The meeting was called to order in the Council Chambers at City Hall at 6:03 PM. ITEM #2. Roll call. Present were Committee Members J. Berg, C. Skeps, T. Goodwin, P. Messinger, J. Volimas and H. Lovelace. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty, Environmental Technician Ann Messerschmidt and Recording Secretary Pat Vinje. Guest speaker included Steve McComas of Blue Water Science. Unable to attend was Robert Boldus. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee minutes of April 2, 2003. The minutes of the April 2, 2003 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. The Maintenance Division is operating full force with the warm ? weather. The Ironman Bike Ride was successful with 4,600 registrations of ? which 560 were the day of the ride. nd ITEM #6. Mallard Shores 2 Addition final plat. Mallard Shores plat is located on the northeast corner of Pilot Knob and th 170 Street. The site is approximately 40 acres. The original plat proposed to construct 180 townhouse units. The Park Dedication requirements included credits for the park of the Tutewohl mediated settlement. The developer is now requesting final plat for all the remaining lots in the sub-division. As a result, the developer will be required to pay the final park dedication fee of $79,500. The developer will be required to grade the greenway trail corridor bench on the entire east side of the plat th from 170 Street north to the proposed park parking lot. The developer also mined gravel from the south part of Tutewohl park property and will be required to complete fill, grading and seeding of the entire site as soon as possible but no later than September 15. The City is waiting to pave the th trail along 170 Street and Pilot Knob Road until discussion is complete on County road issues. Committee member Goodwin questioned the non-compliance of the outstanding issues associated with the first addition improvements which need to be resolved. Staff indicated the fine grading was not done but would be completed by the developer. Parks, Recreation and Natural Resources Committee Page 2 April 30, 2003 03.18 Motion by Goodwin and seconded by Messinger to recommend City nd Council consider approval of the Mallard Shores 2 Addition final plat including a cash contribution in the amount of $79,500 based on 110 dwelling units x $1325 less credits of $41,491.93 and $24,758.07 to satisfy the park dedication requirement. The developer will be required to complete trail base and or bench grading th for trails along Pilot Knob Road, 170 Street and the entire east side of the plat through the greenway adjacent the lake. The developer will also be required to construct private 8-foot wide bituminous trails at two locations along Edinburg Way to provide connections to the future trail on the west side of the lake. Furthermore, the developer will be required to complete fill, grading and seeding of the entire site where gravel was previously mined prior to September 15, 2003. In addition, the developer is required to follow all natural resources requirements detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable, shall be adhered to. The committee further recommended the developer shall comply with any outstanding issues associated with this plat. Ayes - 6 Nays - 0 Motion passed. ITEM #7 Blue Water Science 2001 Lake Project wrap-up and 2003 work proposal. Steve McComas, Blue Water Science, presented an update on the lake projects within Lakeville for 2002. Valley Lake ? The use of barley straw helped achieve an excellent clarity of water. The phosphorous level has been lowered. The barley straw program will continue in 2003. Lee Lake ? Residents living on or near Lee Lake participated in the barley straw program. The amount of barley straw per acre will be increased. There is growth of curlyleaf pondweed present. Orchard Lake ? Homeowners have been involved in the removal of curlyleaf pondweed in addition to the harvesting done by the City. Lake Marion ? There is a small quantity of curlyleaf pondweed in a few areas of Lake Marion. Eurasian watermilfoil has been present since 1998 but has retreated somewhat. The Adopt A Pond program will continue in 2003 as it benefits fisheries and wildlife. ITEM #8. Unfinished business. There was no unfinished business to report at this time. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for June 4, 2003 at 6:00 PM in the Council Chambers. ITEM #11. Adjournment. The meeting adjourned at 6:38 PM.
