CITY OF LAKEVILLE
PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
June 18, 2003
Prior to the official meeting, the Annual Spring Park Tour began at Ritter Farm Park
at 5:00 PM. Transportation was provided by Schmitty & Sons. Parks, Recreation
and Natural Resources Committee members present included Bob Boldus, John
Berg, Carl Skeps, Pat Messinger, Jon Volimas, and Tom Goodwin. Also present for
the tour were Parks and Recreation Director Steve Michaud, Park Maintenance and
Operations Manager John Hennen and Environmental Resources Coordinator Mac
Cafferty. Sites included in the tour included TimberCrest, Prairie Lake, Gander
Mountain, Klamath Trail, Valley Lake Park playground, Crossroads, Creekside
Village, Mallard Shores, Lake Place, South Creek, Village Creek, Park
Plaza,Lakeville High School #2. The tour concluded and returned to Ritter Farm Park
approximately 6:50 PM. Pizza and refreshments were then served to all present.
ITEM #1. Call to order.
The meeting was called to order in the Ritter Farm Park Environmental
Learning Center at 7:15 PM.
ITEM #2. Roll call.
Present were Committee Members R. Boldus, J. Berg, C. Skeps, T.
Goodwin, P. Messinger, J. Volimas and H. Lovelace. Also present were
Parks and Recreation Director Steve Michaud, Environmental Resources
Coordinator Mac Cafferty and Recording Secretary Pat Vinje.
ITEM #3. Citizen Comments.
There were no citizens present at the meeting for items other than what is
scheduled on the agenda.
ITEM #4. Staff reports and summary of current projects.
Staff had no additional comments at this time

ITEM #5. Fox Meadows 2 Addition final plat.
Dean R. Johnson Construction, Inc. has submitted application for the final
ndth
plat of Fox Meadows 2 Addition located south of 185 Street and west of
Kenwood Trail. The plat will consist of 60 attached townhouse units on
6.47 acres. The developer is required to construct a 5-foot wide concrete

sidewalk on the north side of 188 Street and the east side of Joplin
th
Avenue at his expense. The sidewalk along 188 Street has been
installed. The sidewalk on Joplin Avenue will be installed with this addition.
Park dedication requirements include a cash contribution in the amount of
$95,100.00. In addition, the developer will be required to construct a 5-foot
wide concrete sidewalk on the east side of Joplin Avenue. Member
Goodwin questioned the noise reduction recommendation by Dakota
County Plat Commission. Staff responded the recommendation was met
through building the townhomes at a level lower than County Road 50 and
installation of a retaining wall.

Council consider approval of Fox Meadows 2 Addition including a cash
contribution in the amount of $95,100 to satisfy the park dedication
requirements. The developer will be required to construct a 5-foot wide
concrete sidewalk on the east side of Joplin Avenue at his expense.
In addition, the developer is required to follow all natural resources
requirements detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #6 Prairie Lake 2 Addition and Prairie Lake 3 Addition
final plat.
U S Homes Corporation has submitted a final plat application for Prairie

Lake 2 Addition consisting of 5 townhouse lots with 54 townhouse units

and one outlot and Prairie Lake 3 Addition consisting of 12 single family
th
lots. The property is located north of 185 Street and west of 35W. Park
dedication requirements were previously met with acceptance of 10.3
acres of land for a neighborhood park. Construction of Phase I of the park
could possibly begin in 2004. Preparation of the site is ongoing with 20%
completion expected within two weeks. The site is inspected weekly by
staff.
