The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members R. Boldus, J. Berg, C. Skeps, J. Volimas and H. Lovelace. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty, and Recording Secretary Pat Vinje. Guest speakers included Mayor Bob Johnson and City Administrator Robert Erickson. Unable to attend was P. Messinger and T. Goodwin. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee minutes of April 30, 2003. The minutes of the April 30, 2003 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #11. 2003-2007 CIP. Mayor Bob Johnson and City Administrator Robert Erickson spoke to the committee regarding the park development fund which is a component of the Capital Improvement Program (CIP). The addition of $500,000 to the park development fund resulted in the reprioritizing of several projects. The shift in funding priorities is to provide funding toward land acquisition for a community center. The 2001 resident survey revealed strong support from Lakeville residents for a community center. Overall, 70% of residents show support vs. 21% being opposed to a community center. In Independent School District 196 (Valley Park), 71% of residents support vs. 22% opposed. There is 89% support vs. 5% opposition in Independent School District 192 (Farmington). The park development fund is replenished through park dedication fees and grant funds. City Council is presently considering use of trunk storm funding to assist with the acquisition of wetlands and buffer areas throughout the community. Commercial development in Lakeville will also benefit the park development fund. Recent legislative action affecting the City budget was outlined. The City of Lakeville has lost $656,000 in Market Value Homestead Credits, $500,000 in Local Government Aid for 2004. Cuts to the budget have been instituted for the remainder of 2003 and legislative action will also affect 2005. The City maintains a per capita spending rate of $299 vs. the average of $600 in other cities. Committee members thanked Mayor Johnson and City Administrator Erickson for taking the time to share this information. 03.19Motion by Berg and seconded by Skeps to recommend to City Council support of the 2003-2007 CIP. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. Staff had no additional comments at this time. rd ITEM #6. Greenway 3 Addition final plat. rd Lundgren Construction, Inc. has submitted an application for Greenway 3 Addition consisting of 42 single-family residential lots. The area represents approximately 18.95 acres of land and is located northeast of Kenwood Trail. Approximately 30 acres of open space of which 9+ acres of upland was dedicated with the Greenway 1st Addition. As part of the Greenway rd 3 Addition, the developer will be required to rough grade and restore the trail corridor and coordinate with the City the paving of the trail dependent on available funds. When the trail is constructed, the City will reimburse the developer the cost of base materials and bituminous paving. The developer will be required to provide screening between the proposed new homes and the greenway trail corridor access located between Blocks 3 and 4. Landscaping must be approved by the Parks and Recreation Director. 03.20 Motion by Skeps and seconded by Volimas to recommend City Council rd consider approval of the Greenway 3 Addition final plat. The park dedication requirement was previously met with the dedication of the st greenway corridor trail area within Outlot B of The Greenway 1 Addition. The developer will be required to coordinate with the City, the installation of the greenway trail. The developer will be required to rough grade and restore the trail corridor and coordinate the paving of the trail with the City dependent on available funding. The developer will be required to landscape the area between homes adjacent the trail access. Landscaping to be approved by Parks and Recreation Director. In addition, the developer is required to follow all natural resources requirements detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes - 5 Nays - 0 Motion passed. Parks, Recreation and Natural Resources Committee Page 3 June 11, 2003 rd ITEM #7 Spring Hill 3 Addition final plat. Country Joe Inc. is requesting final approval for 11 lots on 3 blocks to be rdth known as Spring Hill 3 on 4.66 acres located south of 185 Street and nd west of Ipava Avenue. The park dedication requirement of Spring Hill 2 Addition consisted of 2.6 acres of upland with some wetland and ponding areas. The park/conservation area is the start of the Central District greenway corridor. The developer was required to construct a 10-foot wide bituminous trail through the greenway property dedicated as park and also th a 10-foot trail along the west side of Ipava Avenue from 185 Street to the south plat boundary, which was completed. The greenway trail was rough graded in 2002 