HomeMy WebLinkAbout07-16 CITY OF LAKEVILLE PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE July 16, 2003 ITEM #1. Call to order. The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members J. Berg, C. Skeps, T. Goodwin, P. Messinger, J. Volimas and H. Lovelace. Unable to attend was R. Boldus. Also present were City Administrator Robert Erickson, Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of June 11 and June 18, 2003. The minutes of the June 11 and June 18, 2003 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. City Administrator Robert Erickson was present to discuss building and site plan modifications to the existing high schools. The original plans did not take into consideration the change from grades 10-12 to grades 9-12 at the high school and grades 7-9 at the junior highs changing to grades 6-8. There are needs within grade 9 that need to be accommodated at the existing high school including a gym expansion and music addition. Also, there are athletic field needs for grade 9 which need to be addressed. In order to accommodate the athletic field needs consideration is being given to removing a grove of trees near the parking lot at the existing high school. Committee members expressed their dismay at this proposal and stressed the importance of preserving the woods. Staff has worked with re-orienting fields to fit within the sites in an effort to avoid totally eliminating the wooded area. ITEM #5. Staff reports and summary of current projects. - Staff commented Pan-O-Prog was busy and very successful. Staff updated the committee regarding budget reductions which - included the loss of two new seasonal positions in addition to the elimination of lifeguards and warming house attendants. Lifeguards were cut from this years budgets at Crystal Lake in Burnsville and Schulty Lake managed by Dakota County. Member Messinger stated the beaches in Lakeville are located in or near neighborhoods allowing many youth to walk or ride their bikes to the beach, therefore parents would not be present to monitor their safety. Member Goodwin felt the committee and City should be proactive and consider options to avoid Parks, Recreation and Natural Resources Committee Page 2 July 16, 2003 eliminating lifeguards. Committee members asked what the cost savings would be if lifeguards were not hired. The response was approximately $64,500. Members expressed safety of residents outweighed the cost savings. In addition to providing lifeguard duties at the beaches, the guards also served the purpose of maintaining order among beach patrons. There also was discussion of eliminating warming house attendants. Members felt without warming house attendants at rink sites, vandalism would increase and Police Department costs would increase. The committee would like to further discuss these issues at a future meeting. nd ITEM #6. Crossroads 2 Addition final plat. nd D R Horton is requesting approval for final plat of Crossroads 2 Addition which consists of 21 single-family lots and 84 attached townhouse units. The area consists of 21.54 acres. Site preparation has begun with staff and Dakota County Soil and Water Conservation District are monitoring activity closely. There have been no changes since the preliminary plat. Staff commented there are no erosion control issues. The site is very sandy and ponds were built at the start of the construction process to handle soil and water issues. 03.27Motionby Messinger and seconded by Goodwin to recommend City nd Council consider approval of Crossroads 2 Addition final plat including a cash contribution in the amount of $185,976 to satisfy the park dedication requirements. The developer will be required to construct 10-foot wide bituminous trails along the west side and a 5-foot wide concrete sidewalk th on the east side of Gerdine Path between 175 Street and Gallery Drive. In addition, the developer is required to follow all natural resources requirements detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 6 Nays ? 0 Motion Passed. ITEM #7. Lone Tree Point final plat. Lone Tree Point is located east of Kenrick Avenue and north of Lake Marion fishing bridge. The final plat proposes to develop 16.39 acres of property subdividing into eight single-family residential lots along a considerable amount of Lake Marion shoreline. Trails will be built near the plat to continue the loop around Lake Marion. Member Goodwin asked if there are any long-term plans for the island located within this plat. The Parks, Recreation and Natural Resources Committee Page 3 July 16, 2003 DNR was contacted but they are not interested in purchasing it so it will remain as is unless the property owner chooses to sell or donate to the City. 03.28 Motion by Volimas and seconded by Messinger torecommend City Council consider approval of Lone Tree Point final plat including a cash contribution in the amount of $12,680 to satisfy the park dedication requirements. As previously recommended, the developer shall be required to construct the trail through Outlot A in the adjacent City owned parcel as depicted on the grading plan. The developer will be responsible for completing the trail grading as depicted on the grading plan as part of the overall site grading. The developer will be reimbursed by the City for the trail Class V and bituminous pavement only. The developer will be required to coordinate the paving of the trail with the City when the appropriate funding is available. The developer shall also rough grade the future trail in the right-of-way of Kenrick Avenue adjacent the storm water pond as part of the initial site grading. In addition, the developer is required to follow all natural resources requirements detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 6 Nays ? 0 Motion Passed. ITEM #8. Wagner?s View preliminary and final plat. Mark and Jennifer Wagner have submitted an application for the preliminary and final plat of one single-family lot located at 19019 Orchard Trail. The purpose of the plat is to combine two metes and bounds parcels to create one single-family lot. Currently there is a single-family residence which will be razed to allow for construction of one new single-family home. Because no new lots are being created as a result of this platting, no park dedication fee is required. 03.29 Motion by Goodwin and seconded by Lovelace torecommend City Council consider approval of Wagner?s View preliminary and final plat. There are no park dedication requirements associated with this plat. Ayes ? 6 Nays ? 0 Motion Passed. ITEM #9. Unfinished business. There was no unfinished business to report at this time. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for August 6, 2003 at 6:00 PM at City Hall. ITEM #12. Adjournment. The meeting adjourned at 7:30 PM.
