible this park project may be put on hold.
ITEM #8. New business.
Staff briefly updated the committee on the Ironman Bike Ride.
ITEM #9. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for March 19, 2003 at 6:00 PM in the Council
Chambers.
ITEM #10. Adjournment.