and is required to be paved this year. 03.21Motion by Volimas and seconded by Skeps to recommend City Council rd consider approval of the Spring Hill 3 Addition final plat. The park dedication requirement was previously met with the City receiving a deed for 2.17 acres of land and a cash contribution of $41,912.50 with the final nd plat of Spring Hill 2. The developer will be required to complete the paving of the greenway trail through the park/conservation area. The City will reimburse the developer for trail base material and bituminous paving. In addition, the developer is required to follow all natural resources requirements detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes - 5 Nays - 0 Motion passed. ITEM #8. Lakeville Substation preliminary and final plat. Dakota Electric proposes to construct a new substation on property located th east of Dodd Point Park and south of 160 Street. Dakota Electric will purchase 1.1073 acres from the City for $40,000. Additional land acquisition from the adjacent landowner will create an additional strip of land adjacent to the existing trail corridor that extends from Dodd Lane at Dodd Point Park as identified in the Planner?s report as Outlot A. The park area will retain a substantial wooded buffer area between the project and the grass area in the park. Dakota Electric will construct a masonry wall buffer that follows the established corridor and gateway criterion with additional landscaping planted between the existing natural buffer and the masonry wall. 03.22 Motion by Berg and seconded by Lovelace to recommend City Council consider approval of the Lakeville Substation preliminary and final plat and accept Outlot A representing approximately .7887 of an acre as park dedication in lieu of cash. Cornerstone Lake 3 and 4 Addition preliminary and final plat. rd Town and Country Homes has requested approval of Cornerstone Lake 3 th and 4 Addition preliminary and final plat. Park dedication requirements for previous additions were met with cash and park land dedication. The park land dedication is part of an identified greenway corridor in the rd comprehensive park system plan. Cornerstone Lake 3 Addition will consist of 22 attached townhouse units which will be required to pay the new park dedication rate of $1,714 per unit. Cornerstone Lake 4th Addition consists of 64 attached townhouse units subject to the old rate of $1,500 per unit and 26 units at the new rate of $1,714 per unit. Total cash rdth contribution for Cornerstone Lake 3 and 4 Addition will be $178,272. The developer is also required to rough-grade and restore any greenway corridor trail remaining on their property. The trail grading must be completed this year in conjunction with the site grading associated with the rdth 3 and 4 Additions. The trail corridor location rough grading must be inspected and approved by the Parks and Recreation Director and City Engineer. 03.23 Motion by Lovelace and seconded by Berg to recommend City Council rdth consider approval of the Cornerstone Lake 3 and 4 Addition preliminary and final plat by recommending a cash contribution in the amount of $178,272. In addition, the developer will be required to complete rough grading and restoration of the trail corridors as part of the site grading rdth associated with the 3 and 4 Additions. The rough grading and trail corridor location must be inspected and approved by the Parks and Recreation Director and City Engineer. In addition, the developer is required to follow all natural resources requirements detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes - 5 Nays - 0 Motion passed. Parks, Recreation and Natural Resources Committee Page 5 June 11, 2003 ITEM #10. North Trail Elementary School playground proposal. The North Trail Elementary School PTO has presented plans to expand the existing playground at North Trail Elementary School, also known as Quail Meadows neighborhood park. Quail Meadows neighborhood park is a school/park complex planned and developed by the City of Lakeville and Farmington school district. The maintenance and use of this facility is governed by a joint powers agreement between the City of Lakeville and School District 192 requiring improvements to the park area to receive City approval. Details of the playground replacement include continuation of the concrete border around the playground, removal of pea rock and replacement with fibar type material. The playground will be expanded by Miracle Playground Equipment which installed the original structure. 03.24 Motion by Skeps and seconded by Berg to recommend City Council consider approval of the proposed playground expansion at North Trail Elementary School/Quail Meadows Park. ITEM #14. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for June 18, 2003 at 5:00 PM at Ritter Farm Park Environmental Learning Center for the Spring Tour. ITEM #15.
